Abstract
The paper discusses the role of the concept of special and differential treatment in the framework of regional trade agreements for the development of a competition regime. After a discussion of the main characteristics and possible shortfalls of those concepts, three case countries are assessed in terms of their experience with progressivity, flexibility, and technical and financial assistance: Poland was led to align its competition laws to match the model of the EU. The Ukraine opted voluntarily for the European model, this despite its intense integration mainly with Russia. South Africa, a developing country that emerged from a highly segregated social fabric and an economy dominated by large conglomerates with concentrated ownership. All three countries enacted (or comprehensively reformed) their competition laws in an attempt to face the challenges of economic integration and catch up development on the one hand and particular social problems on the other. Hence, their experience may be pivotal for a variety of different developing countries who are in negotiations to include competition issues in regional trade agreements. The results suggest that the design of such competition issues have to reflect country-particularities to achieve an efficient competition regime.

The unemployment-growth relationship in transition countries

Abstract
Does the disappointingly high unemployment in Central and East European countries reflect non-completed adjustment to institutional shocks from transition to a market economy, or is it the result of high labour market rigidities, or rather a syndrome of too weak aggregate demand and output? In the case of transitional causes, unemployment is expected to decline over time. Otherwise, it would pose a challenge to the European Union, particular in case of accession countries, for it jeopardizes the ambitious integration plans of, and may trigger excessive migration to the Union. In order to find out which hypothesis holds 15 years after transition has started, we analyze the unemploymentgrowth dynamics in the eight new member countries from Central-Eastern Europe. The study is based on country and panel regressions with instrument variables (TSLS). The results suggest to declare the transition of labour markets as completed; unemployment responds to output and not to a changing institutional environment for job creation. The regression coefficients report a high trend rate of productivity and a high unemployment intensity of output growth since 1998. The conclusion is that labour market rigidities do not to play an important role in explaining high unemployment rates. Rather, GDP growth is dominated by productivity progress, while the employment relevant component of aggregate demand is too low to reduce substantially the high level of unemployment.

Abstract
This paper asks how important distance is as a determinant of international banking and whether distance has become less important over time. If technological progress has lowered information costs and if information costs increase in distance, the importance of distance should have declined. I use data on assets and liabilities of commercial banks from five countries (France, Germany, Italy, UK, and US) in 50 host countries for the years 1983–99 to test this hypothesis. Generally, I find that banks hold significantly lower assets in distant markets and that the importance of distance for the foreign asset holdings of banks has not changed.

Economic Capability of East German Regions: Results of a Cluster Analysis

Abstract
This paper analyses the economic capability of East German regions compared with West German regions. Based on new growth theory and new economic geography, and using relevant empirical literature, regions are clustered according to a set of growth factors. The clustering results find little evidence that the economic capability of East German regions is already comparable with West German regions. Economic disadvantages are particularly rooted in lower technical progress, a lack of entrepreneurship, lower business and industrial concentration, and a loss of human capital. However, there are a few East German regions with a high economic capability, but even those suffer from economic disadvantages such as lower technical progress, lower industrial activity and a poorer regional accessibility.

Abstract
The project assesses the roles played by determinants of productivity gaps between Accession Countries in Central East Europe and the more advanced countries in Western Europe. The focus is on the respective weights of determinants and their influence on the potentials for future productivity catch-up.
The convenient feature about assessing productivity levels is that they inform us about the narrowing or divergence of income gaps, provide an indication of international competitiveness, and the sustainability of growth paths (technological development).

Abstract
This study reviews the progress made in EU accession candidates on competition policy. The analysis shows that institution-building and legislation are well under way and that anti-trust practice is not too lax. Due to the diversity among the accession countries under review, the study finds that the strictly rule-based frame work of the EU might not be the most favourable solution for some candidates: firstly, the small and open economies of most candidates make it particularly difficult to define the ‘relevant market’ in competition cases. Secondly, the traditionally intense vertical integration of production in accession states calls for a reassessment of ‘vertical restraints’. The policy implications of this study suggest that the EU competition task force should take a proactive, case-by-case approach vis-à-vis its new members.

The development of R&D intensive industries in East Germany makes progress

Abstract
For East Germany – also called the New German Länder – it is very important to enlarge human capital intensive production. Starting from this consideration, the empirical study investigates the development of research & development (R&D) intensive industries for the years 1998 to 2002 whereby the different technology classes are also taken into account. The study is based on official statistics for producer goods. The analysis shows that the production of goods from R&D intensive industries increased stronger than the total production in East Germany’s manufacturing industry (8.5% versus 5.9%). Especially the increased production of high-technology goods contributed to this development. Most important branches thereby are electronic industry and aerospace industry. Medium-tech industries were less important for the above described trend. Overall, the development indicates an improvement of the technological capability of East Germany’s manufacturing industry. Compared to West Germany, however, the production of goods from medium-tech industries is underrepresented. Further more, it is only one group of products in East Germany’s industry that plays a dominant role within Germany as a whole. This is electronic devices.

Abstract
Schwerpunkte des Berichts sind – neben einer Analyse der technologischen Leistungsfähigkeit der ostdeutschen Wirtschaft und einer regional differenzierten Betrachtung der Infrastrukturausstattung – die Investitionsförderung, die Innovationsförderung und die Aktive Arbeitsmarktpolitik. Festgestellt wird, dass die Wirtschaftsförderung zwar in erheblichem Maße zur Unterstützung des Aufbaus in den neuen Ländern beigetragen hat, zunehmend aber an Wirksamkeit einbüßt. Sie sollte deswegen deutlich reformiert werden. Die Aktive Arbeitsmarktpolitik wiederum ist mit Blick auf die Beschäftigungswirkungen nur eingeschränkt als wirksam zu betrachten und sollte in ihrer jetzigen Form nicht fortgeführt werden. Angesichts dieser Ergebnisse und vor dem Hintergrund der finanzpolitischen Probleme Deutschlands wird vorgeschlagen, die besondere Investitions- und Innovationsförderung für die neuen Länder allmählich auslaufen zu lassen und verstärkt auf die Effizienz der eingesetzten Maßnahmen zu achten. Letzten Endes ist aber erst dann mit einer deutlich verbesserten wirtschaftlichen Lage in Ostdeutschland zu rechnen, wenn die gesamtwirtschaftlichen Wachstumsprobleme in ganz Deutschland gelöst werden.

Abstract
Auch im Sommer 2003 kann die Entwicklung in der ostdeutschen Wirtschaft niemanden zufrieden stellen. Zusätzlich zu allen Diskussionen um Möglichkeiten einer Belebung der Wachstumsdynamik in ganz Deutschland stellt sich deswegen auch die Frage, wie die Politik dem Aufbau Ost neuen Schwung geben kann. Diese Frage stellt sich um so dringender, weil die finanzpolitischen Schwierigkeiten Deutschlands die Spielräume für finanziell kostspielige Programme für die neuen Länder stark einengen. Wichtige Bestandteile der Wirtschaftspolitik für Ostdeutschland waren in den letzten Jahren die spezifische Wirtschaftsförderung (insbesondere die Investitionsförderung), für die wegen ihrer Befristung wie auch wegen EU-rechtlicher Restriktionen Nachfolgelösungen gesucht werden, sowie die Aktive Arbeitsmarktpolitik, die im Zuge der allgemeinen Arbeitsmarktreformen ebenfalls auf den Prüfstand gestellt worden ist. In Anbetracht der anstehenden Entscheidungen über die weitere Strategie für den Aufbau Ost hat der Bundesminister der Finanzen die mit dem so genannten „Fortschrittsbericht“ betrauten Forschungsinstitute (DIW Berlin, IAB, IfW, IWH und ZEW) deshalb gebeten, diese beiden Politikbereiche einer näheren Analyse zu unterziehen und darauf aufbauend wirtschaftspolitische Schlussfolgerungen abzuleiten. Darüber hinaus wurden als weitere Schwerpunkte des Berichts eine regional differenzierte Analyse der Infrastrukturausstattung in den neuen Ländern, eine Untersuchung der technologischen Leistungsfähigkeit der ostdeutschen Wirtschaft und eine Analyse der finanzpolitischen Situation der ostdeutschen Länder und Gemeinden vereinbart.
