Abstract
At the 7th July 2005, the IWH under the auspices of the department of urban economics hosted a conference on the perspectives of municipal business activity in the range of water supply and disposal. Primary concern of the event was to determine the future role of municipalities. The colloquium was directed towards scientists, practitioners and politicians acting in the range of water management. The contributions addressed a wide range of topics, with the following emphases: benchmarking of municipal economic activity, empirical analyses on the efficiency and the propensity to invest, the problem of spatial disparities within the supply of infrastructure, reform suggestions for the framework of rules of the German water management. The lectures were followed by a panel discussion, attended by representatives from politics, organizations and science.

Abstract
Vor dem Hintergrund der gegenwärtig höchst angespannten Haushaltslage und den sich langfristig aus der Rückführung der Osttransfers und dem demographischen Wandel ergebenden Anpassungsproblemen untersucht dieser Bericht den finanzpolitischen Handlungsbedarf des Landes Mecklenburg-Vorpommern und seiner Gemeinden. Das hierbei verwendete methodische Instrument ist ein „Benchmarking-Ansatz“, bei dem mit Hilfe von Vergleichsdaten Auffälligkeiten bei den Einnahmen, den Ausgaben und beim Personalbesatz untersucht werden. Als Vergleichsmaßstab wird der Durchschnitt der finanzschwachen Westflächenländer (FFW), bestehend aus den Ländern Nieder-sachsen (NI), Rheinland-Pfalz (RP), Saarland (SL) und Schleswig-Holstein (SH) sowie – um Ostaspekte adäquat zu berücksichtigen – der Freistaat Sachsen (SN) herangezogen.

Declining population and rising costs for municipal services

Abstract
Population decrease in many East-German towns and municipalities does not only increase the stock of empty residential buildings. It also makes provision of network-related goods and services more costly. Considering public water and sewerage services as example, the article investigates empirically how costs of provision per inhabitant depend on population number and -density. Diverging from similar studies, spatial differences in distribution costs per inhabitant are calculated within the area of a case study municipality. The calculations are based on cost accounting data of the local provider. A central problem is the choice of an appropriate spatial key figure to allocate costs. The results indicate cost advantages in providing densely populated quarters with network-related services. Consequently, rising per-capita costs should be taken into account to a greater extent for the city conversion programmes in East Germany than they have been up to now.

Abstract
One of the most important reform measures of the German labor market relates to the harmonization of social welfare and unemployment assistence to the new ‘”Arbeitslosengeld-II”. In the context of these reform measures it is expected that local employment offices and local authorities should constitute working parties to facilitate the unemployed in finding new jobs. In the case that a local authority prefers to manage this job in its own responsibility she has the right to opt. The paper discusses possible advantages and disadvantages of this option.

Abstract
Die kommunale Wirtschaftsförderung hat in der jüngeren Vergangenheit in Deutschland – bedingt durch die schlechte Arbeitsmarkt- und Haushaltslage in vielen Kommunen – an Aufmerksamkeit in Politik und Wissenschaft gewonnen. In der im deutschsprachigen wie auch großteils im angelsächsischen Raum zu diesem Thema erschienenen Literatur dominieren fast ausschließlich juristische oder eher betriebswirtschaftlich orientierte Arbeiten. Diese berühren in der Regel weder die Frage der normativen Rechtfertigung dieser Form der kommunalen Wirtschaftspolitik aus volkswirtschaftlicher Perspektive noch die Ergebnisanalyse. Vor allem die isolierte Gemeinwohlsicht der einzelnen Kommune wird dabei in den Vordergrund gestellt. Diese Arbeit untersucht daher vor allem die Auswirkungen kommunaler Wirtschaftsförderung auf die gesamtwirtschaftlich effiziente Unternehmensansiedlung bzw. allgemein auf die räumliche Faktorallokation. Zunächst wird eine Bestandsaufnahme der vorhandenen empirischen Untersuchungen zum Thema Wirtschaftsförderung und unternehmerische Standortentscheidungen vorgenommen. Im theoretischen Teil wird die kommunale Wirtschaftsförderung in den Modellansatz der neoklassischen Wachstumstheorie integriert, unter Berücksichtigung von Faktorwanderungen, Agglomerationseffekten und Finanzierungswirkungen. Die theoretische Analyse zeigt, dass kommunale Wirtschaftsförderung, bei unterstellter Abhängigkeit ihrer Finanzierung vom lokalen Steueraufkommen, räumliche Ungleichverteilungen der Unternehmen und Arbeitsplätze unter bestimmten Annahmen eher verstärkt, ohne die gesamtwirtschaftliche Wertschöpfung zu erhöhen. Insbesondere für Deutschland existieren kaum empirische Untersuchungen zu den quantitativen Auswirkungen der kommunalen Wirtschaftsförderung auf die Produktivität des lokalen Unternehmenssektors. Im empirischen Teil der vorliegenden Arbeit wird für die Gemeinden einiger eher peripherer Regionen Niedersachsens dieser Einfluss auf die kommunale Wertschöpfung mit ökonometrischen Methoden untersucht. Ergänzend wird dabei außerdem die Wirkung anderer Faktoren auf die örtliche Wirtschaftslage und Beschäftigungssituation analysiert: Verkehrsinfrastruktur, Agglomerationseffekte und nationale bzw. europäische Strukturpolitik. Es zeigt sich, dass ein produktivitätsfördernder Effekt der laufenden Ausgaben für kommunale Wirtschaftsförderung nicht eindeutig nachweisbar ist und die maßgeblichen Determinanten der wirtschaftlichen Entwicklung einer Gemeinde zum großen Teil außerhalb des Einflussbereichs der Kommunen liegen.

The Reform of Local Public Services of General Interest in Europe

Abstract
The benefits of a reduced supply of local public services may more than outweigh the supposed welfare losses. This was suggested by various theoretical and empirical investigations in many fields of economics during the last decades. Nevertheless, local and national politicians, trade unionists, charities, and other lobbyists have succeeded in preventing further liberalisation of “services of general interest” in Europe. This article examines why these preserve agents have been and are still successful. The analysis is based on an institutional economic approach. Several policy measures and institutional changes are suggested to either reduce influence of preserve agents or to compensate them for their losses.

Abstract
This article analyses the effects of heterogeneous economic structures on the long-term development of regional employment. A simple model is introduced to illustrate the beneficial outcomes for households as well as for enterprises of locating in highly diversified municipalities because risk (volatility of income, recruitment costs in a broader sense) diminishes for both. Econometric results for a sample of municipalities in Lower Saxony provide some evidence for a positive effect of local economic diversification on employment opportunities. The results seem to be not confined to the aggregated local labour demand but also apply to most branches the local business sector.

Abstract
Despite the ongoing political and scientific discussion about justification and extent of municipal economic activities, neither official statistics nor surveys of associations or research institutes provide valid data concerning the importance of local public enterprises. The IWH has carried out an analysis of different statistical sources which tries to fill the gap for municipal enterprises and yields the following results: Turnover- and employment shares of (big) companies with municipal shareholding are rather small in Germany. Nevertheless, such enterprises dominate within certain branches (e.g. public utilities) and their importance for the regional economy is particularly in Eastern Germany above-average.

Abstract
rotz Liberalisierung des Energiemarktes und der absehbaren Deregulierung des Öffentlichen Personennahverkehrs (ÖPNV) innerhalb der EU hat die Quersubventionierung des Nahverkehrs über die Gewinne der kommunalen Versorgungsunternehmen nach wie vor eine große quantitative Bedeutung in Deutschland. Dies belegt eine Erhebung des IWH in deutschen Großstädten. Diese Praxis kann aus wohlfahrtsökonomischer Sicht und aus der Verteilungsperspektive als ineffizient bzw. nicht mit den üblichen Vorstellungen von Bedarfsgerechtigkeit vereinbar beurteilt werden. Soll aus politischen Gründen das ÖPNV-Angebot im bisherigen Umfang aufrechterhalten werden, wäre unter Umständen eine alternative Finanzierungsform geboten.

Abstract
Trotz formeller Liberalisierung des Energiemarktes und der absehbaren Deregulierung des Öffentlichen Personennahverkehrs (ÖPNV) innerhalb der EU hat die Quersubventionierung des öffentlichen Nahverkehrs über die Gewinne der Versorgungsunternehmen nach wie vor eine große quantitative Bedeutung. Dies belegt eine Erhebung in deutschen Großstädten, die nach fast 10 Jahren erstmals wieder aktuelle Daten zum Ausmaß der Subventionierung liefert. Selbst wenn die Leistungserstellung der Kommunen in beiden Bereichen grundsätzlich nicht in Frage gestellt würde, liefert die theoretische Diskussion sowohl unter allokativen als auch unter distributiven Gesichtspunkten keine Rechtfertigung für diese Praxis der kommunalen Preisgestaltung. Soll aus politischen Gründen das ÖPNV-Angebot im bisherigen Umfang aufrechterhalten werden, so wäre eine alternative Form der Subventionierung geboten, beispielsweise in Form von direkten personenbezogenen Beihilfen finanziert aus allgemeinen Steuermitteln.
