Abstract
Economic growth in the industrial countries will be much more muted in 2008 than in the past year. One cause is the prolonged oil price hike during 2007. The second and more important cause is the intensification of tensions on world financial markets. Due to problems in the financial sector, credit expansion will slow next year in the euro area as well as in the US. This will dampen demand in the real economy. A significant downswing in the industrial countries, however, is not the most likely scenario: in the US, expansive economic policy and a weak dollar that gives production in the US a competitive edge will prevent the economy from sliding into recession. In the euro area, high profitability of firms and structural improvements in the working of labour markets will help the economy cope with the stronger euro and with higher costs of external financing due to the turmoil in the financial sector. In Germany, the upswing has still not reached the demand of private households. The main reason is that real wages were stagnating in 2007 and will not rise by much in 2008, since inflation has accelerated considerably at the end of last year. In addition, weaker dynamics of external demand will dampen export growth. This and the end of tax incentives for investment at the end of 2007 will dampen investment activity. All in all, the economy will slow down in the first half of 2008. However, chances are good that the upswing will only have taken a break: when the dampening external shocks have ceased, the driving powers of the upswing will prevail; dynamic employment growth is a reflection of the strong confidence of firms. A major risk for employment and for the German economy in general is, however, the possibility that the policy concerning the labour markets changes course; bad omens are the recent the introduction of minimum wages for postal services and the announced extension of unemployment benefits for persons older than 50.

Spatial Distribution of East German Innovative Competencies: Significant Increase in the Southwestern Hinterland of Berlin and in the Centres of Saxony and Thuringia

Abstract
Patent applications constitute an essential indicator for the extent of innovative activities in an economy or region. Due to the fact that innovative activities are in general spatially concentrated, policy makers perceive in this information starting points for a growth-oriented regional policy. Against this background, the Halle Institute for Economic Research (IWH) in 2004 had examined the spatial distribution of industries, firm networks and innovative competencies in the context of an area-wide study for East Germany. Newly available data for the patent statistics allow for an updating of these results regarding the innovative competencies for the time period from 2000 to 2005. In comparison to the time period between 1995 and 2000, an increase in innovative competencies becomes evident. This growth takes place almost exclusively in regions where innovative competencies are already domiciled. All in all, the growth dynamics of East Germany with regard to patent applications is slightly behind the West German one. The distribution of technological fields, to which the applied patents refer to, remained largely constant during the two observation periods. In the area of bio-technology, electrical engineering and of health care the standing of East Germany has further improved. With regard to political implications, the data should not be used for imposing technology specific support programs. Instead a tax relief for R&D independent of the used technologies seems to be more adequate.

Longterm development of return on assets – an empirical panel data analysis

Abstract
One of the basic propositions of economic theory is the fact that competition does not allow permanent very high or very low returns. But how can the permanent surplus gain of a monopolist be distinguished from innovation gains? In which markets is a regulatory interference necessary? Contrary to the static analysis, the concept of dynamic competition explicitly considers the temporal development of return and gain. An entrepreneur can achieve an advantage over the competitors through new products or new production processes. Hence arising innovation gains function as incentives for imitators to join the development which in turn leads to a reduction of the surplus gains. Thus, these gains are not contradictory to an effective competition. On the basis of annual balance sheets of German firms, this article analyses the temporal development of returns on assets. It is to evaluate whether the adaptation process assumed by Schumpeter that matches very high and very low gains with a longterm level can be confirmed, and how fast this process works. The average industry returns of the manufacturing industry show a convergence to a longterm level. During this process, an average of 40% of the deviation from the longterm level are melted every year. However, the analysis of company returns shows longterm differences. The adaptation rate of companies, 50%, is significantly higher compared to the industry value. The analysis of the connection between the adaptation rate and the longterm return level of companies proves that companies which face above-average competition strength obtain a higher longterm return level than other companies. When firms operate within markets with high stress of competition they do not achieve below-average returns but rather significantly above-average returns in the long term.

Panel Seasonal Unit Root Test: Further Simulation Results and An Application to Unemployment Data

In this paper the seasonal unit root test of Hylleberg et al. (1990) is generalized to cover a heterogenous panel. The procedure follows the work of Im, Pesaran and Shin (2002). Test statistics are proposed and critical values are obtained by simulations. Moreover, the properties of the tests are analyzed for different deterministic and dynamic specifications. Evidence is presented that for a small time dimension the power is slow even for increasing cross section dimension. Therefore, it seems necessary to have a higher time dimension than cross section dimension. The new test is applied for unemployment behaviour in industrialized countries. In some cases seasonal unit roots are detected. However, the null hypotheses of panel seasonal unit roots are rejected. The null hypothesis of a unit root at the zero frequency is not rejected, thereby supporting the presence of hysteresis effects.

Abstract
This paper analyses key issues of structural change and specialization patterns in the economies of an enlarged European Union. In all transition countries we observe a shift from the agricultural and industrial sector towards the service sector in terms of employment and productivity; however, in some countries a reindustrialisation drives is observed in a late transition stage. While some countries namely the Czech Republic, Hungary, Slovakia, Poland, Estonia and Slovenia, have improved their productivity especially in medium-technology-intensive industries and may advance on the technological ladder, others remain unchanged and seem to get locked in labour-intensive industrial sectors. In the context of EU-enlargement, we expect trade creation – going along with a rise of intra-industry trade – and higher FDI-activities. Countries will have to adjust along the logic of comparative advantage, however, technological upgrading and human capital formation are fields in which government can stimulate the direction of comparative advantage. According to the Gerschenkron-hypothesis the accession countries have an “advantage of backwardness. Since accession countries have a low R&D-GDP ratio in the early transition stage rising government expenditures on research and development plus higher education is crucial. We expect the EU-15 countries in general to benefit from enlargement but gains will be asymmetric across countries: economic geography matters. Austria, Germany, the Scandinavian countries, the Netherlands, Italy and France are likely to profit more than the other members of EU-15. Germany and Austria additionally play a particularly crucial role as origins of FDI. Future research should focus on the speed and the scope of structural adjustment.

Abstract
Since 1995, the manufacturing sector in East Germany has seen strong growth. This article aims at identifying the reasons for the dynamic development of production in this period. Though one major reason is the expansion of production capacities mainly in growth- and productivity-intensive sectors, an analysis of total factor productivity yields the result that improved competitiveness (presumably in yet existing firms) is even more important. Nevertheless, there are few industries where new establishments seem to play the major role.

East German exports still show high dynamics in first half of 2001

Abstract
Since last year, growth has weakened sharply in most regions of the world, accompanied by a marked decline in world trade growth. There was a significant impact on demand and activity in the industrial countries. In contrast to that the data indicate increasing east German exports of goods. In the first half of 2001 the exports of the new states rose sharply by around 25% compared with the period of the previous year and the share of exports in GDP rose.
The export structure by regions has changed over time. At the beginning of the nineties the main customers of east German exports were still central and eastern Europe. Now almost half of the goods are delivered to EU-countries. Cars and electrical engineering products are the main export goods with a share of around 30%.
