Abstract
Nach einer neuen Schätzung des Instituts für Wirtschaftsforschung Halle ist das Bruttoinlandsprodukt in den neuen Bundesländern im vergangenen Jahr um rund 3% gestiegen. Der Zuwachs ist größer als bislang von der amtlichen Statistik gemeldet worden ist, und er übertrifft alle Prognosen deutlich. Der vom Export und den Investitionen getriebene Aufschwung der deutschen Wirtschaft hat im vergangenen Jahr das Verarbeitende Gewerbe von der Ostsee bis zum Erzgebirge und den Thüringer Wald zu hohen Produktionsleistungen angespornt. Die industrielle Wertschöpfung erhöhte sich in den ostdeutschen Flächenländern erneut etwa doppelt so stark wie in den alten Bundesländern. Ihr Zuwachs fiel diesmal mit knapp 12% sehr hoch aus. Dies war der Hauptgrund für das kräftige Wachstum der Produktion insgesamt. Hinzu kam die ausgebliebene Bremswirkung vom Bau.

Stellungnahme des IWH zur Berichterstattung über die Evaluierung des Instituts
In ihrer Ausgabe 5/2007 berichtet die WirtschaftsWoche unter der Überschrift „Institut für Wirtschaftsforschung Halle vor dem Aus?“ über vorgebliche Einschätzungen von Experten über Ergebnisse der im Dezember 2006 durchgeführten Evaluierung des IWH. Die Ergebnisse der Evaluierung werden derzeit durch die Expertengruppe formuliert und sind bis zur Veröffentlichung des Evaluierungsberichts, der voraussichtlich im Sommer 2007 vorliegen wird, streng vertraulich. Daher kann es sich bei den evaluierungsbezogenen Behauptungen des Artikels entweder nur um interessengesteuerte Indiskretionen oder um Pressespekulationen handeln. Das IWH geht nach wie vor davon aus, dass die Evaluierung durch die Leibniz-Gemeinschaft eine faire Beurteilung der Leistungsfähigkeit des IWH gewährleistet und sieht dem Evaluationsbericht zuversichtlich entgegen. Es nimmt daher zu den Behauptungen im Einzelnen nicht Stellung.

Abstract
"Against the background of an aging labor force in Germany and insufficient job opportunities for older people, the paper raises the question as to how age affects the productivity of workers. Due to opposite developments of certain human abilities across the life span, gerontological research supports the hypothesis of an inverted u-shaped age-productivity profile. Middle aged workers are supposed to achieve the highest productivity level, whereas both young and old employees should show lower productivity levels. The analysis is carried out on the basis of a new linked employer-employee dataset of the Institute for Employment Research (LIAB). Within a production function framework it is tested econometrically whether the age composition of a firm's workforce affects its productivity and if so in what way. The regressions are carried out separately for the manufacturing and the service sectors. The cross-section estimations of the year 2003 reveal a positive correlation between firm productivity and the share of middle-aged employees (35-44 years old). Furthermore, in the manufacturing sector, a negative correlation between productivity and the proportion of the youngest age group (15-24 years old) can be seen. Thus the results provide evidence of an inverted u-shaped age-productivity profile in this sector. In the service sector, in contrast, the share of the youngest workers seems to increase productivity compared to the reference group of the 55-64 year-old employees.

Gutachten zur Ermittlung haushaltsrelevanter Kennziffern - Gutachten im Auftrag des Ministeriums der Finanzen des Landes Sachsen-Anhalt
Gegenstand dieser Studie des Instituts für Wirtschaftsforschung Halle in Zusammenarbeit mit Prof. Dr. Helmut Seitz (TU Dresden) ist eine Analyse der fiskalischen Bedingungen in Sachsen-Anhalt auf der Landes- sowie der Gemeindeebene. Hintergrund der Analyse ist die bereits heute angespannte Haushaltslage im Land, die sich ohne sofortiges Umsteuern künftig noch verschärfen wird. Die wesentlichen Herausforderungen der nächsten Jahren bestehen dabei im Abbau der gegenwärtig bereits bestehenden Ausgabenüberhänge gegenüber den finanzschwachen Flächenländern Westdeutschlands (die den langfristigen „Benchmark“ darstellen) und in der Anpassung der Ausgaben an die rückläufigen Einnahmen infolge der Abschmelzung der Osttransferleistungen und der zu erwartenden Einnahmeausfälle aufgrund des demographischen Wandels.

Demographische Entwicklung in Ostdeutschland - Gutachten im Auftrag des Bundesministeriums für Wirtschaft und Technologie
Im Auftrag des BMWi hat das IWH zusammen mit seinen Kooperationspartnern (ifo Institut (Niederlassung Dresden), Prof. Dr. Helmut Seitz, TU Dresden) eine Studie zu den Implikationen der demographischen Entwicklung in den neuen Ländern erarbeitet. Es wird gezeigt, dass der absehbare Rückgang der Bevölkerung und die damit einhergehende Alterung die gesamtwirtschaftliche Dynamik dämpfen können. Gleichzeitig setzen aber auch marktliche Anpassungsmechanismen ein, die den wachstumshemmenden Impulsen entgegenwirken. Mit Blick auf den Arbeitsmarkt ist insbesondere bei gut ausgebildeten Fachkräften mit zunehmenden Angebotsengpässen zu rechnen. Schließlich wird aufgrund der rückläufigen Bevölkerung auch der Anpassungsdruck in den öffentlichen Haushalten zunehmen. Die Langfassung der Studie wird demnächst veröffentlicht.

Abstract
Changes in production and employment are closely related over the course of the business cycle. However, as exemplified by the laws of Verdoorn (1949, 1993) and Okun (1962, 1970), thresholds seem to be present in the relationship. Due to capacity reserves of the firms, output growth must exceed certain levels for the creation of new jobs or a fall in the unemployment rate. While Verdoorn's law focuses on the growth rate of output sufficient for an increase in employment, in Okun's law, the fall in the unemployment rate becomes the focus of attention. In order to assess the future development of employment and unemployment, these thresholds have to be taken into account. They serve as important guidelines for policymakers. In contrast to previous studies, we present joint estimates for both the employment and unemployment threshold. Due to demographic patterns and institutional settings on the labour market, the two thresholds can differ, implying that minimum output growth needed for a rise in employment may not be sufficient for a simultaneous drop in the unemployment rate. Second, regional information is considered to a large extent. In particular, the analysis is carried out using a sample of 180 German regional labour markets, see Eckey (2001). Since the cross-sections are separated by the flows of job commuters, they correspond to travel-to-work areas. Labour mobility is high within a market, but low among the entities. As the sectoral decomposition of economic activities varies across the regions, the thresholds are founded on a heterogeneous experience, leading to more reliable estimates.The contribution to the literature is twofold. First, to the best of our knowledge, no previous paper has investigated a similar broad regional dataset for the German economy as a whole before. By using a panel dataset, information on the regional distributions around the regression lines as well as theirs positional changes is provided for each year. Second, the methods applied are of new type. They involve a mixture of pooled and spatial econometric techniques. Dependencies across the regions may result from common or idiosyncratic (region specific) shocks. In particular, the eigenfunction decomposition approach suggested by Griffith (1996, 2000) is used to identify spatial and non-spatial components in regression analysis. As the spatial pattern may vary over time, inference is conducted on the base of a spatial SUR model. Due to this setting, efficient estimates of the thresholds are obtained. With the aid of a geographic information system (GIS) variation of the spatial components can be made transparent. With Verdoorn’s and Okun’s law the figures show some significant patterns become obvious over time. In respect to Verdoorn’s law, for instance, a stripe of high values in the north-western part from Schleswig-Holstein via Lower Saxony and North Rhine Westfalia to Rhineland Palatinate is striking in all years but 1994 and 1995. In most periods the spatial component is likewise concentrated in Saxony. Clusters of low values can be found in northern Bavaria and, in some periods, in Thüringen and Mecklenburg-Vorpommern. Other parts of Germany appear to be more fragmented consisting of relative small clusters of low, medium and high values of the spatial component. With Okun’s law some changing spatial patterns arise. In all, spatially filtering provides valuable insights into the spatial dimensions of the laws of Verdoorn and Okun.

Abstract
Städte, die in ihrer Stadtentwicklungspolitik auf den Faktor Wissen setzen, haben gute Argumente: Mit dem flächendeckenden Rückgang der Geburtenzahlen verbleibt für Städte der Einwohnerzuwachs durch Wanderungen als einzige demographische Wachstumschance. Gerade in ostdeutschen Städten kommt so – mangels wirtschaftlicher Dynamik des privaten Sektors – den Ausbildungseinrichtungen und insbesondere den Hochschulen die Rolle eines wichtigen Anziehungsfaktors zu. Und Hochschulstädte ziehen in der Regel Gruppen junger Menschen an. Während 1990 z. B. in Sachsen-Anhalt 10 000 Studenten eingeschrieben waren, ist mit dem erfolgten Hochschulausbau die Studentenzahl inzwischen auf über 50 000 gestiegen. Neben dem Einwohnerwachstum, das auch für die Finanzzuweisungen vom Land wichtig ist, steigen mit dem Ausbau von Hochschulen und Forschungsinstituten auch die Chancen für Kooperationen zwischen Wissenschaft und Unternehmen. Die Beschäftigung hochqualifizierter Absolventen und Ausgründungen stärken die lokalen Wachstumskräfte.

Abstract
The contribution presents the results of an empirical study conducted by the Halle Institute for Economic Research on behalf of the Federal Office for Building and Regional Planning. The study concerns the identification of “regional clusters” for all spatial planning regions in East Germany. As criteria to identify clusters, three components were taken into consideration: spatially concentrated industries, enterprise networks and innovative competence fields, whereas, for the purpose of identifying “clusters”, the networks and innovative competences have to show a co-incidence with the industry which is spatially concentrated. Cases of co-incidence of all three elements were categorised as economic development cores (or spots), i. e. as forms of spatially concentrated economic activities which show cluster-relevant qualities. For regions which possess economic development spots, the growth perspectives can be expected as more favourable in comparison with other regions. The findings show a particularly high concentration of economic development spots in the Berlin region as well as in the Federal States of Saxony and Thuringia, where the cities of Dresden, Leipzig, Erfurt and Chemnitz form delineating points within which a particularly high number of economic development spots are existent. As a consequence, the study might initiate a debate in favour of a stronger spatial concentration of regional policy measures instead of spreading the resources by “watering can principle”.
