Abstract
After weeks of negotiations the coalition finally agreed on the conditions for their political work. Not surprisingly, the coalition agreement is complex and intransparent – with a multitude of single measures far away from a precise definition. Quantifying the programme and estimating resulting cash flows is currently difficult; official calculations are – if at all – only partly available. Anyhow, the contract will form the basis for economic policy during the next four years; therefore its evaluation by now is indispensable. The thin red line of the agreement – not astonishingly when considering the precarious financial situation of the public sector – is consolidation. However, more than 80% of the consolidation volume results from the revenue side. Though one third of this is due to the cutback of tax exemptions, the lion’s share comes from raising tax rates, mainly the VAT standard rate. In contrast, cutting back public expenditure is minor and the agreement clearly comes short of the Koch/Steinbrück proposal; even new tax reliefs are created. The consolidation is almost completely borne by private households. Enterprises as a whole are barely hit. However, they have to wait until 2008 for a reform of company taxation – one of the most pressing problems in this legislative period. To reduce the companies tax burden until the reform starts the conditions for tax depreciation are temporarily relaxed. Anyway, from an international point of view the statutory tax rate is an important signal to enterprises deciding where to invest. Lowering effective tax rates by changing depreciation conditions is intransparent and, thus, will be less effective. Furthermore savings within the public sector are planned to accomplish consolidation; 10 billion Euro should result from efficiency gains and reduced expenditure. Consolidation measures mainly focus on the budget of the federal government. However, Länder and communities will participate in the additional tax revenues. In contrast, social securities will loose – and therefore also the share of employment that is subject to social insurance contribution. Particularly the unemployment insurance will be burdened by the decrease of its premium rate. Besides, the federal government will reduce its grants to the pension funds and most notably the health system. The contract is dominated by fiscal constraints. Cyclical requirements are considered only cursory and pressing structural reforms are put off. The reforms of company’s taxation, of fiscal federalism, of the health system as well as a proceeding reform of the labour market are only proposed. How and when measures in these fields are realised will determine whether fiscal policy can set a new course.

Abstract
The debate about the development of German electricity prices after the liberalization of energy markets in 1998 raises the question of failures in market restructuring. However, a general statement would be misleading for two main reasons. Firstly, the price development, analyzed for the exemplary case of household prices, shows significant differences among the stages of the value chain. Secondly, the underlying cost structure might have changed from 1998 to 2004. While such effects can be expected to level out over time, they can distort the comparison of a small period of observation. For these reasons, we analyzed the different price components at a detailed level, finding a considerable price reduction of about 32% in generation and a much lower reduction of 13% in transmission and distribution tariffs. These decreases have been mostly compensated by a significant increase in taxes and subsidies (+56%).

The Impact of Institutions on the Employment Performance in European Labour Markets

Abstract
The paper investigates the role of institutions for labor market performance across European countries. As participation rates have been rather stable over the past, the unemployment problem is mainly caused by shortages in labor demand. Labor demand is expressed by its structural parameters, such as the elasticities of employment to output and factor prices. Institutional variables include employment protection legislation, the structure of wage bargaining, measures describing the tax and transfer system and active labor market policies. As cointegration between employment, output and factor prices is detected, labor demand equations are fitted in levels by efficient estimation techniques. Then, labor demand elasticities are explained by institutions using panel fixed effects regressions. The results suggest that higher flexibility and incentives of households to work appear to be appropriate strategies to improve the employment record. The employment response to economic conditions is stronger in a more deregulated environment, and the absorption of shocks can be relieved.

Demography and Consumption Structure in Germany

Abstract
The impacts of demographic changes on the consumption structure of private households are of high overall economic relevance. The qualitative composition of consumption entails to a high degree a certain branch structure and hence influences labor demand. The underlying projection shows that aging and shrinking of the german population have only minor effects on the consumption structure other than changes in income growth and distribution. Above all the expenditures for health will double but from a relative low level.

Abstract
This thesis analyzes the impact of different demografic scenarios on level and composition of private consumption in Germany. The analysis is based on the current household budget survey (Einkommens- und Verbrauchsstichprobe 1998) whose datas are adapted to the concepts of national accounting. Therefore households have to be defined by demografic aspects to investigate their consumption behavior. In the next step this will be used to forecast the effects of an aging population on private consumption by utilize a shift share analysis. The results lay open that the demografic impact is minor compared to economic factors influencing the composition of private consumption. This holds also in regard to the development of the absolute level of private consumption.

Abstract
The accurate measurement of the level and composition of private consumption is one of the crucial tasks of official statistics. There are different ways of measurement that have to be compared and assessed. In the following, a comparison between a supplier side based and a consumers side based measurement (household budget surveys) shows, that the the later one still has some drawbacks. Additionally the household budget surveys are used for microeconometric consumption analysis. Recommendations, potentials and drawbacks will be worked out.

Abstract
In East and West Germany women’s labour participation differs despite extensively harmonised institutional parameters since Reunification. In West Germany the number of working women rose in recent years; In East Germany women’s employment rate fell slightly while still remaining on a rather high level. These regional distinctions can be explained by the different employment patterns in the GDR and former FRG. In addition the varying financial household situations and different supply with child care facilities play a major role.

Abstract
This article analyses the effects of heterogeneous economic structures on the long-term development of regional employment. A simple model is introduced to illustrate the beneficial outcomes for households as well as for enterprises of locating in highly diversified municipalities because risk (volatility of income, recruitment costs in a broader sense) diminishes for both. Econometric results for a sample of municipalities in Lower Saxony provide some evidence for a positive effect of local economic diversification on employment opportunities. The results seem to be not confined to the aggregated local labour demand but also apply to most branches the local business sector.

Abstract
In this paper examines the data of the income and consumption survey of 1998 with regard to savings and wealth. Households owning their property (owner households) and households renting the property (tenant households) are analysed seperatly and then compared. For further insight these two groups are also devided into East and West German households. In 1998, almost half of the West German and almost a quarter of the East German private households owned property they occupied themselves. The average owner household saves a monthly amount three times as large as the tenant household. The decisive economizing motive for the owner households is servicing its mortgages and loans. However, at the same time, there is the necessity to form reserves for the property maintainance as well as the renovation. In comparison to tenant households, owner households which no longer have to service mortgages or loans, have a higher average rate of saving. The estimate of the saving by means of regression analysis confirms the significant positive influence of the “owner” status on savings. However, in every estimate the houshold’s income proves to be the main influence on savings activity.
