Low-paid employment relationships: high numbers, low volume
Hans-Ulrich Brautzsch
Wirtschaft im Wandel,
No. 6,
2001
Abstract
The labour market situation can be judged using figures of persons engaged and/or of the total number of man-hours worked. Concerning marginal part-time jobs the number of person engaged ist less informative: Although in 2000 more than ten per cent of persons had a marginal part-time job, the total number of man-hours worked representing the marginal part-time jobs amounts to 2,6 % of the volume of work in the economy on the whole. Nevertheless in some branches of economic activity marginal part-time jobs are of great importance.

Labor market developments at the former inner-German border – Consequences for the EU's eastern border regions
Franz Barjak
Wirtschaft im Wandel,
No. 4,
2001
Abstract

Housing Vacancies in East German Cities: A Problem not only for Housing Policy
Peter Franz
Wirtschaft im Wandel,
No. 2,
2001
Abstract
In numerous East German cities extreme imbalances in the housing
market have developed with the consequence of extensive housing vacancies. Primarily inner city housing units constructed in the late 19th and early 20th century and housing units constructed within the period of the socialist regime are concerned. The causes for these imbalances can be found in decisions of socialist urban planning, in demographic
factors, in oversized federal promotion of new housing construction after the German unification, and in income increases of private households. The commission “Structural Change in the Housing Economy of the New Länder“, installed by the federal government, has examined this problem and submitted preliminary political recommendations on the federal level in order to reduce the housing market imbalances. The commission recommends federal subsidies for tearing off vacant housing units within a period of ten years. A measure like this raises the question how the risk can be handled that too many flats are torn down. In addition, the commission recommends to double the subsidies for households acquiring already existing flats for own use and to halve the subsidies for households investing in newly built owner-occupied housing in East Germany. These incentives to acquire existing housing units might prove too weak because of the strong preferences of East German households to live in single-family houses. Measures on the federal level can support but cannot replace necessary concrete planning and solution strategies in the vacancy-plagued cities “in situ“.

Considerable demand for research on evaluation of labor market policy measures: The example of pick up effects with respect to structural adjustment measures for East German enterprises
Hilmar Schneider, Birgit Schultz
Wirtschaft im Wandel,
No. 1,
2001
Abstract

System change in statutory pension insurance does not solve the intergenerational distribution conflict
Olaf Fuchs
Wirtschaft im Wandel,
No. 16,
2000
Abstract
The present German pension system needs to be reformed. The alternative to the present pay-as-you-go pension system is a fully funded system. This retirement system offers a higher rate of return to the now young. Nevertheless, the paper argues, that a transition to a fully funded system will not solve the fundamental problem of the German pension system, because the hidden debt of the present system would requires a tax rate which equalizes the burden of both systems.

Moderate production and employment effects through rising crude oil prices – A simulation with the macroeconomic IWH model –
Christian Dreger
Wirtschaft im Wandel,
No. 15,
2000
Abstract
In the article the impacts of a rise in oil prices on production and employment are examined. The impacts are carried out by simulation on the grounds of a macroeconometric model. Given various price developments, the effects on production and employment are less pronounced than those in previous crisis. In the worst case scenario, output losses are 0.4 percentage points of the overall growth rate of the economy.

Pension Reform in Hungary
Peter Gedeon
IWH-Sonderhefte,
No. 5,
2000
Abstract
In Hungary social policy reforms in general and the pension reform in particular followed the introduction of the institutions of market economy with a considerable time lag, if at all. Although it was clear from the outset that the communist welfare state could not be sustained, comprehensive institutional reforms in the pension or health care systems were not introduced in the first six years of the postsocialist transition. This uneasiness to reform the social security systems has to do with the contradicting constraints decision makers have to face in the process of systemic change.

Financial crisis and problems yet to solve - Conference proceedings
IWH-Sonderhefte,
No. 6,
2000
Abstract
Since the beginning of 1997, a currency and/or banking crisis broke out in several transition countries (Bulgaria, Romania, the Czech Republic, Russia, Ukraine). In 1995, Hungary avoided a financial crisis by adjusting properly her macroeconomic policies. Financial markets in transition countries are still small. They gain, however, more and more importance for the entire economy. Part of the countries mentioned are candidates for EU membership. They have to show their ability to stabilize their exchange rates and financial sectors. The fact that overcoming the financial crisis in Asia and Latin America required international assistance (e.g. IMF) underlines the political importance of strategies of preventing such crises in the EU's immediate neighborhood.

Wage and income subsidies in East Germany: Doubtful prospects of success
Wolfram Kempe, Jürgen Kolb, Hilmar Schneider
Wirtschaft im Wandel,
No. 13,
2000
Abstract

Incentive effects of unemployment benefits on job searches
Hilmar Schneider, Olaf Fuchs
Wirtschaft im Wandel,
No. 11,
2000
Abstract
Economic theory predicts that an anticipated cut of the replacement ratio in the future affects the search intensity at all dates previous to the cut. This effect is illustrated by simulating the dynamics of the reservation wage for different time profiles of the replacement ratio with a simple calibrated search model.
