Zur Wirtschaftspolitik: Haushaltsrisiken berücksichtigen, Lösung der Griechenlandkrise voranbringen

Abstract
Der grundsätzlich positiv zu bewertende Ausgleich des gesamtstaatlichen Haushaltes in Deutschland im Jahr 2012 unterlag Sonderfaktoren. Hier ist zum einen die Verringerung des Schuldendienstes durch die historisch niedrige Verzinsung deutscher Staatsschuldtitel zu nennen, zum anderen die Zuwächse beim Steueraufkommen durch die kalte Progression. Unter Berücksichtigung des Prinzips der Vorsicht muss darauf hingewiesen werden, dass sowohl die günstige Verzinsung als auch die kalte Progression keinen langfristigen Beitrag zur strukturellen Haushaltskonsolidierung und zur Erfüllung der Vorgaben aus der Schuldenbremse leisten können. In langer Frist könnte die Berechenbarkeit und Transparenz staatlicher Konsolidierungspolitik durch konsequente Beseitigung der kalten Progression, etwa durch eine Indexierung der Tarifparameter, die langfristige Effektivität der Schuldenbremse sogar steigern.
Die Wirtschaftspolitik ringt gegenwärtig um eine Lösung für die Probleme Griechenlands. Die Tragfähigkeit der Staatsverschuldung in Griechenland kann nur dadurch wiederhergestellt werden, dass die Staatsverschuldung spürbar sinkt. Dies gelingt nicht, indem neue Kredite vergeben werden. Vielmehr müssen die privaten und öffentlichen Gläubiger Griechenlands auf einen Teil ihrer Forderungen verzichten, sodass der Gesamtschulden-stand auf ein Maß sinkt, das eine dauerhaft nachhaltige Staatsfinanzierung ermöglicht. Der enorme Reputations-verlust Griechenlands durch den dann zweiten Schuldenschnitt in Folge sollte durch die Euroländer mit einer an Bedingungen geknüpften Übernahme von Garantien bei der Emission von neuen griechischen Staatsschuld-papieren abgemildert werden. Die bedingte Gewährung von Garantien ermöglicht den europäischen Partner-ländern, auch weiterhin Einfluss auf die Reformen in Griechenland zu nehmen.
Zudem sollte die europäische Wirtschaftspolitik jetzt auch Maßnahmen zur Institutionalisierung eines Ver-fahrens zum Umgang mit Staatsinsolvenzen in der Währungsunion angehen. Mit dessen Hilfe könnte nicht nur der Umgang mit Staatsinsolvenzen deutlich verbessert und vereinfacht werden. Es würde zudem ein Instrument geschaffen, das eine Risikobeurteilung bezüglich der Solvenz von Staaten erleichtert. Dadurch reduziert sich die Unsicherheit, und eine effektive Marktsanktionierung wäre möglich.

Abstract
The emission rights management module of the software package “CO2-Navigator“ is a corporate emissions rights management instrument designed to provide an overview of the allocation and transactions of CO2 emission allowances at any time of the calendar year. During the acquisition, the relevant dates, quantities and prices are collected. The daily updated inventory of allowances is also reported.
Based on the current state of the emissions from an installation, an estimate of the allowance coverage for the balance sheet day of the current year is realized, using an emission profile characteristic for the firm. Here, a possible under- or over- coverage is graphically illustrated and quantified. The module is thus a useful tool in the risk management process of emission intensive companies. A possible subsequent investment analysis, e. g. a stochastic investment planning, builds on the data supplied by this module. This paper describes the motivation and technical conception of this instrument.

Abstract
Modeling the price risk of CO2 emission allowances is an important aspect of integral corporate risk management related to emissions trading. In this paper, a pricing model is developed which may be the basis for evaluating the risk of emission certificate prices. We assume that the certificate price is determined by the expected marginal CO2 abatement costs in the current trade period as well as by the long-term marginal abatement costs. The price risk is modeled on the basis of a mean reversion process. Due to uncertainties about the future state of the environment, we suppose that within one trade period erratic changes in the expected marginal abatement costs may occur leading to shifts in the price level. In addition to the parameter estimation, it is also an objective of this work to modify the mean reversion process so that such abrupt changes in the expected reversion level can be displayed. Because of the possibility of transferring spare allowances to a subsequent period we take into account the fact that the expected long run marginal abatement costs act as a lower limit for the price in the trading period.

Abstract
The introduction of the European emissions trading system means that those enterprises taking part have a new planning risk factor to consider – emissions allowance prices. In this article, we analyse how risk emerging from emissions trading can be considered in the stochastic income statement planning of corporations. Therefore, we explore which planned figures are affected by emissions trading. Moreover, we show an approach that models these positions in a planned profit and loss account, taking into account uncertainties and dependencies. Consequently, this model provides a basis for risk assessment and investment decisions in the uncertain environment of emissions trading.

Abstract
Die Software CO2-Navigator wendet den Realoptionsansatz und den Risikomanagementprozess auf den unternehmerischen Umgang mit dem Klimawandel an. Er richtet sich in erster Linie an emissionsintensive, kleine und mittlere Unternehmen ist jedoch auch in größeren Unternehmen, die beispielsweise eine eigene „Sustainability“-Abteilung unterhalten, anwendbar. Der Wertbeitrag des Softwaretools besteht darin, dass es die Aspekte Klimastrategie, quantitative Bewertung von Klimaschutzinvestitionen sowie Emissionsrechtemanagement vereint. Es kann im Unternehmen in Bereichen strategisches Management, regulatorisches Management, Energie- und Umweltmanagement, Technologiemanagement sowie Controlling Anwendung finden. Der spezielle Wertbeitrag dieses Artikels liegt in der Verknüpfung von Klimarisikomanagement und Realoptionsansatz sowie in der Darstellung des CO2-NAVIGATORs vor dem Hintergrund seiner Entwicklung im Sinne konstruktionsorientierter Forschung.

Kopenhagen und die Folgen – die Zukunft internationaler Klimapolitik – ein Kommentar

Abstract
Viel Lärm um sehr wenig – so könnte man das Ergebnis der am 18. Dezember 2009 zu Ende gegangenen UN-Klimakonferenz zusammenfassen. In Kopenhagen trafen sich Vertreter aus fast 200 Staaten, um über die Zukunft der internationalen Klimapolitik zu verhandeln. Zentrales Ergebnis dieser Verhandlungen ist der „Copenhagen Accord“ – ein zwölf Punkte umfassendes kurzes Dokument. Im Wesentlichen enthält es das bereits Mitte 2009 in L’Aquila von den emissions-intensivsten Staaten beschlossene Ziel, die globale Erwärmung um nicht mehr als 2°C gegenüber vorindustriellen Zeiten ansteigen zu lassen, sowie die Erkenntnis, dass hierzu tiefe Einschnitte bei den Emissionen notwendig sind. Allerdings wurde weder das bereits 2007 festgelegte Ziel erreicht, bis Ende 2009 ein völkerrechtliches Nachfolgeabkommen für das Kyoto-Protokoll zu vereinbaren, noch enthält das Papier das im Vorfeld der Konferenz wiederholt genannte Ziel einer Halbierung des CO2-Ausstoßes bis 2050. Das Ergebnis von Kopenhagen kann bestenfalls die Grundlage für weitere internationale Verhandlungen sein. Wie bereits auf dem Weg zum Kyoto-Protokoll gestalten sich die Verhandlungen schwieriger und langwieriger als erhofft – ein kritisches Zeichen angesichts der immer schneller steigenden Emissionen in den Schwellenländern und den immer noch sehr hohen Emissionen in den Industriestaaten.

International Climate Policy after Kyoto – Economic Challenges Ahead

Abstract
The signs are increasing that the gain in greenhouse gas emissions since the beginning of the 20th century causes the average global temperature to rise. Limiting the temperature rise to 2°C should at least avoid the worst consequences of global warming. This would require the greenhouse gas emissions to reach their maximum value by no later than 2015 and to be dramatically reduced worldwide from that time until 2050. From the economic perspective, there are a number of important questions: In the first place, how can the initial situation be described in economic categories? Therefore, the emissions should first of all be identified by region and sector and thereupon, the adjustment possibilities are to be outlined. Which costs and which revenues are associated with climate policy? The bandwidth of the estimated damage is between 5% and 20% of global gross domestic product (GDP) annually in the case of unmitigated climate change. These estimates are compared to around 1% of global GDP, which would be spent to stabilize the concentration of greenhouse gases in the atmosphere. How are the global targets to be distributed regionally and sectorally, and which economic instruments are recommended for this purpose? Obviously, tradable permits are preferred. Here, the initial assignment and the nature of the allocation on the one hand and the tradability on the other play a prominent role. What politico-economic conflicts arise and what recommendations can economists give to solve these conflicts goal-oriented? Finally, what is to recommend in terms of political economy in order to remain credible in particular in the sense of an international climate agreement?

Abstract
Global warming and increased climate policies are associated with risks for many companies, but also with opportunities.The chair of Business Administration, esp. Environmental Management at the TU Dresden and the Halle Institute for Economic Research studied the question of how companies can deal with these challenges funded by the BMBF project “Corporate Management under the Constraints of Climate Change Policy (CO2 Navigator)“.Specific concern of the project network was to provide companies assistance to develop a) potential emission reduction strategies and medium-term adjustments to changing environmental conditions, b) assess the economic impact and c) derive decisions for practical use on this basis.The core elements of the research, risk management and assessment of adaptation strategies with the real option approach and the CO2-Navigator software resulting from the project are described in this article.
