Abstract
Im Spätsommer 2022 ist die Weltwirtschaft im Abschwung. Die US-Notenbank und weitere Zentralbanken haben aufgrund der hohen Inflation mit der Straffung ihrer Geldpolitik begonnen, die chinesische Konjunktur schwächelt, und Europa kämpft mit einer Energiekrise. Die deutsche Wirtschaft steht aufgrund der stark steigenden Energiekosten vor einer Rezession. Das deutsche Bruttoinlandsprodukt wird im Jahr 2022 um 1,1% zunehmen und im Jahr 2023 um 1,4% sinken. Die Verbraucherpreise steigen im Jahr 2022 um 7,9% und im Jahr 2023 um 9,5%.

Identifying Rent-sharing Using Firms‘ Energy Input Mix

Abstract
We present causal evidence on the rent-sharing elasticity of German manufacturing firms. We develop a new firm-level Bartik instrument for firm rents that combines the firms‘ predetermined energy input mix with national energy carrier price changes. Reduced-form evidence shows that higher energy prices depress wages. Instrumental variable estimation yields a rent-sharing elasticity of approximately 0.20. Rent-sharing induced by energy price variation is asymmetric and driven by energy price increases, implying that workers do not benefit from energy price reductions but are harmed by price increases. The rent-sharing elasticity is substantially larger in small (0.26) than in large (0.17) firms.

Abstract
We evaluate alternative indicators of global economic activity and other market funda-mentals in terms of their usefulness for forecasting real oil prices and global petroleum consumption. World industrial production is one of the most useful indicators. However, by combining measures from several different sources we can do even better. Our analysis results in a new index of global economic conditions and measures for assessing future energy demand and oil price pressures. We illustrate their usefulness for quantifying the main factors behind the severe contraction of the global economy and the price risks faced by shale oil producers in early 2020.

War drives up energy prices ‒ High inflation weighs on economy
While the lifting of nationwide coronavirus regulations boosts many service sectors such as the hospitality industry, supply bottlenecks are likely to weigh on the manufacturing sector throughout the summer and high inflation will dampen private consumption. Gross domestic product (GDP) in Germany is expected to decline slightly in the second quarter of 2022. The situation in the manufacturing sector is expected to ease towards the end of the year. The Halle Institute for Economic Research (IWH) forecasts that GDP will increase by 1.5% in 2022, following an increase by 2.9% in 2021. In East Germany, GDP will increase by 1%.

Abstract
Die bisherige Vergabe der Hilfen für die Flankierung des Kohleausstiegs in den ostdeutschen Ländern wird zuweilen kritisch gesehen, so auch vor kurzem in dieser Zeitschrif. Wesentlicher Kritikpunkt dabei ist, dass die geplanten Projekte zu einem erheblichen Teil Maßnahmen unterstützen, die zwar die Lebensbedingungen vor Ort verbessern, aber nur einen geringen Beitrag zu einer erfolgreichen Strukturentwicklung leisten. Dieser Beitrag gibt einen detaillierten Einblick in die Mittelvergabe in der brandenburgischen Lausitz. Die wirtschafspolitischen Entscheidungsträger orientieren sich bei der Mittelvergabe an den im Investitionsgesetz Kohleregionen und im Lausitzprogramm 2038 verankerten Leitbildern. Das wichtigste Kriterium für die Auswahl der Projekte ist ihre Strukturwirksamkeit, welche die Bewilligungsbehörden des Landes in einem mehrstufgen Prozess eingehend evaluieren. Die empirische Bestandsaufnahme zeigt, dass die Mehrzahl der Projekte in der brandenburgischen Lausitz auf die Förderbereiche „wirtschafsnahe Infrastruktur“ und „Infrastrukturen für Bildung und Forschung“ entfallen, diese Bereiche überproportional mit finanziellen Mitteln untersetzt sind und sich überwiegend in den kernbetroffenen Gemeinden fnden.

Regional effects of a recession in Germany triggered by an import stop for Russian gas
A halt in Russian gas deliveries would lead to a recession in the German economy. Not all regions would be equally affected: The Halle Institute for Economic Research (IWH) expects a significantly stronger slump in economic output in regions where the manufacturing sector has a large weight than elsewhere.

Abstract
Ein Stopp der russischen Gaslieferungen würde zu einer Rezession der deutschen Wirtschaft führen. Nicht alle Regionen wären davon gleich betroffen: Vor allem wäre dort, wo das Verarbeitende Gewerbe ein großes Gewicht hat, mit einem deutlich stärkeren Einbruch der Wirtschaftsleistung zu rechnen als andernorts. Deshalb wäre Westdeutschland und dort insbesondere der Süden stärker betroffen als der Osten Deutschlands. Dagegen spielt für die Frage, wie viele Arbeitsplätze durch einen bestimmten Rückgang der Wertschöpfung gefährdet sind, die Höhe der Arbeitsproduktivität eine ausschlaggebende Rolle.

From Pandemic to Energy Crisis: Economy and Politics under Permanent Stress
The German economy is steering through difficult waters and faces the highest inflation rates in decades. In their spring report, the leading German economic research institutes revise their outlook for this year significantly downward. The recovery from the COVID-19 crisis is slowing down as a result of the war in Ukraine, but remains on track. The institutes expect GDP to increase by 2.7% and 3.1% in 2022 and 2023 respectively. In the event of an immediate interruption to Russian gas supplies, a total of 220 billion euros in German economic output would be at risk in both years.

Price shock jeopardises recovery of German economy
Russia’s war in Ukraine is hitting the German economy primarily via an energy price shock, but also by disrupting trade flows and causing general uncertainty. At the same time, however, the economy is receiving a strong boost from the lifting of many pandemic restrictions. The Halle Institute for Economic Research (IWH) forecasts that gross domestic product will increase by 3.1% in 2022. The consumer price index will be 4.8% higher than one year ago. The war affects the East German eco-nomy about as hard as the economy in Germany as a whole.

Investment, output gap, and public finances in the medium term: Implications of the Second Supplementary Budget 2021
With the Second Supplementary Budget 2021, the German government plans to allocate a reserve of 60 billion euros to the Energy and Climate Fund. This additional spending is also meant to reduce the macroeconomic follow-up costs of the pandemic. According to the IWH’s medium-term projection, the expenditure is expected to increase output by about 0.5% at the peak of its impact in 2024. “While this macroeconomic effect is welcome, the additional investment will by no means compensate for the lack of investment activity since the beginning of the pandemic,” says Oliver Holtemöller, head of the Department Macroeconomics and vice president at Halle Institute for Economic Research (IWH). Moreover, the supplementary budget is likely to reduce confidence in the reliability of the debt brake.
