Abstract
Die Steigerung der Energieeffizienz von Gebäuden und die damit verbundene Reduzierung der gesamtdeutschen Treibhausgasemissionen stellen einen wichtigen Baustein der deutschen Klimaschutzpolitik dar. Im Rahmen des von der Leibniz-Gemeinschaft geförderten Projektes „Energetische Aufwertung und Stadtentwicklung (EASE)“ untersucht das IWH zusammen mit den Projektpartnern des E.ON Energy Research Centers der RWTH Aachen (E.ON ERC) und des Instituts für ökologische Raumentwicklung Dresden (IÖR) die Entwicklung der Energieeffizienz des deutschen Gebäudebestandes. Im Oktober vergangenen Jahres fand, initiiert durch das EASE-Projekt, ein Expertenworkshop am IWH
statt. Ziel des Workshops war es, aktuelle Entwicklungen der energetischen Modernisierung von Wohngebäuden mit Forschern und Praktikern zu diskutieren. Im Mittelpunkt standen einerseits mikroökonomische Erklärungsansätze des Sanierungsverhaltens von privaten und institutionellen Gebäudeeigentümern sowie andererseits die Ausgestaltung und Wirkung der staatlichen Förderung von Energieeffizienzsteigerung im Wohngebäudebestand.

What Drives Innovation Output from Subsidized R&D Cooperation? — Project-level Evidence from Germany

Abstract
Using a large dataset of 406 subsidized R&D cooperation projects, we provide detailed insights into the relationship between project characteristics and innovation output. Patent applications and publications are used as measures for the innovation output of an R&D project. We find that large-firm involvement is strongly positively related with the number of patent applications, but not with the number of publications. Conversely, university involvement has positive effects on projects’ innovation output in terms of the number of publications but not in terms of patent applications. In general, projects’ funding as measure of projects’ size is an important predictor of the innovation output of R&D cooperation projects. No significant effects are found for the number of partners as (an alternative) measure of projects’ size, for spatial proximity between cooperation partners, for the involvement of a public institute for applied research, and for prior cooperation experiences. We derive conclusions for the design of R&D cooperation support schemes.

Abstract
Der Beitrag berichtet über den Inhalt der Tagung „Analysen und Politik für Ostdeutschland – aus der Forschung des IWH“ am 21. September 2011, die – wie bereits die vier Vorgängerveranstaltungen seit 2007 – ein wirtschaftspolitisches Fachpublikum mit neuen Forschungsergebnissen des IWH vertraut machte. Im ersten Teil der Tagung lag, beginnend mit dem Eröffnungsvortrag der Ministerin für Wissenschaft und Wirtschaft des Landes Sachsen-Anhalt, Prof. Dr. Birgitta Wolff, der thematische Schwerpunkt bei Fragen der Innovationsförderung, des Technologietransfers und der Wissensflüsse. Diese Faktoren gelten – nicht nur in Ostdeutschland – als wichtig für die wirtschaftliche Konvergenz oder Divergenz von Regionen. Anschließend wurden auf der makroökonomischen Ebene Faktoren analysiert, die das Wirtschaftswachstum in Ostdeutschland beeinflussen. Es folgte ein Beitrag über die Effekte des Programms „Stadtumbau Ost“ für den Immobilienmarkt, bei dem Wirkungen von Abriss- und Aufwertungsmaßnahmen untersucht worden waren. Der abschließende Beitrag hatte die künftige Ausgestaltung der EU-Strukturpolitik zum Gegenstand, die bislang die wirtschaftliche Entwicklung in den Neuen Ländern massiv unterstützt hat.

Intellectual Property Rights Policy, Competition and Innovation

Abstract
To what extent and in what form should the intellectual property rights (IPR) of innovators be protected? Should a company with a large technology lead over its rivals receive the same IPR protection as a company with a more limited advantage? In this paper, we develop a dynamic framework for the study of the interactions between IPR and competition, in particular to understand the impact of such policies on future incentives. The economy consists of many industries and firms engaged in cumulative (step-by-step) innovation. IPR policy regulates whether followers in an industry can copy the technology of the leader. We prove the existence of a steady-state equilibrium and characterize some of its properties. We then quantitatively investigate the implications of different types of IPR policy on the equilibrium growth rate and welfare. The most important result from this exercise is that full patent protection is not optimal; instead, optimal policy involves state-dependent IPR protection, providing greater protection to technology leaders that are further ahead than those that are close to their followers. This is because of a trickle-down effect: providing greater protection to firms that are further ahead of their followers than a certain threshold increases the R&D incentives also for all technology leaders that are less advanced than this threshold.

Abstract
The integration of post-communist countries into the European and global economy after 1990 has led to a renewed interest in the role of multinational enterprises (MNEs) in economic restructuring and technological development. This book explains the expansion of MNEs into a transition economy from the technology accumulation perspective. Key assumptions of the technological accumulation approach towards firms' internationalisation are tested, using the examples of foreign and West German MNEs in East Germany. The effects of technological externalities on MNE location choice are analysed, in addition to an exploration of the factors driving the location of foreign affiliates' research and development (R&D) and innovation activities. The book provides a novel and comprehensive empirical approach to assess the developmental role of MNEs, deriving significant economic policy implications for transition and emerging economies.

Abstract
Der Beitrag analysiert das Kooperationsgeschehen in der deutschen Photovoltaik-Industrie. Ausgehend von den theoretischen Vorteilen, die Kooperationen in stadt- und regionalökonomischen Ansätzen zugeschrieben werden, wird geprüft, inwieweit die tatsächlich bestehenden Kooperationsmuster in den verschiedenen Bundesländern den aus theoretischer Sicht günstigen Kooperationsmustern entsprechen. Hierzu erfolgt eine vergleichende Beschreibung der Kooperationsstrukturen der Industrie in und zwischen den einzelnen Bundesländern. Die Untersuchung basiert auf der „IWH-Unternehmensdatenbank Photovoltaik“, die u. a. Informationen zu den Kooperationsbeziehungen zwischen den in der Datenbank enthaltenen Unternehmen und öffentlichen Forschungseinrichtungen enthält. Die Ergebnisse zeigen, dass sich die Kooperationsintensitäten in und zwischen den Bundesländern deutlich voneinander unterscheiden. Dabei sind insbesondere die mitteldeutschen Bundesländer Sachsen, Sachsen- Anhalt und Thüringen durch eine starke gegenseitige und deutschlandweite Vernetzung gekennzeichnet. Hingegen sind die Akteure in der Region Berlin-Brandenburg, die ähnlich wie Mitteldeutschland durch eine hohe
Konzentration an Photovoltaikunternehmen gekennzeichnet ist, deutlich weniger in Netzwerkstrukturen eingebunden.

Regional Determinants of MNE´s Location Choice in Transition Economies

Abstract
The article at hand analyses the impact of agglomeration effects, labour market conditions and other determinants on the location choice of MNEs in transition economies. We compare data from 33 regions in East Germany, the Czech Republic and Poland using a conditional logit model on a sample of 4,343 subsidiaries for the time period between 2000 to 2010. The results show that agglomeration advantages, such as sectoral specialization, a certain economic diversity as well as a region’s economic and technological performance prove to be some of the most important pull factors for FDI in transition regions. In addition, the labour market factors prove to play an important role in the location of FDI.

A Systemic View on Knowledge-based Development Metrics

Abstract
Drawing on the systems perspective of innovation processes, this article proposes a conceptual approach for a comprehensive analysis of regional knowledge generation and transfer. Instead of focusing on one single indicator, the approach emphasizes the importance to take multiple channels of knowledge transfer into account. This provides valuable insights into the spatial structure of innovation processes on different levels. We disentangle the innovation process and consider four different layers: i.) publications in peer-reviewed journals, ii.) patent applications, iii.) formal R&D collaboration projects, the iv.) localized input-output relations. Further, we demonstrate the relevance of the „multi-layer approach‟ by applying it empirically to a specific regional innovation system: The Free State of Saxony – a federal state in Germany. We argue that the approach could be a valuable tool to inform policy-makers about knowledge-based regional development strategies.

Related Variety, Unrelated Variety and Regional Functions: Identifying Sources of Regional Employment Growth in Germany from 2003 to 2008

Abstract
This article analyses how regional employment growth in Germany is affected by related variety, unrelated variety and the functions a region performs in the production process. Following the related variety literature, we argue that regions benefit from the existence of related activities that facilitate economic development. However, we argue that the sole reliance of related variety on standard industrial classifications remains debatable. Hence, we offer estimations for establishing that conceptual progress can indeed be made when a focus for analysis goes beyond solely considering industries. We develop an industry-function based approach of related and unrelated variety. Our findings suggest that related variety only in combination with a high functional specialization
of the region facilitates regional growth in Germany. Additionally, also unrelated
variety per se fails to wield influences affecting development of regions. It is rather unrelated, but functionally proximate variety in the groups “White Collar” and “Blue Collar Workers” positively affects regional employment growth.

Abstract
Deutschlands Mehrfamilienhäuser verbrauchen immer weniger Energie. Dies ist das Ergebnis des ista-IWH-Energieeffizienzindex für die Abrechnungsperiode 2010. Gegenüber der Vorperiode ist der Energiebedarf für Raumwärme bundesweit um rund 2,3% zurückgegangen. Im Fünfjahresvergleich ist dies leicht unterdurchschnittlich: Im Mittel betrug der Rückgang rund 2,4% seit 2005. Dennoch ist der Energieverbrauch mit rund 131,1 Kilowattstunden je Quadratmeter Wohnfläche im Jahr nach wie vor deutlich von dem von der
Bundesregierung formulierten Ziel – einer Reduktion des Energieverbrauches von Immobilien um 80% bis 2050 – entfernt. Das räumliche Muster der durchschnittlichen Energiekennwerte verändert sich insgesamt nur sehr langsam. Tendenziell ist eine Angleichung zwischen den Neuen und den Alten Ländern zu beobachteten. Im Osten stagnieren die Energiekennwerte auf einem Niveau unterhalb des Bundesdurchschnitts, im Westen sinken sie in den meisten Regionen. Eine höhere Dynamik geht dabei insbesondere von den Regionen im Süden Deutschlands aus.
