What Drives Innovation Output from Subsidized R&D Cooperation? — Project-level Evidence from Germany

Abstract
Using a large dataset of 406 subsidized R&D cooperation projects, we provide detailed insights into the relationship between project characteristics and innovation output. Patent applications and publications are used as measures for the innovation output of an R&D project. We find that large-firm involvement is strongly positively related with the number of patent applications, but not with the number of publications. Conversely, university involvement has positive effects on projects’ innovation output in terms of the number of publications but not in terms of patent applications. In general, projects’ funding as measure of projects’ size is an important predictor of the innovation output of R&D cooperation projects. No significant effects are found for the number of partners as (an alternative) measure of projects’ size, for spatial proximity between cooperation partners, for the involvement of a public institute for applied research, and for prior cooperation experiences. We derive conclusions for the design of R&D cooperation support schemes.

Cluster Policies in the Federal States of Bavaria and Thuringia: Discrepancies between Practice and Theory

Abstract
The contribution analyzes cluster policies pursued in the Federal States of Bavaria and Thuringia. The investigation is based on the exploration of government documents. In both countries cluster policy is target at strengthening competitiveness. The documents explored do not reveal an economic justification for cluster policy in the sense of eliminating market failures, e. g. externalities, information asymmetries and coordination failures. Therefore, it is unclear whether the support schemes under consideration really tie in with factors that hamper cluster evolution. Policies in both states support state-wider clusters and networks. The state-wide focus, however, might undervalue advantages of spatial proximity. As another critical point the ex-ante selection of industries or technologies eligible under cluster policy can be regarded. Despite readiness of considering new technologies etc., public administration generally suffers from a lack of information about the future development perspectives of industries and technologies. A way to mitigate the limited capability of public administration in terms of forecasting might be favoring economic support based on competition for the best concepts/projects instead of focusing on certain industries. Several support schemes offered by the Federal government in Germany are already competition-based. In Thuringia cluster policy is strongly motivated by several structural shortcomings, e. g. by the fragmented firm landscape mainly consisting of small units. Therefore, beyond cluster policy, the necessity will remain to abolish directly the structural shortcomings mentioned, especially by providing an economic environment that enhances firm growth.

A Systemic View on Knowledge-based Development Metrics

Abstract
Drawing on the systems perspective of innovation processes, this article proposes a conceptual approach for a comprehensive analysis of regional knowledge generation and transfer. Instead of focusing on one single indicator, the approach emphasizes the importance to take multiple channels of knowledge transfer into account. This provides valuable insights into the spatial structure of innovation processes on different levels. We disentangle the innovation process and consider four different layers: i.) publications in peer-reviewed journals, ii.) patent applications, iii.) formal R&D collaboration projects, the iv.) localized input-output relations. Further, we demonstrate the relevance of the „multi-layer approach‟ by applying it empirically to a specific regional innovation system: The Free State of Saxony – a federal state in Germany. We argue that the approach could be a valuable tool to inform policy-makers about knowledge-based regional development strategies.

The Impact of Government Procurement Composition on Private R&D Activities

Abstract
This paper addresses the question of whether government procurement can work as a de facto innovation policy tool. We develop an endogenous growth model with quality-improving in-novation that incorporates industries with heterogeneous innovation sizes. Government demand in high-tech industries increases the market size in these industries and, with it, the incentives for private firms to invest in R&D. At the economy-wide level, the additional R&D induced in high-tech industries outweighs the R&D foregone in all remaining industries. The implications of the model are empirically tested using a unique data set that includes federal procurement in U.S. states. We find evidence that a shift in the composition of government purchases toward high-tech industries indeed stimulates privately funded company R&D.

Old Age Poverty and Satisfaction with Living Conditions in East and West Germany, 1995 and 2009

Abstract
The current contribution presents poverty indicators for West and East Germany for the years 1995 and 2009. The analysis is based on the two corresponding waves of the GSOEP. We only consider households with at least one senior citizen aged 65 or above. Furthermore, we distinguish between male and female pensioners. In the first part the weighted equivalized household income is calculated as well as various statistical measures such as the 20%- and 80%-percentile, the 80/20-ratio and the 90/10-ratio of the income distribution of senior citizen households. In an additional step we also present and discuss the main sources of income such households have. In the second part of the contribution we focus on social indicators with respect to the satisfaction with income and the current living conditions as well as the expected situation in five years. As the results show, old age poverty has increased in both parts in Germany with East German women being an exception. With respect to the future, most elder people look optimistically into the future.

Effects of Local Public Investment into Infrastructure for Tourism: The Example of Saxony

Abstract
The mass of investments into infrastructure for tourism in the so-called “New States” (Neue Länder) of the Federal Republic of Germany after 1990 was huge. They were aimed to the maintenance and recovery, respectively of competitiveness of traditional destinations, as well as to promote service-oriented structural change in industrial wastelands. A big part of these investments was supported by funds of the so called “Joint Task for Improving the Regional Economic Structure”. We analyse the effects of local public investment into infrastructure for tourism supported by investment grants on the local employment in accommodation and food service activities in the state of Saxony. The results provide evidence for correlations between special types of investment in the time period 2000–2007 and the development of employment in hospitality industry. However, this is subject to some requirements, such as the existence of complementary factors, or an existing regional touristic tradition as well.

Competition, Risk-shifting, and Public Bail-out Policies

Abstract
This article empirically investigates the competitive effects of government bail-out policies. We construct a measure of bail-out perceptions by using rating information. From there, we construct the market shares of insured competitor banks for any given bank, and analyze the impact of this variable on banks' risk-taking behavior, using a large sample of banks from OECD countries. Our results suggest that government guarantees strongly increase the risk-taking of competitor banks. In contrast, there is no evidence that public guarantees increase the protected banks' risk-taking, except for banks that have outright public ownership. These results have important implications for the effects of the recent wave of bank bail-outs on banks' risk-taking behavior.

Cooperation propensity and public cooperation funding in the German Laser Industry

Abstract
The high-tech strategy of the federal government defines eight key technologies, including laser industry as a part of the optical technologies. This study provides a first descriptive overview of cooperation propensity and public cooperation funding for German Laser Source manufacturers between 1990 and 2010. Results show that the industry in general was characterized by expansion even though there were periods with a high degree of fluctuations. The spatial analysis of firm entries and exits reveals some interesting insights. The majority of large laser source companies are located in Bavaria, Baden-Württemberg and Thuringia. These regional distribution patterns hold for the absolute number of publicly funded cooperation projects. When considering the relative number of collaborative projects per firm and region the picture changes. It turns out that especially laser source manufacturers in Thuringia, Rhineland-Palatinate and Hamburg show up the highest cooperation propensities and an above-average demand for public funding.

On the basis of a post-Keynesian market constellations approach, the necessity and institutional requirements of the coordination of macroeconomic policy areas in general and an optimal central bank setting in particular are analysed, and an amelioration of monetary policy of the neo-Keynesian ‘new macroeconomic consensus’ is provided.

Abstract
Der Gesetzentwurf zur Änderung des Ausführungsgesetzes zu Artikel 115 GG der Fraktion der SPD beinhaltet zwei Kernpunkte. Erstens soll der Abbaupfad für das strukturelle Defizit gemäß Ist-Zahlen für das Haushaltsjahr 2010 nachjustiert werden (§9 Absatz 2). Zweitens soll die für die Umsetzung der Schuldenbremse erforderliche Konjunkturbereinigung dem Sach-verständigenrat zur Begutachtung der gesamtwirtschaftlichen Entwicklung übertragen werden (§ 5 Absatz 4 Satz 1). Die Fraktion der SPD begründet den Entwurf mit der Schaffung und Nutzung von Spielräumen durch die Bundesregierung, die „eindeutig gegen Geist und Sinn der Schuldenbremse“ verstoßen würden. Es ist zwar richtig, dass bei der Ermittlung des struk-turellen Defizits immense Spielräume bestehen und dass eine bessere Transparenz des aktuel-len Verfahrens wünschenswert wäre. Die Änderungsvorschläge der Fraktion der SPD gehen aber an den Kernproblemen vorbei. Der Ermessensspielraum der Bundesregierung wird bereits jetzt dadurch eingeschränkt, dass die Wirtschaftsforschungsinstitute im Rahmen der Gemeinschaftsdiagnose entsprechende unabhängige Berechnungen vornehmen und veröffentlichen. Die bestehenden Spielräume werden nicht geringer, wenn ein weiteres unabhängiges Gremium mit der Konjunkturbereinigung beauftragt wird. Dennoch sind Verbesserungen des aktuellen Verfahrens möglich. So sollte die Transparenz durch vollständige Offenlegung aller verwendeten Daten und der technischen Parameter erhöht werden und vor allem der Begriff der finanziellen Transaktionen klarer definiert werden, um an dieser Stelle politisch motivierte Manipulationen zu erschweren.
