Im vorliegenden Beitrag werden Berufspendlerverflechtungen zwischen den Gemeinden der Länder Sachsen, Sachsen-Anhalt und Thüringen zur Ermittlung funktionaler Stadtregionen um die Kernstädte der Metropolregion Mitteldeutschland herangezogen. Anschließend werden die Pendlerströme zwischen diesen Stadtregionen ermittelt. Es erfolgt ein Vergleich der tatsächlichen mit den anhand eines doppelt beschränkten Gravitationsmodells ermittelten Pendlerströmen. Auch der mögliche Einfluss von Ländergrenzen auf die Pendlerverflechtungen wird im Gravitationsmodell untersucht. Es wird versucht, Schlüsse auf die Vernetzung in der polyzentrischen Region zu ziehen.

Abstract
In Sachsen-Anhalt hat das Bruttoinlandsprodukt im dritten Quartal nochmals nachgegeben. Im saison- und kalenderbereinigten Verlauf hat sich die Abwärtsbewegung zwar zuletzt etwas abgeflacht, bleibt aber weiterhin deutlich schwächer als in Deutschland insgesamt. Gegenüber Jahresfrist war die Produktionsdynamik aufgrund eines Basiseffektes zuletzt sogar deutlich rückläufig. Rückgänge im Verlauf mussten das Verarbeitende Gewerbe und auch der Dienstleistungsbereich hinnehmen, während das Baugewerbe nach den Verlusten im ersten Halbjahr wieder etwas Terrain zurückgewinnen konnte. Insgesamt bleibt Sachsen-Anhalts Wirtschaft damit erneut hinter der Entwicklung in Deutschland zurück. Die Hauptgründe sind weiterhin struktureller Natur.

Abstract
Regional economic projections are fundamental for political decision-making in several fields, including land use. Residential as well as commercial land use is affected by regional economic growth. This article describes the methodology and problems of regional economic projections using the example of a medium and long-term projection model for the economic development in Germany and the German states. The model utilizes the production function approach and updates the factors of production, labor and capital, as well as productivity via time series econometric methods. The results for Germany as a whole show that gross domestic product will continue increasing during the time period of 2011 to 2025 despite the demographically caused decline of hours worked. However, the varying forms of demographic change in the German states will lead to regional growth differentials. This is exemplified by a comparison between Saxony and Baden-Württemberg.

Abstract
This article focuses on the impact of agglomeration and labour market factors on the location choice of MNEs in post-transition economies. We compare data from 33 regions in East Germany, the Czech Republic and Poland using a mixed logit model on a sample of 4,343 subsidiaries for the time period between 2000 and 2010. The results show that agglomeration advantages, such as sectoral specialization as well as a region’s economic and technological performance prove to be some of the most important pull factors for FDI in post-transition regions.

Human Capital Mobility and Convergence – A Spatial Dynamic Panel Model of the German Regions

Abstract
Since the fall of the iron curtain in 1989, the migration deficit of the Eastern part of Germany has accumulated to 1.8 million people, which is over ten percent of its initial population. Depending on their human capital endowment, these migrants might either – in the case of low-skilled migration – accelerate or – in high-skilled case – impede convergence. Due to the availability of detailed data on regional human capital, migration and productivity growth, we are able to test how geographic mobility affects convergence via the human capital selectivity of migration. With regard to the endogeneity of the migration flows and human capital, we apply a dynamic panel data model within the framework of β-convergence and account for spatial dependence. The regressions indicate a positive, robust, but modest effect of a migration surplus on regional productivity growth. After controlling for human capital, the effect of migration decreases; this decrease indicates that skill selectivity is one way that migration impacts growth.

The Determinants of Inward Foreign Direct Investment in Business Services Across European Regions

Abstract
The paper accounts for the determinants of inward foreign direct investment in business services across the EU-27 regions. Together with the traditional variables considered in the literature (market size, market quality, agglomeration economies, labour cost, technology, human capital), we focus on the role of forward linkages with manufacturing sectors and other service sectors as
attractors of business services FDI at the regional level. This hypothesis is based on the evidence that the growth of business services is mostly due to increasing intermediate demand by other services industries and by manufacturing industries and on the importance of geographical proximity for forward linkages in services.
To our knowledge, there are no studies investigating the role of forward linkages for the location of FDI. This paper aims therefore to fill this gap and add to the FDI literature by providing a picture of the specificities of the determinants of FDI in business services at the regional level. The empirical analysis draws upon the database fDi Markets, from which we selected projects having as a destination NUTS 2 European regions in the sectors of Business services over the period 2003-2008. Data on FDI have been matched with data drawn from the Eurostat Regio
database. Forward linkages have been constructed using the OECD Input/Output database. By estimating a negative binomial model, we find that regions specialised in those (manufacturing) sectors that are high potential users of business services attract more FDI than other regions. This confirms the role of forward linkages for the localisation of business service FDI, particularly in the case of manufacturing.

Abstract
Das Bruttoinlandsprodukt in Sachsen-Anhalt hat im ersten und zweiten Quartal dieses Jahres deutlich nachgegeben. Erhebliche Rückgänge im Verlauf haben die Industrie und auch das Baugewerbe hinnehmen müssen, während die Verluste im Dienstleistungsbereich eher gering gewesen sein dürften. Sachsen-Anhalt bleibt damit im ersten Halbjahr 2012 deutlich hinter der Entwicklung in Deutschland zurück. Ein wesentlicher Teil der Eintrübung beruht auf der Ausrichtung der Produktion in Sachsen-Anhalt auf Standardprodukte und auf Regionen in Westeuropa sowie dem demographischen Faktor. So profitiert Sachsen-Anhalt aufgrund seiner Produktstruktur nur wenig von den Wachstumstreibern Deutschlands, die zuletzt vor allem aus dem Ausland und hier besonders von Ländern außerhalb Westeuropas sowie von der gestiegenen Nachfrage der privaten Haushalte nach höherwertigen Konsumgütern kamen.

Abstract
Das Bruttoinlandsprodukt in Sachsen-Anhalt hat im Schlussquartal des vergangenen Jahres nach dem starken Anstieg im dritten Quartal in etwa stagniert. Die Industrie erlitt vor dem Hintergrund der konjunkturellen Eintrübung in der Welt und der Risiken im Zusammenhang mit der Schuldenkrise Umsatzverluste. So haben rückläufige Ausfuhren, zum Teil aber auch eingeschränkte private Konsumausgaben und zurückhaltende Investitionen der Unternehmen zu einer Kontraktion der Industrieproduktion geführt. Im Dienstleistungsbereich blieb die Bruttowertschöpfung unter diesem Einfluss nur etwa auf dem Niveau des Vorquartals. Das Baugewerbe legte dagegen aufgrund der milden Witterung und anhaltender Baunachfrage am Jahresende zu; sein deutlicher Zuwachs reichte, um die Rückgänge in der Industrie in etwa auszugleichen. Sachsen-Anhalt bleibt damit im vierten Quartal 2011 hinter der Entwicklung in Deutschland (0,4%) zurück. Allerdings war die konjunkturelle Grundtendenz in Sachsen-Anhalt im Vorquartal wegen der Aufholeffekte nach dem technisch bedingten Ausfall in der Mineralölverarbeitung im zweiten Quartal überzeichnet. Eine schwächere Entwicklung war somit in der Industrie zu erwarten gewesen.
