The Causal Effect of Watching TV on Material Aspirations: Evidence from the “Valley of the Innocent”

Abstract
The paper addresses the question of whether TV consumption has an impact on material aspirations. We exploit a natural experiment that took place during the period in which Germany was divided. Owing to geographical reasons, TV programs from the Federal Republic of Germany could not be received in all parts of the German Democratic Republic. Therefore, a natural variation occurred in exposure to West German television. We find robust evidence that watching TV is positively correlated with aspirations. Our identification strategy implies a causal relationship running from TV to aspirations. This conclusion resists various sets of alternative specifications and samples.

Abstract
Gemeinden in demographischen Notlagen stehen vor besonderen Herausforderungen. Einerseits zwingt die Verringerung der Bevölkerungszahlen zu einer Verschlankung von Infrastruktur im technischen wie im sozialen Bereich. Andererseits kann eine weitere Ausdünnung derartiger Angebote – zu denken ist vornehmlich an die Bereiche Bildung, Kultur und Sport, Versorgung, Verkehr oder aber Gesundheit – den demographischen Abwärtstrend weiter verstärken. Steht ein Rückbau dieser Angebote doch im Verdacht, die Attraktivität der Gemeinden
als Wohnstandort auszuhöhlen und Abwanderungsprozesse zu beschleunigen bzw. Zuwanderung zu verhindern. Vor diesem Hintergrund wird im Beitrag untersucht, wie der kommunale Versorgungsgrad mit Hausärzten auf die Wanderungsbewegungen in den Gemeinden Sachsen-Anhalts in der Periode von 1996 bis 2008 wirkte. In diesem Zeitraum ist zum einen ein deutlicher Rückgang der Zahl der Hausärzte zu beobachten. Zum anderen verloren viele Gemeinden an Einwohnern, nicht zuletzt aufgrund erheblicher Wanderungsdefizite. Weder die
Querschnittsanalyse noch die Panelregressionen können jedoch signifikante Wanderungseffekte der Hausarztausstattung belegen. Gemeinden mit schlechter bzw. verschlechterter hausärztlicher Versorgungslage scheinen in der Nettobetrachtung nicht ungünstiger abzuschneiden als die übrigen Gemeinden.

Abstract
The article is part of a booklet edited by the Centre for Science Saxony-Anhalt - the Expert Platform “Demographic Change”. The booklet provides an overview on 15 research projects funded by the ministry of education of Saxony Anhalt. The IWH project analyzes aspects of demographic change in peripheral regions by means of Saxony Anhalt. In particular, the IWH research focus is on how citizens in peripheral regions will behave if the provision with social services of public interest is reduced. The article provides findings on the impact of primary schools closures on demographic change.

Abstract
In rural areas school closures are often linked to a decline in population. Do school closures stimulate enhanced emigration? This paper analyses whether family migration is affected by the existence of primary schools. We conduct an empirical study for the East German province Saxony-Anhalt for the period 1991 to 2008. We find that primary schools significantly affect migration behaviour. After school closure municipalities experience a decrease in in-migration. Unexpectedly, controlling for cohort size, unobserved heterogeneity as well as for neighbourhood effects yields higher out-migration prior to school closure. Because the in-migration and the out-migration are of the same magnitude, in sum school closures have no observable impact on net-migration.

Abstract
We analyze the impact on a firm’s profits and optimal wage rates, and on the distribution of workers’ earnings, when workers compare their earnings with those of co-workers. We consider a low-productivity worker who receives lower wage earnings than a high-productivity worker. When the low-productivity worker derives (dis)utility not only from his own effort but also from comparing his earnings with those of the high-productivity worker, his response to the sensing of relative deprivation is to increase the optimal level of effort. Consequently, the firm’s profits are higher, its wage rates remain unchanged, and the distribution of earnings is compressed.

Abstract
We consider a setting in which the acquisition of human capital entails a change of location in social space that causes individuals to revise their comparison groups. Skill levels are viewed as occupational groups. Moving up the skill ladder by acquiring additional human capital, in itself rewarding, leads to a shift in the individual’s inclination to compare himself with a different, and on average better-paid, comparison group, in itself penalizing. We shed new light on the dynamics of human capital formation, and suggest novel policy interventions to encourage human capital formation in the aggregate and reduce inter-group income inequality.

Gauging the Potential for Social Unrest

Abstract
It stands to reason that social unrest does not erupt out of the blue. Although there are a great many reasons why social dismay might descend into social disorder, only few yardsticks or indices can plausibly be used to gauge the potential for social unrest (PSU). If policy makers want to undertake public action to prevent social dismay escalating into social disruption, they obviously need to draw on practical sensors. This paper assesses critically the adequacy of two such measures, the polarization (P) index, and the total relative deprivation (TRD) index. The paper proposes a tentative guide to selecting between these two measures. A review of three stylized scenarios suggests that, where income redistributions reduce the number of distinct income groups, and when each group is characterized by a strong sense of within-group identity, the P index surpasses the TRD index as a basis for predicting PSU. When the within-group identification is weak, however, it is better to use the TRD index to predict PSU.
