Abstract
In this paper the results of a microeconomic approach will be analysed. The study consists of the purposition that there could be an onesided relation between the increase in the wage rate and the time-laged increase of productivity. This is of special relevancy for a transforming economy like the east german one. The sample contains firm data of the east german manufacturing sector. The findings are that there is not such a presumed relation. Instead of this you can find a negative relation between changes in wage rate and productivity. This is only valid for a subgroup of firms with rising unit labor costs in the past. These firms deteriorate in contrast to the other firms.

Abstract
Die Intensität des Strukturwandels in Ostdeutschland hat sich in den vergangenen Jahren abgeschwächt. Die Stärke der Anpassung an westdeutsche Strukturen hat dabei klar an Kraft verloren. Untersucht werden daher die Entwicklung der Beschäftigung und des Umsatzes der ostdeutschen Industrie, die in immer stärkerem Maße zum Aufholprozess der ostdeutschen Wirtschaft beigetragen hat. Dabei kann gezeigt werden, dass die Beschäftigungsentwicklung, der Tendenz nach, einem positivem Wachstumspfad folgt. Hingegen haben sich die Schwankungen in den Beiträgen zur Wachstumsrate der Zahl der Arbeitsplätze deutlich abgeschwächt. Dieser Pfad zur Stabilisierung lässt sich hingegen bei einer Untersuchung der Umsätze, trotz einer ebenfalls positiven Gesamtentwicklung, nicht feststellen. Charakteristisch ist zudem, dass Betriebe, die schon am Markt bestehen, die Entwicklung der Beschäftigung sowie der Umsätze verstärkt vorantreiben. Insbesondere die Wachstumsbeiträge der schrumpfenden Betriebe verlieren für die Wachstumsraten von Beschäftigung und Umsatz an Bedeutung. Die Auswertungen anhand der Industriestatistik für die technologischen Klassen der Spitzentechnik, Höherwertigen Technik und der Sonstigen Technik zeigen zudem eine divergente Entwicklung innerhalb der ostdeutschen Industrie.

Abstract
East German regions are able to increase their economics and innovation potential, if they orient themselves on technologies, which release important growth effects. Such growth branch is the modern biotechnology. In this paper the development and the location factors of the biotechnology industry in Saxonia-Anhalt are analyzed and compared with the bio region Munich, which rank to among the best bio regions in Germany. The analysis shows that the development of the modern biotechnology in East German regions can be favoured, if the location factors are improved.

Abstract
A discussion about the reform of regional policy in Germany and in the EU is ongoing. Against this background the article investigates the regional disparities between similar types of regions in East and West Germany after reunification. The findings do not only show a general East-West gap of economic welfare and of their determinants but also a visible spatial differentiation. It shows that the East German agglomerations have disadvantages in the field of interregional competition. They are worse endowed with crucial growth determinants compared with their West German counterparts, whereas the East-West differences for urbanized regions (where the population density is medium-sized) and rural regions are smaller. The disadvantages stated suggest a stronger concentration of regional policy in favour of these agglomerated spaces targeted on improving the locational attractiveness and strengthening their function as driving forces of the economic catch-up process in East Germany.

Trotz der unübersehbaren Fortschritte beim Aufbau Ost ist die wirtschaftliche Lage in Ostdeutschland unbefriedigend. Nicht nur, dass das gesamtwirtschaftliche Wachstum seit einigen Jahren hinter dem in Westdeutschland zurückbleibt und die Unterbeschäftigung auf hohem Niveau verharrt, gravierender noch ist, dass die Gefahr besteht, dass Mutlosigkeit und Resignation an Gewicht gewinnen. Die Erfolge, die seit Anfang der neunziger Jahre zu verzeichnen sind, treten dabei in den Hintergrund – Erfolge bei der Erneuerung der Infrastruktur, dem Aufbau einer wettbewerbsfähigen Unternehmensbasis sowie – und nicht zuletzt – bei der Verbesserung der materiellen Lebensverhältnissen der Menschen.

Abstract
Since 1995, the manufacturing sector in East Germany has seen strong growth. This article aims at identifying the reasons for the dynamic development of production in this period. Though one major reason is the expansion of production capacities mainly in growth- and productivity-intensive sectors, an analysis of total factor productivity yields the result that improved competitiveness (presumably in yet existing firms) is even more important. Nevertheless, there are few industries where new establishments seem to play the major role.
