IWH Bankruptcy Update: German Bankruptcy Rates Remain Low in February
Bankruptcies statistics trended sideways at a low level in February 2021. Furthermore, the Halle Institute for Economic Research (IWH) does not anticipate higher bankruptcy rates in the coming months, despite Germany’s prolonged lockdown. These are the key findings of the IWH Bankruptcy Update, which provides monthly statistics on corporate bankruptcies in Germany.

Private Equity in the Hospital Industry

Abstract
We examine employment and patient outcomes at hospitals acquired by private equity (PE) firms and PE-backed hospitals. While employment declines at PE-acquired hospitals, core medical workers (physicians, nurses, and pharmacists) increase significantly. The proportion of wages paid to core workers increases at PE-acquired hospitals whereas the proportion paid to administrative employees declines. These results are most pronounced for deals where the acquirers are publicly traded PE-backed hospitals. Non-PE-backed acquirers also cut employment but do not increase core workers or reduce administrative expenditures. Finally, PE-backed acquirers are not associated with worse patient satisfaction or mortality rates compared to their non-PE-backed counterparts.

Abstract
The value of social network analysis is critically dependent on the comprehensive and reliable identification of actors and their relationships. We compare regional knowledge networks based on different types of data sources, namely, co-patents, co-publications, and publicly subsidized collaborative R&D projects. Moreover, by combining these three data sources, we construct a multilayer network that provides a comprehensive picture of intraregional interactions. By comparing the networks based on the data sources, we address the problems of coverage and selection bias. We observe that using only one data source leads to a severe underestimation of regional knowledge interactions, especially those of private sector firms and independent researchers.

Private Equity and Portfolio Companies: Lessons From the Global Financial Crisis

Abstract
Critics of private equity have warned that the high leverage often used in PE-backed companies could contribute to the fragility of the financial system during economic crises. The proliferation of poorly structured transactions during booms could increase the vulnerability of the economy to downturns. The alternative hypothesis is that PE, with its operating capabilities, expertise in financial restructuring, and massive capital raised but not invested ("dry powder"), could increase the resilience of PE-backed companies. In their study of PE-backed buyouts in the U.K. - which requires and thereby makes accessible more information about private companies than, say, in the U.S. - the authors report finding that, during the 2008 global financial crisis, PE-backed companies decreased their overall investments significantly less than comparable, non-PE firms. Moreover, such PE-backed firms also experienced greater equity and debt inflows, higher asset growth, and increased market share. These effects were especially notable among smaller, riskier PE-backed firms with less access to capital, and also for those firms backed by PE firms with more dry powder at the crisis onset. In a survey of the partners and staff of some 750 PE firms, the authors also present compelling evidence that PEs firms play active financial and operating roles in preserving or restoring the profitability and value of their portfolio companies.

Global economy under the spell of the coronavirus epidemic
The epidemic is obstructing the economic recovery in Germany. Foreign demand is falling, private households forgo domestic consumption if it comes with infection risk, and investments are postponed. Assuming that the spread of the disease can be contained in short time, GDP growth in 2020 is expected to be 0.6% according to IWH spring economic forecast. Growth in East Germany is expected to be 0.9% and thus higher than in West Germany. If the number of new infections cannot be decreased in short time, we expect a recession in Germany.

Managerial Effect or Firm Effect: Evidence from the Private Debt Market

Abstract
This paper provides evidence that the managerial effect is a key determinant of firms’ cost of capital, in the context of private debt contracting. Applying the novel empirical method developed by an earlier study to a large sample that tracks the job movement of top managers, we find that the managerial effect is a critical and significant factor that explains a large part of the variation in loan contract terms more accurately than firm fixed effects. Additional evidence shows that banks “follow” managers when they change jobs and offer loan contracts with preferential terms to their new firms.

Abstract
We examine whether managerial overconfidence impacts the use of performance-pricing provisions in loan contracts (performance-sensitive debt [PSD]). Managers with biased views may issue PSD because they consider this form of debt to be mispriced. Our evidence shows that overconfident managers are more likely to issue rate-increasing PSD than regular debt. They choose PSD with steeper performance-pricing schedules than those chosen by rational managers. We reject the possibility that overconfident managers have (persistent) positive private information and use PSD for signaling. Finally, firms seem to benefit less from using PSD ex post if they are managed by overconfident rather than rational managers.

Private Debt, Public Debt, and Capital Misallocation

Abstract
Does finance facilitate efficient allocation of resources? Our aim in this paper is to find out whether increases in private and public indebtedness affect capital misallocation, which is measured as the dispersion in the return to capital across firms in different industries. For this, we use a novel dataset containing industrylevel data for 18 European countries and control for different macroeconomic indicators as potential determinants of capital misallocation. We exploit the within-country variation across industries in such indicators as external finance dependence, technological intensity, credit constraints and competitive structure, and find that private debt accumulation disproportionately increases capital misallocation in industries with higher financial dependence, higher R&D intensity, a larger share of credit-constrained firms and a lower level of competition. On the other hand, we fail to find any significant and robust effect of public debt on capital misallocation within our country-sector pairs. We believe the distortionary effects of private debt found in our analysis needs a deeper theoretical investigation.

Abstract
Many questions about Brexit remain open. It is still possible that the UK and the European Union will not be able to agree on a withdrawal agreement. In this case a so-called hard Brexit (No-Deal Brexit) would happen. We have examined the short-term effects of a hard Brexit for the German economy. In a first step, effects via the trading channel are estimated based on an input-output analysis of international and sectoral links. The result is a loss of 0.3% relative to gross domestic product. This magnitude also results from the international Halle Economic Projection Model, which takes into account macroeconomic repercussions. A hard Brexit would, in addition to the trade barriers, mean significant uncertainty for firms and households. On the demand side, this has a negative impact on investment activity and private consumption. Taken alone, these effects amount to 0.1% of gross domestic product. Overall, German gross domestic product could be dampened by several tenths of a percentage point in the one to two years following a hard Brexit. The automotive industry would probably suffer most. However, recommendations for discretionary economic policy measures aimed at dampening short-term macroeconomic effects or at individual economic sectors cannot be derived from this. The automatic stabilizers are sufficient given the expected magnitude of the effects.

Industrial Cores in East Germany and Its Interaction with the Surrounding Territories—Findings from Four Case Studies

Abstract
Subject to this article is how four cases of so called industrial cores have developed in East Germany since 1990. Industrial cores represent former state-owned firms which were regarded as economically viable by the Treuhand. But there was no chance to privatize them in the short run. The case studies show the development prior to and after privatization. A special focus is laid on the interaction between the respective firm and its spatial environment. To sum up: All four firms are still existent. They provide competitive goods and services. Nonetheless, the interaction with the surrounding region differs from case to case. There were spin-offs in all cases. Organizational units previously belonging to the former state owned firms were split up, and became independent firms. In addition, new firms were established. Partly the establishment of new firms was supported directly by—de facto—structural policy measures implemented by the core firms. Partly the new establishments were simply cases of co-location resulting from a prospering regional environment. Taking the four cases, urban areas obviously formed a particularly fertile economic environment.
