The unemployment-growth relationship in transition countries

Abstract
Does the disappointingly high unemployment in Central and East European countries reflect non-completed adjustment to institutional shocks from transition to a market economy, or is it the result of high labour market rigidities, or rather a syndrome of too weak aggregate demand and output? In the case of transitional causes, unemployment is expected to decline over time. Otherwise, it would pose a challenge to the European Union, particular in case of accession countries, for it jeopardizes the ambitious integration plans of, and may trigger excessive migration to the Union. In order to find out which hypothesis holds 15 years after transition has started, we analyze the unemploymentgrowth dynamics in the eight new member countries from Central-Eastern Europe. The study is based on country and panel regressions with instrument variables (TSLS). The results suggest to declare the transition of labour markets as completed; unemployment responds to output and not to a changing institutional environment for job creation. The regression coefficients report a high trend rate of productivity and a high unemployment intensity of output growth since 1998. The conclusion is that labour market rigidities do not to play an important role in explaining high unemployment rates. Rather, GDP growth is dominated by productivity progress, while the employment relevant component of aggregate demand is too low to reduce substantially the high level of unemployment.

The Impact of Institutions on the Employment Performance in European Labour Markets

Abstract
The paper investigates the role of institutions for labor market performance across European countries. As participation rates have been rather stable over the past, the unemployment problem is mainly caused by shortages in labor demand. Labor demand is expressed by its structural parameters, such as the elasticities of employment to output and factor prices. Institutional variables include employment protection legislation, the structure of wage bargaining, measures describing the tax and transfer system and active labor market policies. As cointegration between employment, output and factor prices is detected, labor demand equations are fitted in levels by efficient estimation techniques. Then, labor demand elasticities are explained by institutions using panel fixed effects regressions. The results suggest that higher flexibility and incentives of households to work appear to be appropriate strategies to improve the employment record. The employment response to economic conditions is stronger in a more deregulated environment, and the absorption of shocks can be relieved.

Panel Seasonal Unit Root Test: Further Simulation Results and An Application to Unemployment Data

Abstract
In this paper the seasonal unit root test of Hylleberg et al. (1990) is generalized to cover a heterogenous panel. The procedure follows the work of Im, Pesaran and Shin (2002). Test statistics are proposed and critical values are obtained by simulations. Moreover, the properties of the tests are analyzed for different deterministic and dynamic specifications. Evidence is presented that for a small time dimension the power is slow even for increasing cross section dimension. Therefore, it seems necessary to have a higher time dimension than cross section dimension. The new test is applied for unemployment behaviour in industrialized countries. In some cases seasonal unit roots are detected. However, the null hypotheses of panel seasonal unit roots are rejected. The null hypothesis of a unit root at the zero frequency is not rejected, thereby supporting the presence of hysteresis effects.

Abstract
The article examines the economic performance and the conditions for future economic development in the German Land of Saxony-Anhalt. After the integration of Saxony-Anhalt into the market economy since 1989, strong structural changes have taken place. Nevertheless, agriculture, coal mining and the chemical industry as some of the traditional sectors of the Land’s economy have remained their importance. The weak points of the economy are the low number of entrepreneurs and a low tendency for innovations in the private sector. The Magdeburg region and the Halle region have better conditions for (inter-) national competitiveness than the Altmark region and the Dessau region. But the potentials of the urban centers Magdeburg and Halle are - as compared to other East German cities - not very strong. For improving the eonomic conditions, new instruments for stimulating entrepreneurship and for strengthening the position of the two urban centers should be installed. In addition, innovation activities of private firms could be improved by new linkages between the private sector and Saxony-Anhalt’s public research units.

Network Access Charges, Vertical Integration, and Property Rights Structure

Abstract
After the deregulation of the German electricity markets in 1998, the German government opted for a regulatory regime called negotiated third party access, which would be subject to ex post control by the federal cartel office. Network access charges for new competitors are based on contractual arrangements between energy producers and industrial consumers. As the electricity networks are incontestable natural monopolies, the local and regional network operators are able to set (monopolistic) charges at their own discretion, limited only by their concerns over possible interference by the federal cartel office (Bundeskartellamt). In this paper we analyse if there is evidence for varying charging behaviour depending on a supplier`s economic independence (structure of property rights) or its level of vertical integration. For this purpose we hypothesise that incorporated and vertically integrated suppliers set different charges than independent utility companies. Multivariate estimations show a relation between network access charges and the network operator’s economic independence as well as level of vertical integration. On the low voltage level, for an estimated annual consumption of 1700 kW/h, vertically integrated firms set – as predicted by our hypothesis - significantly lower access charges than vertically separated suppliers, whereas incorporated network operators charge significantly higher charges compared to independent suppliers. There is insufficient evidence available to confirm these results for other consumptions or voltage levels.

Abstract
Trotz der allgemein schwachen Inlandsnachfrage in ganz Deutschland ist die gesamtwirtschaftliche Produktion im Ostteil der Republik 2004 das dritte Jahr in Folge gestiegen. Kräftig erhöht hat sich die Nachfrage des Auslands nach Gütern aus Ostdeutschland. Die Warenausfuhren sind überdurchschnittlich in die alten EU-Länder gestiegen, Impulse aus dem Vollzug der Osterweiterung lassen sich dagegen für die neuen Bundesländer kaum nachweisen. Nach dem Fall der letzten Handelsschranken hat es auch keinen Importboom aus den neuen Mitgliedsländern gegeben. Der Anstoß aus dem Ausland hat zwar die Exportindustrien und ihre Zulieferzweige erreicht, aber infolge des geringen Gewichts dieses Sektors war die Wirkung auf die Gesamtwirtschaft gering....

Abstract
Spätestens mit den so genannten Hartz-Reformen auf dem Arbeitsmarkt verstärkt sich das Interesse der Öffentlichkeit an der Arbeitsvermittlung und ihrer Wirksamkeit. Eine effiziente Arbeitsvermittlung ist nicht nur wünschenswert, sondern auch notwendige Voraussetzung für einen spürbaren Abbau von Arbeitslosigkeit. Aber die Vermittlung allein ist nur eine notwendige, keine hinreichende Bedingung dafür, dass die Arbeitsuchenden auch entsprechende Beschäftigungsverhältnisse abschließen können. Gesetzliche und tarifvertragliche Regelungen können trotz aller Vermittlungsbemühungen dazu führen, dass potenzielle Arbeitsplätze nicht besetzt werden....

Abstract
Die Partizipation von ostdeutschen Frauen am Erwerbsleben wird in der öffentlichen Diskussion unterschiedlich beurteilt: Zum einen wird behauptet, die ostdeutschen Frauen würden deutlich stärker am Arbeitsleben teilnehmen als die westdeutschen. Dem steht die Auffassung gegenüber, dass sich die Erwerbsbeteiligung der ostdeutschen Frauen weitgehend an die Verhältnisse im Westen angeglichen hat. Die Untersuchung zeigt, dass bei in etwa gleich hoher Erwerbstätigenquote in Ost- und Westdeutschland in etwa gleich viele Frauen in den Arbeitsmarkt integriert sind. Aus diesem Blickwinkel ist in Ostdeutschland die Frauenbeschäftigung so hoch wie in Westdeutschland. Die Erwerbsquote der Frauen liegt dagegen in Ostdeutschland über der in Westdeutschland. Sie weist darauf hin, dass unter den gegenwärtigen Verhältnissen im Osten nach wie vor mehr Frauen den Wunsch haben, erwerbstätig zu sein, als im Westen. Dieser Wunsch lässt sich allerdings unter den gegenwärtigen Arbeitsmarktbedingungen weder im Osten noch im Westen realisieren.

Abstract
Die Nachfrage in den neuen Ländern wird zu rund einem Viertel durch Transferzuflüsse aus Westdeutschland gestützt. Grund hierfür ist vor allem, dass die in Ostdeutschland selbst erzielten Beiträge zu den Sozialversicherungen (Arbeitslosenund Rentenversicherung) nicht ausreichen, die Ansprüche der Leistungsempfänger zu decken. Darüber hinaus wird auch die schwache Finanzkraft der ostdeutschen Länder in erheblichem Maße durch Leistungen des Bundes und der westdeutschen Länder aufgestockt. Ohne diese West-Ost- Transfers könnte das materielle Wohlstandsniveau in den neuen Ländern in bisheriger Höhe nicht aufrechterhalten werden. Bislang nicht untersucht wurde aber, wie sich diese Transferleistungen auf das ostdeutsche Bruttoinlandsprodukt auswirken. Dieses Forschungsdefizit wird in diesem Beitrag geschlossen.

Abstract
The paper investigates possible employment effects of the EU-enlargement one year later. Special emphasis is put on the border regions to Poland and the Czeck Republic. Besides of legal restrictions the paper analyzes the possibilities of foreigners to work in Germany and to what extent these special regulations have been used. First preliminary results indicate that there are no large employment effects across both sides of the border. The paper concludes with a discussion of intended measures to protect German employees against competition from abroad.
