Returning to East Germany: Labour Market Success Reduces Re-migration Potential

Abstract
In the public debate, the brain drain from East Germany is supposed to be the most critical trend regarding the development and catching-up of the New Länder. Therefore, potential for in- and re-migration has attracted much attention at least in the political context. Our contribution analyses the re-migration potential on the basis of data from a DFG research project focusing on the re-migration intentions of people formerly emigrated from Saxony-Anhalt. The analysis concentrates on two aspects: firstly on the effect of job market success after emigration; secondly on the impact of social ties in the origin and the host region on the re-migration potential. The econometric results confirm the expected effects: On the one hand, an individual’s job market success in the target region reduces the re-migration potential. Likewise, the re-migration potential increases for people whose former expectations were disappointed. On the other hand, the analysis shows the relevance of social ties to the region of origin for re-migration potential.

Abstract
. If regional development agencies assume the cluster concept to be an adequate framework to promote regional growth and competitiveness, it is necessary to identify industrial clusters in a comprehensive manner. Previous studies used a diversity of methods starting with specific regional case studies, input-output methods and different concentration measures. This article presents a new instrument in empirical cluster research – the Qualitative Input-Output Analysis –, which offers the possibility to identify industrial cluster in conjunction with concentration measures. Especially, this method allows the combination of an identified critical mass of regional firms with the necessity of interaction of these firms within an input-output framework. Applying this method to Germany’s “Arbeitsmarktregionen” we find that 103 “Arbeitsmarkregionen“ show first signs of horizontal industrial clusters, while only 28 regions are able to attract vertical industrial clusters. 139 “Arbeitsmarktregionen” did not show signs of industrial clusters according to the research design.

Abstract
A common joke among economist is: Why has god created meteorologists? To make the forecasts of economist look less bad! At the heart of this joke stands the critique that economic forecasts are notoriously inaccurate. Prediction Markets are an attempt to improve these forecasts by aggregating the knowledge of many. The present article takes a closer look at these Prediction Markets. By analysing the existing literature in terms of the relevant theoretical as well as empirical basis, it is shown that an adapted version of the model by Kyle (1985) with noise and insider traders is able to explain the high degree of predictive accuracy, i. e. informational efficiency, of prediction markets. At the same time such a model is able to cope with the Grossman-Stiglitz Paradox (1976) or the No-Trade Theorem (Milgrom & Stokey, 1982), both are common theoretical arguments against informational efficiency. This allows the interpretation of market prices as event probabilities. Even though some empirical artefacts (e. g. the favorite-longshot bias) exist and more research, especially in terms of prediction markets covering economic events, is needed, the overall verdict on these forecasting tools has to be that they are roughly semi-strong efficient. They hence provide an interesting, very accurate and additional tool in forecasting.

Abstract
On behalf of the Thuringian Ministry of Economics, Technology, and Labor, the Halle Institute for Economic Research (IWH) has conducted a survey of current labor market conditions in Thuringia. We forecast changes in labor demand within occupation groups in the period 2009-2015. According to our predictions, 80 000 additional workers are required both to replace older workers reaching retirement age and to accommodate industrial growth resulting from structural change. While the size of the working-age population will be large enough to meet this demand, there is a risk of occupational mismatch and lack of labor market integration of certain groups. In this context we devise policy recommendations. In addition, we present results of a survey of approximately 1 000 Thuringian companies. Interviews were conducted by IWH in the summer of 2008 and cover topics on previous and future staffing policy. The questionnaire focuses on companies’ strategies to meet their demand for skilled labor and their evaluation of potential measures in the fields of education, labor market, and economic policy.

Beyond Incubation: An Analysis of Firm Survival and Exit Dynamics in the Post-graduation Period

Abstract
With regard to the survival rates of business incubator (BI) firms, the literature mainly presents findings of failure rates only during the incubation period. Little is known about the survival or exit dynamics of firms after leaving the incubator facilities. The study approaches this research question by examining the survival of 352 firms from five German BIs after their graduation. The findings suggest that graduation causes an immediate negative effect on survivability that lasts up to three years after leaving the incubators. Furthermore, heterogeneous patterns of post-graduation exit dynamics between the BIs were observed. It was also found that performance during the incubation period is an indicator of the propensity of business closure after graduation. This study offers valuable insights and implications for all stakeholders of BI-initiatives.

Abstract
20 Jahre nach der „friedlichen Revolution“ und dem darauffolgenden Herstellen der staatlichen Einheit Deutschlands legt das IWH erneut eine Dokumentation der gesellschaftlichen, vor allen Dingen der wirtschaftlichen Entwicklung vor. Ziel ist es, anhand von Zahlen, Schaubildern und Tabellen mit entsprechenden Erklärungen die Vielschichtigkeit des Wandels der Neuen Länder aufzuzeigen. Damit fällt auch die Bewertung differenziert aus: Es gibt eine weitgehend modernisierte Infrastruktur, das erste, was an „blühende Landschaften“ erinnern mag. Einige Unternehmen und Standorte konnten sich mit großem wirtschaftlichen Erfolg die Weltmarktführerschaft in wesentlichen Technologien sichern. Aber es gibt auch einen massiven Bevölkerungsverlust, sich entleerende Gebiete. Manche Städte und erhebliche Teile des ländlichen Raums suchen eine neue Aufgabe in der nationalen und internationalen Arbeitsteilung.

European Commission, Leibniz Association and IWH Discuss Innovation Related Policy in Transitions Regions

Abstract
On February 17, 2009, the Halle Institute for Economic Research (IWH) and the Leibniz Association (WGL) held the final conference of the EU-project “Understanding the Relationship between Knowledge and Competitiveness in the Enlarging European Union” (U-know) in Brussels. The research dealt with systemic aspects of innovation and knowledge transfer as well as the development of R&D (research and development) and innovation related policy. Thereby, a particular emphasis was put on the challenges facing the new EU member states and East Germany. The research project proved to be very productive with 54 research papers in refereed journals as well as 33 articles in edited volumes.
The aim of the conference was to present and discuss the main results of the U-know project with experts from the industry as well as the political and scientific community. Within four parallel sessions (Enterprises and markets, Public science and industry links, Systems and governance, Role of institutions), research output was presented. Representatives of the EU Commission commented directly on the presentations with a view on policy implications. In a final panel, all participants underlined the increasing importance of education, R&D, and innovation related policy to support the competitiveness of the EU-15 countries as well as the catching-up process of the new EU member states. The conference has raised significant interest both within the scientific community and the EU Commission.

Abstract
In the context of policy measures that focus on the promotion of entrepreneurship and innovative start-ups on the level of cities and municipalities, since the beginning of the 21st century, there is an explicit tendency to establish a new type of business incubators and technology centers. These support facilities focus their support infrastructure and processes on firms from one specific sector and its particular needs. In Germany, since 1999, nearly one-third of all new business incubators opened with a sector-specific focus. Despite the continuously increasing importance of such specialized business incubators in local and regional development strategies, there is no analysis of these support facilities. On the basis of the key principles of business incubation functionality, supplemented by recent findings of incubator/ incubation research, this article investigates the evolution of this incubator concept in Germany, its regional distribution and describes the benefits to firms of being part of a specialized incubator. Moreover, this article details what are the general conditions and requirements for the long-term success of specialized business incubation initiatives.

A Multidimensional Evaluation of the Effectiveness of Business Incubators: An application of the PROMETHEE outranking method

Abstract
Considerable public resources are devoted to the establishment and operation of business incubators (BIs), which are seen as catalysts for the promotion of entrepreneurship, innovation activities and regional development. Despite the vast amount of research that focused on the effectiveness of incubator initiatives and how to measure incubator performance, there is still a lack of understanding of how to determine incubators that are more effective than others. Based on data from 410 graduate firms, the present article concentrates on this crucial question and compares the long-term effectiveness of five BIs in Germany by applying the multi-criteria outranking technique PROMETHEE. In particular, we investigate whether PROMETHEE is a well suited methodological approach for the evaluation and comparisons in the specific context of business incubation.
