Abstract
In the nineties the revitalization of the center of the city of Halle (Saale) (Saxony-
Anhalt) has been delayed by accessibility problems. The author uses the data of an empirical investigation in 2004 consisting of interviews with people in the street (N = 1 492) to check if this problematic situation is still existing. The results show ameliorations especially for persons using an automobile to reach the city center. Problems of accessibility tend to be rather low-rated on the list of urgent inner city problems. In comparison with several West German cities the city center of Halle still attracts a relative low proportion of persons living in the suburbs and the surrounding region.

Abstract
Bevölkerungsprojektionen kommt eine wichtige Bedeutung im politischen und wirtschaftspolitischen Entscheidungsprozess zu. Aus diesem Grund veröffentlicht das IWH in unregelmäßigen Abständen Bevölkerungsprojektionen sowohl für die einzelnen neuen Bundesländer als auch für Ostdeutschland insgesamt. In diesem Beitrag wird die voraussichtliche Bevölkerungsentwicklung für Sachsen- Anhalt bis 2020 untersucht. Hierbei zeigt sich, dass den Annahmen über mögliche Wanderungsbewegungen eine bedeutende Rolle zukommt. Je nach Annahme über den Wanderungssaldo fallen die Berechnungen der zukünftigen Bevölkerung günstiger oder ungünstiger für Sachsen-Anhalt aus.

Evaluation of Further Training Programmes with an Optimal Matching Algorithm

Abstract
This study evaluates the effects of further training on the individual unemployment duration of different groups of persons representing individual characteristics and some aspects of the economic environment. The Micro Census Saxony enables us to include additional information about a person's employment history to eliminate the bias resulting from unobservable characteristics and to avoid Ashenfelter's Dip. In order to solve the sample selection problem we employ an optimal full matching assignment, the Hungarian algorithm. The impact of participation in further training is evaluated by comparing the unemployment duration between participants and non-participants using the Kaplan-Meier-estimator. Overall, we find empirical evidence that participation in further training programmes results in even longer unemployment duration.

Abstract
This article analyses the effects of heterogeneous economic structures on the long-term development of regional employment. A simple model is introduced to illustrate the beneficial outcomes for households as well as for enterprises of locating in highly diversified municipalities because risk (volatility of income, recruitment costs in a broader sense) diminishes for both. Econometric results for a sample of municipalities in Lower Saxony provide some evidence for a positive effect of local economic diversification on employment opportunities. The results seem to be not confined to the aggregated local labour demand but also apply to most branches the local business sector.

Abstract
Der technische Fortschritt zählt zu den zentralen Determinanten des wirtschaftlichen Wachstums. Regionen, in denen viel Forschung und Entwicklung betrieben wird, haben daher eine bessere Ausgangsposition im Standortwettbewerb als solche, wo dies in nur geringerem Maß geschieht. Eine besondere Hoffnung gilt dabei den Hochtechnologiebranchen und nicht zuletzt dem hier untersuchten Informations- und Kommunikationssektor sowie dem Biotechnologiesektor. Diese beiden Bereiche bilden einen wesentlichen Teilbestand der so genannten New Economy. Die Vergangenheit hat gezeigt, dass die New Economy nicht von Krisen verschont bleibt, und so ist ein realistischeres Bild von den Chancen, die diese Hochtechnologien bieten können, entstanden. Dennoch besteht die berechtigte Hoffnung, dass die beiden genannten Branchen weiterhin einen weitreichenden Einfluss auch auf andere Wirtschaftssektoren ausüben, indem sie so genannte Schlüssel- oder Querschnittstechnologien entwickeln und anbieten.

Opportunities and Risks for Regional Development in Former East German Brown Coal Mining Areas: The Case of the “Geiseltal” Mining Area in Saxony-Anhalt

Abstract
The rehabilitation of former brown coal open mining locations represents an important section of the economic and ecological restructuring process in East Germany, taking place since 1990. The recent progress in rehabilitation has led to large amounts of newly disposable space and thus expands the opportunities for regional development, especially with respect to tourism. But the possible positive effects are at risk because of diverse obstacles. In the case of the former open mining location of the “Geiseltal” in the south of Saxony-Anhalt such obstacles show up in form of a strong identification of the residents with the tradition of mining industry, in form of the expansive interests of nature protection organizations, and in form of inadequate organisational structures of the local public administration. In the case of a tourism-oriented development strategy risks arise concerning the actual duration of the remaining recultivation process and concerning the competition with locations with similar development targets.

Local conditions for the New Economy in structurally weak areas: The Example of Saxony-Anhalt

Abstract
The paper presents the main results of an analysis of the regional conditions for the New Economy in Saxonia-Anhalt, i. e. for the sectors of modern biotechnology and modern information technology. Therefore, the regional conditions in Saxonia-Anhalt and the Raumordungsregion (ROR) Munich are compared. Latter region is one of the most advanced areas in Germany with regard to the two sectors under consideration. As expected, the ROR Munich shows better results in most aspects. Nevertheless, an important result is that even in less economically advanced regions modern biotechnology and modern information technology have chances for a good economic performance. Therfore, these regions must use better their existing potentials and eliminate their still existing regional deficits.

Abstract
The article compares the IT-firms in Sachsen-Anhalt with the benchmark region Munich, as latter is regarded as the most advanced German area concerning this branch. It is shown that the firms in Sachsen-Anhalt are much smaller in terms of employees and returns than the companies in Munich, but they do not only act on regional markets, but also they have customers in the whole of Germany. Nevertheless, the firms in Munich supply international markets to a larger extent.

Abstract
The article deals with the question whether the counties in Sachsen-Anhalt being located along the border to Niedersachsen benefit from the vicinity to an economically stronger state so that regional development is better there than in other parts of Sachsen-Anhalt. It is shown that despite certain weaknesses concerning input factors, the output indicators show better results than the state´s average. Furthermore, the article focusses on the strong East-West commuter flows and on the preference of companies from Niedersachsen to invest in this region.

Abstract
East German regions are able to increase their economics and innovation potential, if they orient themselves on technologies, which release important growth effects. Such growth branch is the modern biotechnology. In this paper the development and the location factors of the biotechnology industry in Saxonia-Anhalt are analyzed and compared with the bio region Munich, which rank to among the best bio regions in Germany. The analysis shows that the development of the modern biotechnology in East German regions can be favoured, if the location factors are improved.
