Abstract
Informal inter-organizational networks provide manifold opportunities to organize the transfer of information, knowledge and technology between actors. The importance of informal networks as a channel of knowledge transfer is widely acknowledged by academics and practitioners. However, there is a significant lack of discussion on their theoretical foundations and systematic empirical research on the origins, dynamics and effects of informal networking. The objective of this paper is threefold. First, we review the fragmented academic discussion of the notion of informal networking, thereby focusing on how these relationships emerge initially and what conditions (presumably) are required to make them a mutually fruitful and sustainable channel of the transfer of information and knowledge. Second, we give an up-to-date overview over most important and recent studies trying to disentangle the mechanisms of inter-organizational informal networking. Finally, we outline an agenda of future research directions which we encourage researchers to pursue in future empirical studies. Overall, six important research gaps are identified.

It attempts to review the fragmented academic discussion of the notion of informal networking, thereby focusing on how these relationships emerge initially and what conditions (presumably) are required to make them a mutually fruitful and sustainable channel of the transfer of information and knowledge. On that groundwork, the most important empirical studies which try to confirm and disentangle the aforementioned basic mechanisms of informal exchange relationships are reviewed. Finally, we outline an agenda of future research directions that we encourage researchers to pursue in future empirical studies. Five important research gaps can be identified.

Lending Technology, Bank Organization and Competition

Abstract
This paper reviews recent theoretical and empirical studies investigating how both bank technology and organization shape bank-borrower interactions. We refer to two related concepts for bank technology. First, the technologies banks employ in loan granting decisions and second, the advances in information technology linked to the bank's lending technology. We also summarize and interpret the theoretical and empirical work on bank organization and its influence on lending technologies. We show that the choice of lending technology and bank organization depend heavily on the availability of information, the technological progress in the collection of information, as well as the banking market structure and the legal environment. We draw important policy conclusions from the literature. Competition authorities and supervisors have to remain alert to the consequences of the introduction of any new technology because: (1) advances in technology do not necessarily lead to more intense banking competition, and (2) the impact of technological and financial innovation on financial efficiency and stability depends on the incentives of the entire „loan production chain.‟

Abstract
The contribution inquires into the ability of different schools of economic thought to explain the decline, the transition and the later rise of the reform countries of Central and Eastern Europe. It shows that none of these disciplines, be they old or new institution economics or be they functionalist or structural schools, can provide a satisfactory complete explanation for decline and reconstruction. A consistent explanation rests on a transaction-cost approach extended to information economics. It sees false adaptations of institutions in the technological sense and with respect to incentive structures as main problems.

Abstract
Globalization puts the German economic model, the so-called social market economy, under pressure. Constituting elements of this model are fundamental social and economic values. Globalization puts some of these values under pressure and creates inefficiencies because the costs of running the social and economic fabric rise. This is an important justification to inquire into the normative foundations of economic efficiency The following article discusses to what extent culture is a base for efficient economic systems. Information theory is regarded as a key element for explaining social change. The arguments are based on institutional economics with a special view on transaction costs and on cooperation structures. It is shown that specific information technologies promote forms of cooperation, which influence institutional arrangements. The related information technologies themselves are part of the cultural system and its value structures. As a consequence, competition among economic systems favours certain combinations of technologies, cultural arrangements and economic systems. In as much as cultural competition precedes economic competition in the sense of a certain way of thinking, the cultural system can be regarded as a strategic competitive parameter for an economy.

Abstract
Innovation ist der wesentliche Motor wirtschaftlicher Entwicklung. Denn vor allem die Andersverwendung von Ressourcen, weniger deren Mehreinsatz führt zu Wachstum und Wohlstand. Aus diesem Grund stellt Innovation auch einen wichtigen Ansatzpunkt für eine auf Wachstum zielende Politik dar. Dies gilt sowohl auf gesamtwirtschaftlicher Ebene als auch für einzelne Branchen und Regionen.
In Innovationsprozessen stellt Wissen die entscheidende Ressource dar. Wissen ist mehr als bloße Information. Es umfasst insbesondere auch die Fähigkeit, Informationen zu interpretieren und anzuwenden bzw. ihre Anwendbarkeit einzuschätzen. Wissen ist an Menschen gebunden und lässt sich vielfach nur in direktem persönlichen Kontakt weitergeben. Aus diesem Grund hat Wissen eine regionale Dimension: Die Verfügbarkeit von Wissen hängt davon ab, wo sich die Menschen aufhalten, die über dieses Wissen verfügen. Dies ist ein wesentlicher Grund dafür, dass die Fähigkeit zur Innovation von Region zu Region wesentliche Unterschiede aufweisen kann.
Für eine Politik, die auf die Stärkung der Innovationsfähigkeit von Regionen gerichtet ist, kommt den öffentlichen Forschungseinrichtungen – Universitäten, Fachhochschulen und außeruniversitären Forschungsinstituten – aus mindestens zwei Gründen zentrale Bedeutung zu:
Erstens verfügen die öffentlichen Forschungseinrichtungen in besonderem Maße über innovationsrelevantes Wissen. Ihre Kernaufgabe ist es, Wissen zu produzieren, zu sammeln und weiterzugeben.
Zweitens ist der Bereich der öffentlichen Forschungseinrichtungen – im Gegensatz zur privaten Wirtschaft – von der Politik direkt gestaltbar.
Aus diesen Gründen stellt die Steuerung des Hochschulsektors ein zentrales Handlungsfeld der Innovationspolitik dar.

Spatial Distribution of East German Innovative Competencies: Significant Increase in the Southwestern Hinterland of Berlin and in the Centres of Saxony and Thuringia

Abstract
Patent applications constitute an essential indicator for the extent of innovative activities in an economy or region. Due to the fact that innovative activities are in general spatially concentrated, policy makers perceive in this information starting points for a growth-oriented regional policy. Against this background, the Halle Institute for Economic Research (IWH) in 2004 had examined the spatial distribution of industries, firm networks and innovative competencies in the context of an area-wide study for East Germany. Newly available data for the patent statistics allow for an updating of these results regarding the innovative competencies for the time period from 2000 to 2005. In comparison to the time period between 1995 and 2000, an increase in innovative competencies becomes evident. This growth takes place almost exclusively in regions where innovative competencies are already domiciled. All in all, the growth dynamics of East Germany with regard to patent applications is slightly behind the West German one. The distribution of technological fields, to which the applied patents refer to, remained largely constant during the two observation periods. In the area of bio-technology, electrical engineering and of health care the standing of East Germany has further improved. With regard to political implications, the data should not be used for imposing technology specific support programs. Instead a tax relief for R&D independent of the used technologies seems to be more adequate.

Abstract
Modern entrepreneurship comprises a mix of bourgeois morale and the striving for adventure: Bourgeois morale implies efficiency, reputation, the rule of the law. And adventure implies new frontiers, the spirit of competition, innovation and a pioneer’s attitude – up to the destruction of competitors. The modern entrepreneur’s social position thus is a ambiguous; the entrepreneur needs a special attitude with respect to economic activity as discussed by Werner Sombard (1913) and Max Weber (1905); society has to accept the positive ethical quality of profit seeking in order to survive. The modern theory of the enterprise promoted by neoclassic theory does not include any of these elements of real entrepreneurship. Industrial organisation theory tries to structure models closer to reality, thus allowing empirical testing. In many aspects, it is based on neoclassic theory, but also accepts the concept of strategic behaviour which includes potential reactions of other market participants in ones own activities. Elements of evolutionary economics, risk theory and modern information theory thus become important. The overarching question of the entrepreneur, who strives for a higher than normal profit in the market becomes: under which conditions should I enter the market and under which conditions will potential entrants do the same? How should I set my prizes and what reactions must I expect? How can I signal friendly behaviour to competitors? How can I differentiate myself from them? What importance do innovations and advertising have? The book roles out these questions in three large chapters on technology and market structure, on prize setting and signalling, and on research, development and innovation. An introduction explains individual behavioural patterns within the societal context – often in a historical perspective. Three methodological chapters introduce the reader into strategic thinking as the core aspect of the industrial organisation theory, the “old industrial organisation theory” and the neoclassic basic models. Each chapter is extended by exercises and tips for solutions.
