Export Promotion Needs the Disclosure of Industrial Potentials – A Case Study for the Federal State of Thuringia

Abstract
In countries and regions with weak domestic markets, the orientation towards external markets plays an important rule. This applies even more for economies emerging from the transformation process from a state to a market economy with a small export sector and a continuous decline in the number of residents. The federal state Thuringia presents such an example. There is still a large gap in exports compared to Germany as a whole. The paper deals with the role of exports in economic development and economic measures to increase the export activities of small and medium-sized companies (SMEs) in Thuringia. The study is based on a survey among SMEs in Thuringia on the performance of exporters and non-exporters. One of the main findings shows that export promotion was important only for one among three exporting companies during the last three years. That speaks for the confidence of the firms in their own power. The most measures used to implement or advance export activities are participation in a fair, information sessions on foreign markets and two general instruments to support companies: investment and innovation stimulation. As a result, economic measures make sense, but it should not depend on the age or the size of a company. Besides, the support should not only be given by department of foreign trade, but also by other departments. Finally, especially newcomers should be supported to entry foreign markets.

In Focus: Migration Behaviour of East Germans

Abstract
During the transition period, East Germany faced a strong out-migration towards the western part of Germany. Between 1989 and 2006, the net loss of internal migration in East Germany accumulated to 1.7 million people. Regarding the age distribution of these internal migration flows, it is shown that the net losses are primarily – over 50% – caused by young people aged 18 to 30 years. Besides the most important trend of East-West-migration, substantial regional differences can be observed. In the 1990s, the surrounding areas of large cities in East Germany benefited from suburbanisation. Afterwards, this trend has come to an end so that agglomerations in East Germany currently experience in-migration. However, peripheral regions faced strong negative net migration rates during the entire transition period.

The Transition to Post-industrial BMI Values Among US Children

Abstract
In our opinion, the trend in the BMI values of US children has not been estimated accurately. We use five models to estimate the BMI trends of non-Hispanic US-born black and white children and adolescents ages 2-19 born 1941-2006 on the basis of all NHES and NHANES data sets. We also use some historical BMI values for comparison. The increase in BMIZ values during the period considered was on average 1.3σ (95% CI: 1.16σ; 1.44σ) among black girls, 0.8σ for black boys, 0.7σ for white boys, and 0.6σ for white girls. This translates into an increase in BMI values of some 5.6, 3.3, 2.4, and 1.5 units respectively. While the increase in BMI values started among the birth cohorts of the 1940s among black females, the rate of increase tended to accelerate among all four groups born in the mid-1950s to early-1960s with the contemporaneous spread of TV viewing. The rate of increase levelled off somewhat thereafter. There is some indication that among black boys and white girls born after c. 1990 adiposity has remained unchanged or perhaps even declined. The affects of the IT revolution of the last two decades of the century is less evident. Some regional evidence leads to the speculation that the spread of automobiles and radios affected the BMI values of boys already in the interwar period. We infer that the incremental weight increases are associated with the labor-saving technological developments of the 20th century which brought about many faceted cultural and nutritional revolutions.

„Where Have All the Young Girls Gone …?” Regional Analysis of Young Women’s Migration Behavior

Abstract
The study examines the patterns and determinants of migration flows of young women at the age between 18 and 30 years. At the NUTS-3 regional level, i.e. the district level (Kreise), the German internal migration flows of the year 2005 are explored. From descriptive statistics it can be seen that peripheral regions in East Germany face the strongest migration deficit with respect to young women, whereas agglomerations in West Germany but also in the East benefit from an intense migration surplus within this group. The econometric analysis of determinants of regional migration flows emphasizes the importance of economic, family-related and educational migration motives. Generally speaking, young women tend to choose regions with good income and job opportunities. In addition, they seem to be attracted by regions enabling an appropriate balance between family and career. Furthermore, the existence of excellent educational facilities is a significant pull factor regarding young female migration. This educationally motivated type of migration generates an enduring effect on the regional balance of migration, which is especially true if the educational opportunities in the target region are associated with adequate career perspectives for highly qualified female graduates. In terms of recommendations for action, the study underlines the importance of policy measures improving the regional job and income opportunities. Secondly, the upgrading of fields of study mainly chosen by women seems to be a suitable way to stimulate female immigration. Moreover, the enhancement of the social infrastructure, which promotes a satisfactory work life balance, might attract young women or at least reduce the number of them leaving the region.

Abstract
The paper investigates the number and structure of available jobs by gender in East and West Germany, the gap between the supply and demand of jobs by gender in both regions and the reasons for the wider “job gap“ in East Germany compared with West Germany. The analysis shows no significant difference in the number of jobs per 1000 persons in working age between East and West Germany. For women, the East German economy offers more jobs. Nevertheless, the gap between labour demand and the supply of jobs is wider in East germany. This is caused not only by problems concerning the production structure, but also by the significantly higher participation rate of women in the labour market. Reasons are the traditional behaviour of East German women and - compared with West germany - the considerably lower household income.

Abstract
The reduced job mobility of older employees is well known. As a result, the ageing of the workforce has clear implications for labor turnover in Germany. On the basis of the IAB’s employee survey (Beschaeftigtenstichprobe) (IABS), this article analyses the impact of age on (inter-firm) job mobility. In particular, the study answers the following question: how do wage differentials between an actual and a potential job evolve during employees’ working lives? It is shown that changing jobs is less profitable for older workers than it is for younger ones. However, the analysis also demonstrates that the wage differential between jobs cannot explain the whole mobility advantage of younger employees.

Long-Term Growth Projections for Eastern Germany

Abstract
Recent research comes to the conclusion that the eastern part of Germany not only heavily de-pends on its western counterpart, but that it essentially is dying a slow death. Arguments for this point of view reach from deindustrialisation and the lack of Headquarters of national and international Corporations to the rapidly aging society.
The study at hand assumes that economic development in a specific region does not only de-pend on the quantity and quality of its factors of production, but also on the overall conditions in the national economy a region is connected to. The analysis uses a framework in which the regional production factors are limited to the population and its development. Just as produc-tion, output is restricted to the value added of the region. Since data is only available for the ten years between 1995 - 2005, a panel econometric approach was chosen. For this purpose, the 97 spatial planning regions of Germany (Raumordnungsregionen) were divided into four groups according to their economic growth; slightly surprising, nine regions from Central Germany and Brandenburg fall into the top two groups.
The estimation results show that both economic growth in Germany as a whole as well as increases in the regional number of inhabitants positively influence regional value added. Fur-thermore, the impact of national growth is largest in the group with the highest regional value added and lowest in the group with the smallest regional output. On the other hand, lagged values of regional growth have the greatest impact in the low growth group and the smallest impact in the high growth group.
The main result of the study is that regional economic growth will not necessarily stop when the population is shrinking. After 2020, though, the growth rates of the gross domestic prod-uct will decrease. At the same time, the growth disparities between the different regions will not decline, a process aided by the demographic developments in Germany.

Abstract
Within the next decades, East Germany will continue to face strong demographic challenges. In addition to shrinking, the ageing of population and labour force will more and more affect the economic development of the new Länder. Against this background, the question rises whether the shift of workforce age structure will influence growth and innovation potential as well as structural change. The IWH recently has focused on this topic widely ignored by the research literature so far. On the basis of selected methods and data, the economic impact of workforce ageing was empirically evaluated. The first issue concerns the impact of age on productivity. Based on two separate empirical investigations, the conclusion can be drawn that above a certain stage, age diminishes productivity. But higher levels of experience might partly compensate for this reduction. Secondly, the innovation effects of ageing have been analyzed. Again, significant age effects arise. Employees at the age of about 40 years turn out to be the most innovative part of the workforce. Furthermore, the analysis shows that engineers are particularly subject to age effects. A third study sheds light on the challenging consequences of ageing on entrepreneurship potential. Hence, independently of the increasing problem of skill shortages, ageing itself will unfavourably affect growth, innovation and structural change. Though political options are limited due to the more or less fixed demographic trends, appropriate instruments regarding economic, family and education policy might lower the identified age effects.

Ageing in East Germany: Remarkable reduction of entrepreneurship

Abstract
Population shrinking and ageing are obvious trends in many German regions, but in the Eastern states they reach an unique level. An often ignored economic implication of these demographic deve-lopments is the reduction of the entrepreneurial potential. Shirking, on the one hand, diminishes the quantity of potential entrepreneurs, on the other hand these effects are strengthened by ageing trends, since people usually decide in younger years to found an enterprise. The analysis tries to quantify the impact of demographic change on entrepreneurship activities in east Germany until 2020. At the first stage on the basis of the Mikrozensus survey age specific shares of new entrepreneurs are calculated. In order to obtain a status-quo-forecast of new entrepreneurs at the second stage these quotas are combined with the population projections for the East Germany. As expected the propensity to set up a new business is highest for persons at the age form 25 to 39 years. Due to the strong reduction of this age group the number of new firm foundations will fall by approximately 25% until 2020.Whereas the decline in Berlin will be relatively small (14%), Brandenburg has to bear an alarming reduction of 32%.In contrast the West German states show only a reduction of 6% during the same period, which emphasizes the extraordinary dimension of demographic change in East Germany.

Abstract
Growth in advanced economies is essentially driven by innovation activities. From a demographic point of view the question rises, whether the trend of an ageing workforce will affect the innovation capacities of these economies. To answer this question, the paper examines on the basis of a German linked-employer-employee-dataset, whether an older workforce lowers a firm’s potential to generate product innovations. The empirical approach is based on an Ordered-logit regression model, relating a firm’s innovation potential to the age composition of its employees. The analysis provides evidence of significant age effects. The estimated age-innovation-profile follows an inverted-ushaped pattern, it peaks at the age of about 40 years. A separate estimation shows, that the technician’s and engineer’s age seems to be particularly relevant.
