Abstract
The chapter analyses theoretically and empirically the supply-side effects of the public investments funded by the German „Economic Stimulus Package II“(Konjunkturpaket II), which was implemented in 2009. In the theoretical part, we address the distortionary effects of investment grants on public capital provision and local economic development. According to the theoretical literature on the efficient provision of public goods, public inputs and economic growth, conditional investment grants have several negative allocation effects: First, they distort the relative factor prices for the local government stimulating excess public capital stocks and Pareto-inefficient provision of public goods. Second, long-term growth-enhancing effects of debt-financed public investment could only be expected for public inputs, which either directly increase the productivity of the private sector or increase factor productivity, especially by increasing the stock of human capital. In the empirical part, we find that despite of the recent increase in municipal investments in the German state of Saxony our regression results do not confirm a connection with the ESPII funds. Furthermore, no relationship between the municipal fiscal strength and the amount of ESPII grants received could be found. All in all, due to the focus of the grants on public consumption goods rather than public inputs only marginal future growth effects can be expected from the subsidized investments.

Determinants of Evolutionary Change Processes in Innovation Networks – Empirical Evidence from the German Laser Industry

Abstract
We seek to understand the relationship between network change determinants, network change processes at the micro level and structural consequences at the overall network level. Our conceptual framework considers three groups of determinants – organizational, relational and contextual. Selected factors within these groups are assumed to cause network change processes at the micro level – tie formations and tie terminations – and to shape the structural network configuration at the overall network level. We apply a unique longitudinal event history dataset based on the full population of 233 German laser source manufacturers and 570 publicly-funded cooperation projects to answer the following research question: What kind of exogenous or endogenous determinants affect a firm’s propensity and timing to cooperate and enter the network? Estimation results from a non-parametric event history model indicate that young micro firms enter the network later than small-sized and large firms. An in-depth analysis of the size effects for medium-sized firms provides some unexpected yet quite interesting findings. The choice of cooperation type makes no significant difference for the firms’ timing to enter the network. Finally, the analysis of contextual determinants shows that cluster membership can, but do not necessarily, affect a firm’s timing to cooperate.

Do Government Owned Banks Trade Market Power for Slack?

Abstract
The ‘Quiet Life Hypothesis (QLH)’ posits that banks with market power have less incentives to maximize revenues and minimize cost. Especially government owned banks with a public mandate precluding profit maximization might succumb to a quiet life. We use a unified approach that simultaneously measures market power and efficiency to test the quiet life hypothesis of German savings banks. We find that average local market power declined between 1996 and 2006. Cost and profit efficiency remained constant. Nonparametric correlations are consistent with a quiet life regarding cost efficiency but not regarding profit efficiency. The quiet life on the cost side is negatively correlated with bank size, quality of loan portfolio and local per capita income. The last result indicates that the quiet cost life is therefore potentially due to benevolent excess consumption of local input factors by public savings banks.

Abstract
Similarly to western Germany in the 1960s and 1970s, the eastern part of Germany has experienced a still ongoing process of numerous amalgamations among counties, towns and municipalities since the mid-1990s. The evidence in the economic literature is mixed with regard to the claimed expenditure reductions and efficiency gains from municipal mergers. We therefore analyze the global efficiency of the municipalities in Saxony-Anhalt, for the first time in this context, using a double-bootstrap procedure combining DEA and truncated regression. This allows including environmental variables to control for exogenous determinants of municipal efficiency. Our focus thereby is on institutional and fiscal variables. Moreover, the scale efficiency is estimated to find out whether large units are necessary to benefit from scale economies. In contrast to previous studies, we chose the aggregate budget of municipal associations (“Verwaltungsgemeinschaften”) as the object of our analysis since important competences of the member municipalities are settled on a joint administrative level. Furthermore, we use a data set that has been carefully adjusted for bookkeeping items and transfers within the communal level. On the “eve” of a mayor municipal reform the majority of the municipalities were found to have an approximately scale-efficient size and centralized organizational forms (“Einheitsgemeinden”) showed no efficiency advantage over municipal associations.

International Fragmentation of Production and the Labour Input into Germany’s Exports – An Input-Output-analysis

Abstract
The import penetration of exports has become a topic of public debate, particularly in the context of Germany’s position as one of the world’s leading exporters. The growth in the volume of intermediate products purchased from abroad for subsequent processing into export goods in Germany seems to be undermining the importance of exports as a driver of domestic production and employment. The gains that arise from an increase in exports seem to have been offset by the losses caused by the crowding out of local production by imports. Empirical evidence on the impact of this international integration of the goods market on the German labour market is ambiguous. Short-term negative effects on employment are claimed to be offset by the long-term benefit that the jobs lost in the short run will eventually be replaced by higher-skilled jobs with better
perspectives. Against this background, the following hypothesis is tested empirically: Germany is poor in natural resources, but rich in skilled labour. In line with the Heckscher- Ohlin theory, Germany should therefore specialize in the production of export goods and services that are relatively intensive in these factors and should import those goods and services that are relatively intensive in unskilled labour. The empirical part of the paper deals with the extent of the German export penetration by imports. At first, it analyses by what ways imports are affecting the exports directly and indirectly and shows the consequences of import penetration of exports for the national output and employment. Secondly, consequences for employment are split in different skill types of labour. These issues are discussed with the standard open static inputoutput- model. The data base is a time series of official input-output tables. The employment effects for Germany divided by skill types of labour are investigated using skill matrices generated by the authors.

Abstract
The gross domestic product of Saxony-Anhalt will increase by 2.6% in 2011. Due to structural reasons the growth is lower than in Germany. In Saxony-Anhalt the key growth driver, the engineering industry, are poorly represented. The previously strong food industry suffers under the pressure of rising commodity prices. The growth gap is explained also from a slowing dynamics in the industry later this year, what is already indicated in the intermediate goods sector, which is the most important part in Saxony-Anhalt´s industry. In addition, the dynamics of household demand for consumer goods and housing is weaker because of the sharp decline in population. Furthermore, the government sector slows in connection with the consolidation of public budgets. The growth gap compared to the average of the New Federal States in total also stems from the fact that the recovery in Saxony-Anhalt had progressed rapidly in the previous year.

Abstract
All in all, the IWH expects that GDP of East Germany will increase by 2.8% this year. With this forecast, the growth gap with the West will indeed reduce significantly, but the growth rate remains once again behind the West. The reason is not only that the East German federal states have to consolidate their budgets. The weaker increase in aggregate output is also due to export and innovation weakness, the lack of large enterprises, the aging and declining population.

Abstract
This study analyses patenting activities by public research organizations (PROs) in the Free State of Saxony in the period 2002-2007 in order to shed some light on the strategies of PROs for industrial exploitation of scientific research results as well as on PROs-industry interaction. The analysis is based on published patent applications at the German Patent and Trademark Office (DPMA) in the period 2002-2007. The study shows that in the period of analysis (2002-2007) the number of patent applications by PROs in Saxony has risen almost continuously. Institutes of the Fraunhofer-Gesellschaft and the Technical University of Dresden have played a major role in this development. The results for PROs in Saxony are compared with patenting by PROs located in the states of Thuringia, Lower Saxony and North Rhine-Westphalia. Overall, the comparative analysis shows positive results for the industrial exploitation of scientific research results by PROs in Saxony. In what concerns the networking of PROs with private companies through co-patenting, there are no significant differences between the PROs of the four states considered. The results suggest that PROs in Saxony could further improve their performance in PROs-industry interaction. These results should however be interpreted with caution since the underlying patent statistics (co-patenting) do not capture all forms of PROs-industry interaction for the industrial exploitation of research results.

Cooperation propensity and public cooperation funding in the German Laser Industry

Abstract
The high-tech strategy of the federal government defines eight key technologies, including laser industry as a part of the optical technologies. This study provides a first descriptive overview of cooperation propensity and public cooperation funding for German Laser Source manufacturers between 1990 and 2010. Results show that the industry in general was characterized by expansion even though there were periods with a high degree of fluctuations. The spatial analysis of firm entries and exits reveals some interesting insights. The majority of large laser source companies are located in Bavaria, Baden-Württemberg and Thuringia. These regional distribution patterns hold for the absolute number of publicly funded cooperation projects. When considering the relative number of collaborative projects per firm and region the picture changes. It turns out that especially laser source manufacturers in Thuringia, Rhineland-Palatinate and Hamburg show up the highest cooperation propensities and an above-average demand for public funding.

Abstract
Der Gesetzentwurf zur Änderung des Ausführungsgesetzes zu Artikel 115 GG der Fraktion der SPD beinhaltet zwei Kernpunkte. Erstens soll der Abbaupfad für das strukturelle Defizit gemäß Ist-Zahlen für das Haushaltsjahr 2010 nachjustiert werden (§9 Absatz 2). Zweitens soll die für die Umsetzung der Schuldenbremse erforderliche Konjunkturbereinigung dem Sach-verständigenrat zur Begutachtung der gesamtwirtschaftlichen Entwicklung übertragen werden (§ 5 Absatz 4 Satz 1). Die Fraktion der SPD begründet den Entwurf mit der Schaffung und Nutzung von Spielräumen durch die Bundesregierung, die „eindeutig gegen Geist und Sinn der Schuldenbremse“ verstoßen würden. Es ist zwar richtig, dass bei der Ermittlung des struk-turellen Defizits immense Spielräume bestehen und dass eine bessere Transparenz des aktuel-len Verfahrens wünschenswert wäre. Die Änderungsvorschläge der Fraktion der SPD gehen aber an den Kernproblemen vorbei. Der Ermessensspielraum der Bundesregierung wird bereits jetzt dadurch eingeschränkt, dass die Wirtschaftsforschungsinstitute im Rahmen der Gemeinschaftsdiagnose entsprechende unabhängige Berechnungen vornehmen und veröffentlichen. Die bestehenden Spielräume werden nicht geringer, wenn ein weiteres unabhängiges Gremium mit der Konjunkturbereinigung beauftragt wird. Dennoch sind Verbesserungen des aktuellen Verfahrens möglich. So sollte die Transparenz durch vollständige Offenlegung aller verwendeten Daten und der technischen Parameter erhöht werden und vor allem der Begriff der finanziellen Transaktionen klarer definiert werden, um an dieser Stelle politisch motivierte Manipulationen zu erschweren.
