Cyclical upswing in Germany and in the world
At the turn of the year, the cyclical upswing in Germany continues. Gross domestic product is expected to increase by 2.2% in 2017, and because this year has seen significantly fewer working days than before, the rate of change amounts, adjusted for calendar effects, to even 2.5%. “The upswing is broad-based”, says Oliver Holtemöller, head of the Department Macroeconomics and IWH vice president. “For quite a long time now, significant increases in employment have been driving private incomes, consumption and housing construction. The latter was, in addition, stimulated by low interest rates.” Currently, German exports are benefiting from the vivid international economy. Not least since monetary policy in the euro area remains expansionary for the time being, we expect the upturn to continue in 2018 and production to increase again by 2.2%. Consumer price inflation is, with 1.7%, still moderate in both 2017 and 2018. Although domestic price pressures are on the rise, the effects of the energy price increase in 2017 expire in 2018, and the appreciation of the euro in the summer of 2017 will dampen price dynamics.

Abstract
The surge in world trade since autumn 2016 is mainly caused by a worldwide cyclical upswing. In particular, stronger investment activity has a strong impact on international trade since the import content of investment goods is generally high. However, important structural causes for a slow down in trade still apply, and hence, its trend growth rate will not reach the level it has reached in the two decades before 2009.

Politicians share responsibility for the risk of their state defaulting
Investors assume higher risks of default when a country is politically unstable or governed by a party at the left or right end of the political spectrum. However, according to findings obtained by Stefan Eichler from the Halle Institute for Economic Research (IWH), the more democratic the country is and the more it is integrated into the global economy, the lower is the impact that such political factors have.

The German Economy: Strong Economic Activity in Germany and in the World
In the early summer of 2017, economic momentum in the world is quite strong. Important general conditions for the global economy are likely to remain favourable: Interest rates will continue to be low almost everywhere, and low inflationary pressure suggests that there are hardly any constraints from the supply side.

From World Factory to World Investor: The New Way of China Integrating into the World

Abstract
This paper argues that outward direct investment (ODI) is replacing international trade as the new way China integrates into the world. Based on two complementary datasets, we document the pattern of Chinese ODI. We argue that the rapid growth of China’s ODI is the result of strong economic development, increasing domestic constraints, and supportive government policies. Compared with trade integration, investment integration involves China more deeply in global business. As a new global investor, China’s ODI in the future is full of opportunities, risks, and challenges. The Chinese government should improve bureaucracy coordination and participate more in designing and maintaining international rules to protect ODI interests.

Internal Governance and Creditor Governance: Evidence from Credit Default Swaps

Abstract
I study the relation between internal governance and creditor governance. A deterioration in creditor governance may increase the agency costs of debt and managerial opportunism at the expense of shareholders. I exploit the introduction of credit default swaps (CDS) as a negative shock to creditor governance. I provide evidence consistent with shareholders pushing for a substitution effect between internal governance and creditor governance. Following CDS introduction, CDS firms reduce managerial risk-taking incentives relative to other firms. At the same time, after the start of CDS trading, CDS firms increase managerial wealth-performance sensitivity, board independence, and CEO turnover performance-sensitivity relative to other firms.

The German Economy: Economic Activity Spurred by Private Consumption and Construction
German economic activity remains robust due to strong domestic demand. IWH forecasts gross domestic product (GDP) to increase by 1.3% in 2017. The growth rate is half a percentage point lower than in 2016 due to calendar effects and a negative contribution of external trade. Matthias Mertens diskutiert Vor- und Nachteile des Melitz- und des endogenen Wachstumsansatzes hinsichtlich der Analyse von (Wohlfahrts-)Effekten einer Handelsliberalisierung und zeigt, dass beide Ansätze eine Daseins-Berechtigung besitzen, da sie verschiedene Handelsliberalisierungsaspekte in den Fokus setzen. Die Arbeit ermöglicht eine einfache Modellauswahl für die Analyse relevanter handelspolitischer Fragestellungen und Anwendungsfälle. Weiterhin verdeutlicht der Autor das Zukunftspotential hybrider Ansätze, welche endogene Wachstumsmodelle und Melitz-Modelle miteinander kombinieren und zur Entwicklung einer generalisierten Modelltheorie für die Analyse von Handelsliberalisierungswirkungen beitragen können.

Macroeconomic Trade Effects of Vehicle Currencies: Evidence from 19th Century China

Abstract
We use the Chinese experience between 1867 and 1910 to illustrate how the volatility of vehicle currencies affects trade. Today’s widespread vehicle currency is the dollar. However, the macroeconomic effects of this use of the dollar have rarely been addressed. This is partly due to identification problems caused by its international importance. China had adopted a system, where silver was used almost exclusively for trade, similar to a vehicle currency. While being important for China, the global role of silver was marginal, alleviating said identification problems. We develop a bias corrected structural VAR showing that silver price fluctuations significantly affected trade.
