Abstract
Individuals’ preferences in transition regions are still shaped by the former communist system. We test this ‘communist legacy’ hypothesis by examining the impact of acculturation in a communist regime on social network participation and, as a consequence, on preferences for spatial mobility. We focus on the paradigmatic case of Eastern Germany, where mobility intentions seem to be substantially weaker than in the Western part. Applying an IV ordered probit approach we first find that Eastern people acculturated in a communist system are more invested in locally bounded informal social capital than Western people. Second, we confirm that membership in such locally bounded social networks reduces the intention to move away. Third, after controlling for the social network effect the mobility gap between East and West is substantially reduced. Low spatial mobility of the Eastern population, we conclude, is to an important extent attributable to a social capital endowment characteristic of post-communist economies

Informal Networking - An Overview of the Literature and an Agenda for Future Research

Abstract
Informal inter-organizational networks provide manifold opportunities to organize the transfer of information, knowledge and technology between actors. Given their potential and their importance, the lack of theoretical discussion and empirical research on informal networks and their dynamics is surprising. The objective of this paper is twofold. It attempts to review the fragmented academic discussion of the notion of informal networking, thereby focusing on how these relationships emerge initially and what conditions (presumably) are required to make them a mutually fruitful and sustainable channel of the transfer of information and knowledge. On that groundwork, the most important empirical studies which try to confirm and disentangle the aforementioned basic mechanisms of informal exchange relationships are reviewed. Finally, we outline an agenda of future research directions that we encourage researchers to pursue in future empirical studies. Five important research gaps can be identified.

On the Determinants of the Cooperative Behavior of Firms in the German Photovoltaic Industry

Abstract
The article examines the determinants of the number of cooperation partners and the share of regional cooperations of firms in the German photovoltaic industry. Based on an overview about possible effects of the cooperation of firms with partners inside and outside their region, we derive hypotheses on the relationship between both firm-specific and region-specific variables and the cooperative behavior of firms. The hypotheses are tested with regression models using a data set of 178 firms of the German photovoltaic industry. The results show that in particular large firms and firms with a high absorptive capacity have significantly more co-operation partners. Furthermore, firms cooperate within their region especially when a large number of potential partners are located in the same region. Regarding foreign-owned firms, the results show that these firms tend to cooperate in particular with partners, inside the region where they are located.

Why are East Germans not More Mobile? Analyzing the Impact of Social Ties on Regional Migration

Abstract
In der zweiten Hälfte der 1990er Jahre wurde in einschlägigen Studien über die Wirtschaftsentwicklung in Ostdeutschland noch eine mangelnde Vernetzung
konstatiert, obwohl bereits damals Netzwerke angesichts der Kleinteiligkeit des ostdeutschen Unternehmenssektors eine geeignete Form der Zusammenarbeit darstellten, um Transaktionskosten zu senken und günstige Bedingungen für das Hervorbringen von Innovationen zu schaffen. Diese Situation scheint sich seitdem verändert zu haben, wozu auch zahlreiche staatliche Programme zur Förderung von Netzwerkbildungen beigetragen haben dürften. Am Beispiel von 93 Unternehmensnetzwerken mit Sitz in den Regionen Leipzig, Dresden, Chemnitz und Halle (Saale) untersucht der vorliegende Beitrag Fragen der Mitgliederstrukturen und der Wahrnehmung der Koordinations- oder Ansprechpartnerfunktion. Die Befunde zeigen, dass in den analysierten Netzwerken – erwartungsgemäß – Unternehmen als Mitglieder dominieren. Sie stellen rund 64% der Netzwerkmitglieder. Die zweitgrößte Mitgliedergruppe sind die Wissenschafts- und Bildungseinrichtungen, darunter die öffentlichen universitären und außeruniversitären Wissenschaftseinrichtungen. Ein anderes Bild zeigt sich hinsichtlich der Wahrnehmung der Koordinations- oder Ansprechpartner- Funktion. Diese wird nur in rund 13% der Fälle von Unternehmen wahrgenommen. Dass nur relativ wenige Unternehmen selbst das Netzwerkmanagement übernehmen, dürfte nicht zuletzt daran liegen, dass die Etablierung und Unterhaltung von Netzwerken nicht nur Nutzen bringt, sondern auch Kosten verursacht. Dagegen spielen Wissenschafts- und Bildungseinrichtungen bei der Koordination oder als Ansprechpartner eine besonders große Rolle (rund 41% der Fälle). In einem weiteren knappen Drittel der Fälle obliegt das Netzwerkmanagement Vereinen oder Verbänden, weil sich häufig die Netzwerkmitglieder zu solchen zusammenschließen und damit das Netzwerkmanagement in deren Geschäftsstellen institutionalisieren. Ferner übernehmen auch Einrichtungen der Wirtschafts- und Technologieförderung das Netzwerkmanagement. Die Untersuchung liefert deutliche Hinweise auf die zentrale Bedeutung, die speziell Wissenschaftseinrichtungen für die wirtschaftliche Entwicklung in Ostdeutschland haben.

Mutual Perception of Science and Industry in Innovation Networks – Evidence from East Germany

Abstract
The paper examines how science and industry perceive each other. Cooperation in the field of innovation and research and development has increased in recent years. But comprehensive empirical research on the mutual perception of science and industry is lacking so far. The article presents the results of explorative research based on a number of qualitative interviews with representatives from science and industry on that topic. The interviews were carried out in the Central German Region which is a centre of manufacturing industry especially of chemicals. So the two selected industries are chemical industry (high-tech based) and food processing (low-tech based). The paper provides remarks on the German innovation system. The empirical section summarizes the interview reports. We found only little evidence of conflict of interests between market-oriented industry and science organisations. Cooperation exists and works. The key issue is trust.

Cooperation Patterns of Incubator Firms and the Impact of Incubator Specialization: Empirical Evidence from Germany

Abstract
The article examines cooperation patterns of 150 firms located in German business incubators (BIs). More specifically, this study distinguishes between networking within the tenant portfolio and the academic-industry linkages of the tenant firms. We further contribute to the relevant literature by explicitly considering differences in cooperation patterns between firms located on diversified and specialized incubator facilities. Empirical results do not support the common assumption that specialized incubation strategies increase the effectiveness of incubator-internal networking compared to diversified BIs. Also, incubator specialization is not superior to diversified incubators with respect to the promotion of linkages of their tenants with academic institutions. For academic linkages, industry effects matter more than incubator characteristics.

Abstract
Despite extensive government support the gap between East and West Germany has still not been successfully closed nearly 20 years post German unification. Hence, some economists tend to compare East Germany with Mezzogiorno – underdeveloped Southern Italy. East Germany is still subject to sever structural problems in comparison to West Germany: lower per capita income, lower productivity, higher unemployment rates, fewer firm headquarters and fewer innovation activities. There are East German regions with less than desirable rates of development. Nevertheless, the new federal states have shown some evidence of a convergence process. Some regions have developed very positively – they have improved their competitiveness and employment levels. As such, the comparison of East Germany with Mezzogiorno does not seem applicable today.
According to Neoclassical Growth Theory, regional policy is targeted enhancing investment (hereafter the notion ‘investment policy’ is used). has been the most important instrument in forcing the ‘reconstruction of the East’. Overall, the investment policy is seen as having been successful. It is not, however, the only factor influencing regional development – political policy makers noted in the mid 1990s that research and development (R&D) activities and regional concentrated production networks, amongst other factors, may also play a part. The investment policy instrument has therefore been adjusted. Nevertheless, it cannot be excluded that investment policy may fail in particular cases because it contains potentially conflicting targets. A ‘better road’ for future regional policy may lie in the support of regional production and innovation networks – the so-called industrial clusters. These clusters would need to be exactingly identified however to ensure effective and efficient cluster policies.

Interactive Dynamic Capabilities and Regenerating the East German Innovation System

Abstract
The paper sets out a specification of capabilities and competencies derived from Sen’s work on consumer capabilities and welfare economics. This approach is one that proves remarkably easy to generalise, first to producer and supplier capabilities, and thence to interactive and dynamic capabilities. The approach is then applied via the consequential perspectives of regional systems of innovation and network alignment to the case of the efforts to regenerate the innovation system in East Germany since reunification. It is seen that this process can be divided into three periods, of which the most recent appears to meet some of the theoretical requirements for effective interactive capabilities. It is less clear that the criteria for dynamic capabilities—which involve considerations of speed-up and flexibility, to meet the market requirements in real time—have yet been taken sufficiently seriously.

Abstract
The business landscape in East Germany mainly consists of small and medium-sized firms. This in mind, business networks may contribute to an improvement of the economic performance of firms which collaborate in business networks. For successful networking a mix of network members being locally concentrated on the one side and of partners from distant regions, especially from abroad, on the other side, is important. In regional economics, this duality is highlighted for two reasons: personal contacts of partners which are located in spatial proximity to each other may ease the transfer of tacit knowledge. The flow of tacit knowledge can be regarded as a factor which enhances innovation processes. However, the inclusion of partners from abroad is important, too. It facilitates access to the most advanced knowledge and technologies worldwide. The academic debate on networking regards a one-sided orientation on the local dimension of networking as risky due to possible lock-in effects. The empirical findings for 93 business networks existing in the regions of Leipzig, Dresden, Chemnitz and Halle, which are located in the southern part of East Germany, reveal a great proportion of network members concentrated locally: On average, this is the case with more than 50% of the network members. 10% of members are located in the other three city regions mentioned. More than one third of firms are located outside, in other German regions, of which around the half in the states of Saxony and Saxony-Anhalt. A minority of 2% is located abroad. However, for the transfer of externally existing knowledge other network members may be relevant, too. To illustrate: More than four fifths of the networks under investigation include public research units (universities etc.) which usually play an important role when it comes to an inter-regional and international knowledge transfer.
