Abstract
Der europäische Emissionshandel hat das Ziel, den Ausstoß des Klimagases CO2 kosteneffizient zu reduzieren. Unter anderem soll er Anreize für die Investition in CO2-vermeidende Technologien bieten. Zum Ende der ersten Handelsperiode (2005 bis 2007) hatte der CO2-Markt diese Aufgabe nicht mehr erfüllt, da der Preis für ein CO2-Emissionszertifikat aufgrund der reichhaltigen Zuteilung bis auf zwei Cent gefallen war. Nachdem diese Zertifikate nicht in die zweite Handelsperiode (2008 bis 2012) übertragen werden konnten, lag der Preis für eine Tonne CO2-Emissionen Anfang 2009 bei knapp unter 14 Euro. Er entwickelte sich anschließend positiv bis in die erste Hälfte des Jahres 2011, als er zeitweise bis über 16 Euro stieg. Anfang Juni 2011 fiel der Preis überraschend innerhalb von eineinhalb Wochen auf etwas über zwölf Euro. In der Folgezeit entwickelte sich der Trend weiter negativ bis zum Januar 2012. Seitdem hat sich der Preis auf einem Niveau um etwa sieben Euro stabilisiert, blieb aber dennoch sehr volatil.

CO2-Preis erneut unter Druck
Am 17. Juli 2012 ging der dritte Petersberger Klimadialog zu Ende. In diesem Kontext riefen Bundesumweltminister Peter Altmaier und Bundeskanzlerin Angela Merkel zu verstärkten Anstrengungen hinsichtlich der Reduktion von CO2-Emissionen auf. Der europäische Emissionshandel hat die Aufgabe, den Ausstoß des Klimagases CO2 kosteneffizient zu reduzieren. Der aktuelle Preis für CO2-Emissionszertifikate bietet jedoch kaum Anreiz zur Investition in CO2-vermeidende Technologie.

Abstract
The emission rights management module of the software package “CO2-Navigator“ is a corporate emissions rights management instrument designed to provide an overview of the allocation and transactions of CO2 emission allowances at any time of the calendar year. During the acquisition, the relevant dates, quantities and prices are collected. The daily updated inventory of allowances is also reported.
Based on the current state of the emissions from an installation, an estimate of the allowance coverage for the balance sheet day of the current year is realized, using an emission profile characteristic for the firm. Here, a possible under- or over- coverage is graphically illustrated and quantified. The module is thus a useful tool in the risk management process of emission intensive companies. A possible subsequent investment analysis, e. g. a stochastic investment planning, builds on the data supplied by this module. This paper describes the motivation and technical conception of this instrument.

Political Institutionalisation and Governance of the German Metropolitan Regions: A Comparative Study

Abstract
In Germany, some cities and districts try to react to the challenges of global location competition by the constitution of metropolitan regions. Thus new forms of intermunicipal co-operation on a regional scale emerge. Within the context of a national policy for spatial development eleven such metropolitan regions have been defined in Germany, and local activities supporting their constitution were encouraged. In spite of differing results and success in the eleven regions this process of political institutionalisation has led to partially similar institutional forms. This study compares the institutionalisaton process in the German metropolitan regions with the help of an idealtype model of institutionalisation steps. In addition, the design of the comparative study also allows testing potential effects of intervening factors as the regions’ monocentricity / polycentricity and the existence of Laender borders in a region on cooperative success. The study comes to the result that so far only few metropolitan regions have reached the stage of advanced institutionalisation and co-operation. The diversity of the institutionalisation paths prevents a „best practice“ recommendation at the present state of knowledge. As the constitution process in the regions still proceeds in a highly dynamic way, this study should be repeated within a five years’ period.

Extreme Dependence with Asymmetric Thresholds: Evidence for the European Monetary Union

Abstract
Existing papers on extreme dependence use symmetrical thresholds to define simultaneous stock market booms or crashes such as the joint occurrence of the upper or lower one percent return quantile in both stock markets. We show that the probability of the joint occurrence of extreme stock returns may be higher for asymmetric thresholds than for symmetric thresholds. We propose a non-parametric measure of extreme dependence which allows capturing extreme events for different thresholds and can be used to compute different types of extreme dependence. We find that extreme dependence among the stock markets of ten initial EMU member countries, the United Kingdom, and the United States is largely asymmetrical in the pre-EMU period (1989–1998) and largely symmetrical in the EMU period (1999–2010). Our findings suggest that ignoring the possibility of asymmetric extreme dependence may lead to an underestimation of the probability of co-booms and co-crashes.

Abstract
Modeling the price risk of CO2 emission allowances is an important aspect of integral corporate risk management related to emissions trading. In this paper, a pricing model is developed which may be the basis for evaluating the risk of emission certificate prices. We assume that the certificate price is determined by the expected marginal CO2 abatement costs in the current trade period as well as by the long-term marginal abatement costs. The price risk is modeled on the basis of a mean reversion process. Due to uncertainties about the future state of the environment, we suppose that within one trade period erratic changes in the expected marginal abatement costs may occur leading to shifts in the price level. In addition to the parameter estimation, it is also an objective of this work to modify the mean reversion process so that such abrupt changes in the expected reversion level can be displayed. Because of the possibility of transferring spare allowances to a subsequent period we take into account the fact that the expected long run marginal abatement costs act as a lower limit for the price in the trading period.

What Might Central Banks Lose or Gain in Case of Euro Adoption – A GARCH-Analysis of Money Market Rates for Sweden, Denmark and the UK

Abstract
This study deals with the question whether the central banks of Sweden, Denmark and the UK can really influence short-term money markets and thus, would lose this influence in case of Euro adoption. We use a GARCH-M-GED model with daily money market rates. The model reveals the co-movement between the Euribor and the shortterm interest rates in these three countries. A high degree of co-movement might be seen as an argument for a weak impact of the central bank on its money markets. But this argument might only hold for tranquil times. Our approach reveals, in addition, whether there is a specific reaction of the money markets in turbulent times. Our finding is that the policy of the European Central Bank (ECB) has indeed a significant impact on the three money market rates, and there is no specific benefit for these countries to stay outside the Euro area. However, the GARCH-M-GED model further reveals risk divergence and unstable volatilities of risk in the case of adverse monetary shocks to the economy for Sweden and Denmark, compared to the Euro area. We conclude that the danger of adverse monetary developments cannot be addressed by a common monetary
policy for these both countries, and this can be seen as an argument to stay outside the Euro area

Aktuelle Trends: Prozessinnovationen zur Reduktion von Treibhausgasen: Ein Beispiel aus der Chemischen Industrie

Abstract
Die Berichterstattung über die Anstrengungen zur Reduktion von Treibhausgasen konzentriert sich seit längerem auf die CO2-Emissionen aus der Energieerzeugung und dem Verkehr. Dabei muss durchaus nicht immer nur an den „ganz großen Rädern“ gedreht werden; eine Fülle von Detailverbesserungen summiert sich ebenfalls. Zudem existieren neben Kohlendioxid noch andere Verbindungen, die ein wesentlich höheres Treibhausgaspotenzial besitzen als CO2 selbst. Dazu zählen etwa Methan und Lachgas. Dabei besitzt Lachgas nach den Angaben des Weltklimarats nicht nur ein um den Faktor 298 stärkeres Treibhausgaspotenzial als CO2, sondern greift auch indirekt die Ozonschicht an. Derzeit (Stand: 2009) beträgt der Anteil der Lachgasemission 7,3% an der gesamten Treibhausgas-Freisetzung Deutschlands, wobei die Landwirtschaft hier als großer Emittent zu werten ist.

Abstract
This study analyses patenting activities by public research organizations (PROs) in the Free State of Saxony in the period 2002-2007 in order to shed some light on the strategies of PROs for industrial exploitation of scientific research results as well as on PROs-industry interaction. The analysis is based on published patent applications at the German Patent and Trademark Office (DPMA) in the period 2002-2007. The study shows that in the period of analysis (2002-2007) the number of patent applications by PROs in Saxony has risen almost continuously. Institutes of the Fraunhofer-Gesellschaft and the Technical University of Dresden have played a major role in this development. The results for PROs in Saxony are compared with patenting by PROs located in the states of Thuringia, Lower Saxony and North Rhine-Westphalia. Overall, the comparative analysis shows positive results for the industrial exploitation of scientific research results by PROs in Saxony. In what concerns the networking of PROs with private companies through co-patenting, there are no significant differences between the PROs of the four states considered. The results suggest that PROs in Saxony could further improve their performance in PROs-industry interaction. These results should however be interpreted with caution since the underlying patent statistics (co-patenting) do not capture all forms of PROs-industry interaction for the industrial exploitation of research results.
