Abstract
Growth of total world output has accelerated since last spring. The factors that had dampened growth during the early months of 2003 have lapsed, economic policy continues to be stimulating and the assessment of the prospects has become more favourable. The recovery is led once again by the United States. Developments in Japan are surprisingly good and the phase of weakness in Southeast Asia has been overcome. Germany 2004: Only a transitory economic stimulus from moving tax cuts forward

Abstract
In summer 2003 the German economy once again did not overcome the stagnation, which by now lasted three years. Only by the end of this year the German economy will begin to receive stronger support from a then further improved world economy. In the past months both US and European monetary policy have provided sufficient liquidity by lowering interest rates. In the USA, additional support is provided by fiscal policy; tax reductions and rebates increase domestic demand. Overall, Gross Domestic Product in the US will increase by 2.1% this year; in the euro area GDP will merely expand by a modest 0.8%. For Germany one of its key sectors will not be able to lift the economy as usual and GDP, when compared to last year, will only stagnate. Provided by the brought forward tax reform 2000 the coming year will begin with a stimulus to the German economy. The tax reductions, though, will have limited effect on aggregate production, as the increased consumption will not be able to stimulate investment. Accounting for calendar effects GDP in Germany will increase by at least 1% in 2004 compared with this year, but due to several additional working days in 2004, the unadjusted rate of expansion will be 1.7%. No substantial improvements are expected for the job market.

Abstract
Die Wirtschaft der neuen Bundesländer konnte sich zu Beginn des Jahres 2003 der konjunkturellen Flaute in Deutschland nicht entziehen. Die Industrieproduktion ist nur noch leicht gestiegen, die Bauleistungen sind – auch wegen der harten Wintermonate – deutlich gesunken. Darüber hinaus mussten die Anbieter von Dienstleistungen im ersten Vierteljahr Produktionseinbußen hinnehmen. Der Rückgang der Bautätigkeit dürfte sich allerdings aufgrund der Vorzieheffekte im Zusammenhang mit der angekündigten Kürzung der Eigenheimzulage und den Sondereffekten durch die Beseitigung der Flutschäden vorerst so nicht fortsetzen. Nennenswerte Produktionsanstöße werden jedoch wegen der allgemein gedrückten Nachfrage der Investoren und der privaten Haushalte zunächst nicht ausgelöst werden. Erst mit der erwarteten Belebung der Konjunktur im Ausland und deren Ausstrahlung auf das Inland wird die gesamtwirtschaftliche Produktion in Ostdeutschland wieder anziehen. Dafür spricht die fortgesetzte Verbesserung der Wettbewerbsposition vor allem der Unternehmen des Verarbeitenden Gewerbes. Ihnen ist es in konjunkturell schwierigen Zeiten gelungen, ihre Exportfähigkeit zu erhalten und die Lohnstückkosten weiter unter das Niveau der Wettbewerber – nicht zuletzt aus den alten Bundesländern – zu senken. Unterstützt wurden diese Fortschritte durch einen maßvollen Anstieg der Effektivlöhne, wenngleich die hohen Tarifabschlüsse im Jahr 2002 angetan waren, einen wichtigen Standortvorteil für die Unternehmen in Ostdeutschland zu verspielen....

Abstract
The global economy is in the midst of a phase of weakness. In the course of next year, at the earliest, GDP will in many regions expand a little faster than potential output. The German economy, even, remains in a phase of prolonged weakness. In the second half of this year an economic recovery is expected to start here. However, it will proceed only slowly. Aggregate capacity utilisation will continue to decline, and the state of the labour market will deteriorate further. Although the recovery will firm next year and domestic demand will rise slightly, economic growth in Germany will continue to lack dynamism.

Abstract
This forecast updates the IWH Economic Outlook 2003. Amid the threatening war with Iraq, the sharply increased oil prices and the continued Euro appreciation, the economic forecast for Germany is lowered. Gross domestic product is will rise by 0.8% in 2003 and by 2.1% in the following year. Due to the weak economy, the downward pressure on employment continues to increase. Unemployment in 2003 and 2004 will clearly surpass the 4 million mark.

Abstract
In this paper the results of a microeconomic approach will be analysed. The study consists of the purposition that there could be an onesided relation between the increase in the wage rate and the time-laged increase of productivity. This is of special relevancy for a transforming economy like the east german one. The sample contains firm data of the east german manufacturing sector. The findings are that there is not such a presumed relation. Instead of this you can find a negative relation between changes in wage rate and productivity. This is only valid for a subgroup of firms with rising unit labor costs in the past. These firms deteriorate in contrast to the other firms.

The world economy is currently fragile. The prospects are dampened both, by the current crisis in Iraq, leading to a rising oil price, and the sharp drop of equity prices. Since last spring, the economic expansion in the United States has lost momentum. Also in Asia, the previously buoyant output growth has decelerated again. The Euro Area is recovering from the slowdown of last year; the pace of the recovery, however, is very modest. Finally, in Japan GDP expanded only gradually.

Business cycle news: Upswing in Germany delayed

Abstract
In the wake of the most recent national accounts estimates, the IWH has reassessed its business cycle forecast. Additionally, the economic effects of the flood were analysed. While the latter should have neither a positive nor a negative impact on Germany’ business cycle as a whole, East Germany’s already weak economic expansion is seriously affected. At most GDP will stagnate. In contrast, next year the public and private restoration efforts will stimulate the Eastern German economy.

Abstract
The Article analyses and forecasts the economic developments for the World and German in 2002 and 2003. During the winter 2001/2002 the World Economy was able to pull out of its trough. Nonetheless, the upswing did not reach investments and was mainly driven by consumption and exports in the USA and the remaining major economies, respectively. In the course of this and next year Investors will gradually regain their trust in the economy. The same will be the case for consumers in Germany and Europe. As a result a modest recovery on a wide front will develop. In the course of next year this recovery will start to weaken. In Germany, Wage Policy has retracted from its former moderate stance. Hence, although due to the improving economic conditions and the resulting slowed employment cuts by the end of 2002 as well as employment increases in 2003, the upswing on the labour market will not reach the dynamics of the 1999/2000 recovery. Fiscal Policy, caused by the need to consolidate the public budget, will be restrictive. Despite the low inflation risks, by the end of this year the ECB will have raised its major interest rate by 1/2 percentage point. Nonetheless, as interest rates in real terms will remain at relatively low levels a restrictive impact from the Monetary Policy in Germany and the Euro Area will is not expected. In Ostdeutschland ist die gesamtwirtschaftliche Aktivität im Verlauf der ersten Hälfte dieses Jahres nicht mehr gesunken; den Stand vom Vorjahreszeitraum hat sie allerdings noch nicht wieder erreicht. Die Produktion im Verarbeitenden Gewerbe ist wieder gestiegen, und im Baugewerbe ist sie nur wenig gefallen. Gleichwohl hat sich die wirtschaftliche Erholung noch nicht gefestigt. Erst mit der Überwindung der Nachfrageschwäche der Investoren und privaten Haushalte wird die Produktion wieder stärker anziehen. Dafür spricht die Verbesserung der Wettbewerbsposition vor allem der Unternehmen des Verarbeitenden Gewerbes. Ihnen ist es in konjunkturell schwierigen Zeiten gelungen, ihre Stellung im Export auszubauen und die Lohnstückkosten erstmalig unter das Niveau der Wettbewerber aus den alten Bundesländern zu senken. Unterstützt wurden diese Fortschritte durch einen maßvollen Anstieg der Löhne, die jetzt im Schnitt durch die Produktivität gedeckt sind. Der Lohnkostenvorteil bleibt auch künftig eine wichtige Voraussetzung für die Sicherung der Wettbewerbsfähigkeit der Unternehmen, für den Zugewinn von Marktanteilen und die Attraktivität des Standorts.
