Abstract
This article analyses the effects of heterogeneous economic structures on the long-term development of regional employment. A simple model is introduced to illustrate the beneficial outcomes for households as well as for enterprises of locating in highly diversified municipalities because risk (volatility of income, recruitment costs in a broader sense) diminishes for both. Econometric results for a sample of municipalities in Lower Saxony provide some evidence for a positive effect of local economic diversification on employment opportunities. The results seem to be not confined to the aggregated local labour demand but also apply to most branches the local business sector.

Explaining Investment Trends in European Union Countries

Abstract
In the 1980s and, in particular, in the 1990s the countries of the European Union experienced divergent developments of gross fixed capital formation. Estimating an investment function for a panel of ten countries and analyzing the paths of the determinants of investment in the countries under consideration reveals that the different development of final demand is the main factor responsible for the divergences in investment. Other factors are disparities in the decline of real interest rates and of relative prices for capital goods.

Abstract
The global economy is in the midst of a phase of weakness. In the course of next year, at the earliest, GDP will in many regions expand a little faster than potential output. The German economy, even, remains in a phase of prolonged weakness. In the second half of this year an economic recovery is expected to start here. However, it will proceed only slowly. Aggregate capacity utilisation will continue to decline, and the state of the labour market will deteriorate further. Although the recovery will firm next year and domestic demand will rise slightly, economic growth in Germany will continue to lack dynamism.

Fiscal costs of employment creating schemes - a case study

Abstract
The evaluation on job creation programs shows a longer unemployment duration of treatment than the non-treatment. In a case study we calculate the additional public cost of the treatment and the subsequent demand of treatment compared with the outcome in a non-treated situation. Additionally we are looking on the break even.

Abstract
Due to an increasing fiscal burden by welfare payments, municipalities tend
more and more to initiate employment and training programs under their own
responsibility besides the Federal Labor Agency. However, critics object
that this might predominantly be viewed as an attempt to shift fiscal
burdens to the Federal Labor Agency rather than a policy option towards
labor market integration of low-wage workers. In order to investigate this
issue, the IWH carried out a country-wide survey within twelve
municipalities and rural districts. The sample comprises 200 employable
welfare recipients, among them participants of labor market programs as well
as a reference group of non-participants. The results of the IWH welfare
survey are at best suggesting a moderate success of program participation
with regard to labor market integration. Nevertheless, the programs appear
to be profitable for municipalities, since they succeed in bringing
participants out of welfare dependency. In many cases, however, welfare is
replaced by unemployment support, which means that only the fiscal
responsibility changes. A shortcoming of the results has to be seen in the
fact that municipalities tend to assign especially those people for program
participation, who are already better fitting into requirements of the labor
market. This seriously impairs the comparability of participants and
non-participants. In view of the remarkable amount of expenditures it seems
therefore advisable to put more attention on the effectiveness of the
programs than has been done in the past. This could be achieved by a
stronger orientation towards an experimental design of assignment for
program participation.

Obwohl beträchtliche Mittel in die aktive Arbeitsmarktpolitik fließen, fehlt es bislang an einer systematischen Evaluierung der arbeitsmarktpolitischen Instrumente. Dies liegt primär an der Unzugänglichkeit geeigneter Daten. Am Beispiel der Mitnahmeeffekte bei Strukturanpassungsmaßnahmen für ostdeutsche Wirtschaftsunternehmen werden exemplarisch die Probleme aufgezeigt, die aus der prekären Datenlage entstehen.

Labor Market Analysis and Public Policy: The Case of Morocco

Abstract
This article uses detailed industry and household data to understand why Morocco's labor market performed poorly in 1985–95. The data indicate that marked structural changes and weak demand in the product market were responsible. This article makes two contributions to the literature. The first is specific: it underscores that the demand for labor is a derived demand and that the performance of the product market is an important determinant of the performance of the labor market. The second is more general: it demonstrates that this kind of microeconomic analysis, using data sets that are often available in developing countries, can inform policy design.
