Children, Career, and Compromises: To what Extent does Offspring Affect Labour Force Participation and Career Opportunities of Women in Germany?

Abstract
Germany faces a substantial challenge from demographic change in the forthcoming decades. While large cohorts reach retirement age, the working-age population shrinks. One option to curtail economic effects of this imbalance is to increase female labour force participation. The study uses data from the German Socio-Economic Panel (GSOEP) to analyze the impact of children on careers of women in East and West Germany, respectively in terms of participation and realized wages or occupational prestige. Results indicate strong regional differences, with East German mothers returning much faster to the labour market than their western peers. Participation rates – especially full-time employment – of the latter group remain permanently below levels of childless women. Careers of East German mothers are hampered by a higher risk of unemployment. The mother wage gap is relatively large among western mothers and remains so even after taking into account previous experience and unobserved heterogeneity. The study documents a negative and statistically significant relationship between children and occupational prestige only for West Germany. The observed career differences between mothers in both parts of the country may be rooted in a larger supply of institutionalized child-care arrangements in East Germany.

Low Skill but High Volatility?

Abstract
Globalization may impose a double-burden on low-skilled workers. On the one hand, the relative supply of low-skilled labor increases. This suppresses wages of low-skilled workers and/or increases their unemployment rates. On the other hand, low-skilled workers typically face more limited access to financial markets than high-skilled workers. This limits their ability to smooth shocks to income intertemporally and to share risks across borders. Using cross-country, industry-level data for the years 1970 - 2004, we document how the volatility of hours worked and of wages of workers at different skill levels has changed over time. We develop a stylized theoretical model that is consistent with the empirical evidence, and we test the predictions of the model. Our results show that greater financial globalization and development increases the volatility of employment, and this effect is strongest for low-skilled workers. A higher share of low-skilled employment has a dampening impact.

Abstract
Many empirical studies for Germany consider either the training activities of the unemployed or those of employees. However, a comprehensive comparison of both groups had not been conducted until now. The paper closes this gap. Using data from the latest time-use survey (Zeitbudgeterhebung) of the Federal Statistical Office, the amount of training undertaken by the two groups is compared. Furthermore, the types of activities that are made use of in particular are described. Heterogeneity due to different relevant socioeconomic characteristics in the two groups is eliminated by applying a matching procedure. The findings demonstrate that only 49% of unemployed people participate in any kind of training activity off the job. In the case of full-time employment 59 % would take part. Concerning the average expenditure of time per week the difference is reversed, i.e. the expenditure of time is greater during unemployment. However, a large proportion of the training activities undertaken by the unemployed comprises general training, e.g. by reading books or watching television. Furthermore, the result is driven by a different potential of time that can be used for training activities off the job. In relation to this potential of time, the amount of training activity is still smaller during unemployment.

German Economic Growth in 2008: Temporary Slow Down

Abstract
World economic growth has slowed in the first months of 2008. The main causes are the crisis in the US housing sector and the turmoil in the financial sector in general, the spreading expectation of a recession in the US, and sharply rising prices for energy and food. The German economy, though, is still expanding healthily, with strong investment and export activities. Private consumption, however, shrank at the end of 2007. In 2008, while favorable labor market conditions will improve job security and thus the propensity to consume, real incomes will not rise by much due to the risen inflation rate; consumption will again expand only modestly this year. A slower expansion of the world economy and the stronger euro will dampen exports and investment. All in all, growth will slow to (working-day adjusted) 1.2% in 2008. Chances are good that in the next year, after the negative shocks have faded out a bit, growth will be accelerating again. The East German Economy was on a lower growth path in 2006 and 2007 than the economy in the West, according to recently revised national accounts data. Industrial production, however, is more dynamic in the East. Unemployment rates will continue to decrease faster in the East: as in the rest of Germany, employment is growing, and, contrary to what happens in the West, the labor force is shrinking.

In general, unemployed persons spend more time on further training than full-time employees. Using data of the latest time use survey (Zeitbudgeterhebung) of the Federal Statistical Office, this study analyzes whether this higher potential of time is being used or not. Furthermore, it describes which types of activities are made use of in particular. Heterogeneity due to different relevant socioeconomic characteristics in the two groups is eliminated by the appliance of a matching procedure.
Findings demonstrate that only around 15 % of the unemployed persons participate in further training activities off the job. In case of the full-time employment just under 40 % of the persons would take part. Relating to the average expenditure of time per week the difference decrease clearly. However, altogether the expenditure of time is not higher during unemployment.
A selection of subsamples points out different results, i.e. in some subsamples the expenditure of time for further training is larger during unemployment. However, in the subsample of low skilled persons these results are mainly caused by activities like hearing radio or watching TV. Thus, it is doubtful whether the higher expenditure of time qualifies for the primary labour market.

Abstract
Unemployment is still disappointingly high in most Central and East European countries, and might be a reflection of the ongoing adjustment to institutional shocks resulting from systemic transition, or it may be caused by high labour market rigidity, or aggregate demand that is too weak. In this paper we have investigated the dynamics of unemployment and output in those eight post-communist countries, which entered the EU in 2004. We used a model related to Okun’s Law; i.e. the first differences in unemployment rates were regressed on GDP growth rates. We estimated country and panel regressions with instrument variables (TSLS) and applied a few tests to the data and regression results. We assume transition of labour markets to be accomplished when a robust relationship exists between unemployment rate changes and GDP growth. Moreover, the estimated coefficients contain information about labour market rigidity and unemployment thresholds of output growth. Our results suggest that the transition of labour markets can be regarded as completed since unemployment responds to output changes and not to a changing institutional environment that destroys jobs in the state sector. The regression coefficients have demonstrated that a high trend rate of productivity and a high unemployment intensity of output growth have been occurring since 1998. Therefore, we conclude that labour market rigidities do not play an important role in explaining high unemployment rates. However, GDP growth is dominated by productivity progress and the employment-relevant component of aggregate demand is too low to reduce the high level of unemployment substantially.

Abstract
In this paper the seasonal unit root test of Hylleberg et al. (1990) is generalized to cover a heterogenous panel. The procedure follows the work of Im, Pesaran and Shin (2002). Test statistics are proposed and critical values are obtained by simulations. Moreover, the properties of the tests are analyzed for different deterministic and dynamic specifications. Evidence is presented that for a small time dimension the power is slow even for increasing cross section dimension. Therefore, it seems necessary to have a higher time dimension than cross section dimension. The new test is applied for unemployment behaviour in industrialized countries. In some cases seasonal unit roots are detected. However, the null hypotheses of panel seasonal unit roots are rejected. The null hypothesis of a unit root at the zero frequency is not rejected, thereby supporting the presence of hysteresis effects.

Abstract
The paper evaluates the effects of two labor market programs in Germany, namely the Job Creation- /Structural Adjustment Scheme and Vocational Training, on the unemployment duration of long term unemployed persons. The study uses data from the Mikrozensus Sachsen. A two step Nearest-Neighbor-Matching is employed to solve the sample selection problem. The first step is the estimation of the participation tendency to obtain potential pairs and to compute their Mahalanobis distances. For the assignment of pairs in the second step two different procedures are used: a standard technique and a new one - the iterative improvement of an initial assignment. This process is superior to the standard matching algorithms in the sense that it allows for a closer match between participants and non-participants. Including additional information about a person’s employment history enables us to eliminate the bias due to unobservables. The impact of participation in a labor market program is evaluated by comparing the unemployment duration between both groups using the Cox Proportional Hazard Model. Overall we find empirical evidence that both participation in Job Creation- /Structural Adjustment Scheme and Vocational Training result in even longer unemployment.
