Abstract
Die Bauinvestitionen in Ostdeutschland sind im vergangenen Jahr nochmals um etwa ein Zehntel gesunken. Dabei konnten die Aktivitäten zur Beseitigung der Flutschäden bisher kaum dem allgemeinen Abwärtstrend entgegenwirken. Noch stärker als der Umsatz ist die Beschäftigung zurückgegangen. Mit dem Ziel, die Wettbewerbsnachteile hinsichtlich Produktivität und Lohnstückkosten gegenüber westdeutschen und ausländischen Konkurrenten abzubauen, haben die Unternehmen eine besonders starke Reduzierung des Personalbestandes vorgenommen. Vor diesem Hintergrund wurden die Unternehmen gefragt, wie sie ihre wirtschaftliche Lage aktuell beurteilen und welche Erwartungen und Pläne sie für das laufende Jahr haben.

Abstract
This article deals with the presence of East German manufacturers in foreign product markets. The following questions are discussed: Which factories sell their products abroad? What influences the export activities? Hypotheses are built on the basis of different trade theories, such as the relative position of the enterprises in their home market, the cumulation of learning effects in production and sales, the saturation of the domestic market and others. Individual data sets from industrial surveys for 1995 and 2000 are used to reveal the relationship between the company’s technical as well as institutional characteristics and their participation in export activities. Bivariate and multivariate approaches are applied. Additionally, a sample of enterprises has been asked to assess their export activities.

Significant Progress in East German Machine Construction Industry

Abstract
The restructuring of the mechanical engineering industry of the new Länder has displayed clearly positive effects. Between 1997 and 2001, productivity and turnover have increased by about 25 %. Since mid 1999 the number of employees has also gone up again. Business surveys indicate an improvement in profitability. This positive development is due to an increase in competitiveness which is based on new product lines together with more effective innovation activities. Growth has also been enhanced by the enlargement and modernisation of the capital stock and a moderate movement of wages. Despite this progress the east German engineering industry as a whole does by far not reach the productivity figures of its west German counterpart. Differences explaining this gap are found in the product structure with dominating customer specific products and in the firm size with a smaller number of employees in the East.

Abstract
Das Geschäftsklima im ostdeutschen Baugewerbe bleibt nach den Ergebnissen der IWH-Bauumfrage auch im Dezember 2002 gedrückt. Zwar haben die 300 regelmäßig vom IWH befragten Bauunternehmen ihre Geschäftslage nicht mehr ganz so ungünstig bewertet wie noch vor einem Jahr. Die Urteile zu den Geschäftsaussichten, die bis in den Sommer reichen, verharren allerdings – wie bereits in der vorangegangenen Umfrage – auf dem niedrigen Niveau vor Jahresfrist.

Abstract
One of the more important influences shaping the future economic conditions of the highly industrialized countries is the decline and aging of their population. The article is a comprehensive survey of the impact of this development on key economic variables and the institutions of the welfare state. While the overall consequence of the aging process on productivity growth is more likely to be negative, there are also some offsetting forces like the increase in the capital intensity. The institutions of the welfare state, which are based on intergenerational transfers, will have to be reformed, in order to bring them in line with the demographic process. The prediction of a decrease in the rate of unemployment as a consequence of a declining labor force is according to our analysis not justified.
