Abstract
The paper investigates the distribution of equivalence-weighted net household income for West and East Germany, covering the period from 1996 to 2002. The data set used is the annual cross section data set “Mikrozensus”. The main issues of the paper are twofold. First, we analyze standard measures of income distributions as well as measures of inequality. Second, we set up a Logit model to explain relative poorness in East and West Germany using Mikrozensus data to capture household characteristics. The main focus in this section deals with the question how different types of forms of living and the number of children will affect the risk of falling into precarious income situations. The results show that the risk of getting poor is higher for families with children as well as for single persons with children.

Abstract
The paper investigates the distribution of income in West and East Germany over the period 1996 to 2002 using data from the respective microcensus. Special emphasis is put on the income distribution of those households and living communities which can be characterized as relatively poor. To single out the possible determinants of relative poorness we use Logit regressions. It turns out that the most important source of relative poorness is related to the number of children living in a household as well as the status of the family.

Abstract
The availability of knowledge is an essential factor for an economy in global competition. New knowledge is often produced at a different place from its implementation. Thus knowledge transfer is necessary. One possible transfer channel is the employment of people with distinct knowledge not yet available in a company. This study analyses the conditions of efficient transfer of new employees in companies with a game-theoretic model.
It is shown that a high additional reward in relation to the additional effort necessary for knowledge transfer enhances the transfer. But other incentives play a significant role as well, e.g. an adequate team size and a good working atmosphere.

Intermediate central communities in Rural Regions - A qualitative instrument for analysis

Abstract
This study shows specific strengths and weaknesses of the economic potential of rural regions by using qualitative, statistic methods. At this, groups of central communities are formed to analyze their potentials. The application of intermediate central communities, which are a functional link between periphery and main central communities, is the particular characteristic of this study, which applies the municipality as the least possible regional level of analysis. There is a massive, structural need for adjustment in the Eastern German States for these central communities. Furthermore, specific, structural deficits can be shown for the West German States as well. The recommended method allows to take all relevant deficits adequately into consideration within a regional policy. The delineated statements provide sufficient statistical support.

The coalition treaty from a fiscal point of view

Abstract
After weeks of negotiations the coalition finally agreed on the conditions for their political work. Not surprisingly, the coalition agreement is complex and intransparent – with a multitude of single measures far away from a precise definition. Quantifying the programme and estimating resulting cash flows is currently difficult; official calculations are – if at all – only partly available. Anyhow, the contract will form the basis for economic policy during the next four years; therefore its evaluation by now is indispensable. The thin red line of the agreement – not astonishingly when considering the precarious financial situation of the public sector – is consolidation. However, more than 80% of the consolidation volume results from the revenue side. Though one third of this is due to the cutback of tax exemptions, the lion’s share comes from raising tax rates, mainly the VAT standard rate. In contrast, cutting back public expenditure is minor and the agreement clearly comes short of the Koch/Steinbrück proposal; even new tax reliefs are created. The consolidation is almost completely borne by private households. Enterprises as a whole are barely hit. However, they have to wait until 2008 for a reform of company taxation – one of the most pressing problems in this legislative period. To reduce the companies tax burden until the reform starts the conditions for tax depreciation are temporarily relaxed. Anyway, from an international point of view the statutory tax rate is an important signal to enterprises deciding where to invest. Lowering effective tax rates by changing depreciation conditions is intransparent and, thus, will be less effective. Furthermore savings within the public sector are planned to accomplish consolidation; 10 billion Euro should result from efficiency gains and reduced expenditure. Consolidation measures mainly focus on the budget of the federal government. However, Länder and communities will participate in the additional tax revenues. In contrast, social securities will loose – and therefore also the share of employment that is subject to social insurance contribution. Particularly the unemployment insurance will be burdened by the decrease of its premium rate. Besides, the federal government will reduce its grants to the pension funds and most notably the health system. The contract is dominated by fiscal constraints. Cyclical requirements are considered only cursory and pressing structural reforms are put off. The reforms of company’s taxation, of fiscal federalism, of the health system as well as a proceeding reform of the labour market are only proposed. How and when measures in these fields are realised will determine whether fiscal policy can set a new course.

Quality of Service, Efficiency, and Scale in Network Industries: An Analysis of European Electricity Distribution

Abstract
Quality of service is of major economic significance in natural monopoly infrastructure industries and is increasingly addressed in regulatory schemes. However, this important aspect is generally not reflected in efficiency analysis of these industries. In this paper we present an efficiency analysis of electricity distribution networks using a sample of about 500 electricity distribution utilities from seven European countries. We apply the stochastic frontier analysis (SFA) method on multi-output translog input distance function models to estimate cost and scale efficiency with and without incorporating quality of service. We show that introducing the quality dimension into the analysis affects estimated efficiency significantly. In contrast to previous research, smaller utilities seem to indicate lower technical efficiency when incorporating quality. We also show that incorporating quality of service does not alter scale economy measures. Our results emphasise that quality of service should be an integrated part of efficiency analysis and incentive regulation regimes, as well as in the economic review of market concentration in regulated natural monopolies.

Abstract
According to theoretical implications the succes of enterprises benefits from co-operation and integration into networks. Enterprises of the biotechnology sector in particular have a high propensity to build up co-operations. Estimations of the growth of firms using co-operation-based and non-co-operation-based factors as independent variables reveal a significantly positive influence of the propensity of co-operation as well as networking. In this regard scientific institutions and universities located in geographical proximity of firms play an important role. From this analysis it can be generalized and concluded, concerning other industries too, that networks emerge automatically under certain conditions. Nevertheless their creation and development should be encouraged, e.g. by efficiency incentives for public research and education of universities as well as an intensification of co-operation and networking between the scientific and the corporate sector. This can promote the technology and human capital transfer.

Abstract
The study deals with innovation cooperation as a means to improve the competitiveness of enterprises. The empirical study compares the cooperation behaviour of innovative enterprises in Germany to other West European countries as well as between East and West Germany. The database used is the second Community Innovation Survey (CIS-2) of the EU. While German firms exhibit a cooperation frequency slightly below the average of the European Economic Area (EEA), enterprises in North European countries are by far most active with respect to cooperation frequency. The most important cooperation partner for firms in the EEA are other firms within the enterprise group, followed by suppliers and customers while German firms cooperate most frequently with universities. The comparative investigation of innovation cooperation in East and West Germany shows that East German firms cooperate more often than West German firms. However, a productivity advantage of cooperating firms against non-cooperating firms is only observable in West Germany. In East Germany, cooperating firms even exhibit a lower sales productivity than non-cooperating firms, which is explainable most probably through the fact that cooperation activities translate into productivity advantages only in the long run.

Abstract
After the deregulation of the German electricity markets in 1998, the German government opted for a regulatory regime called negotiated third party access, which would be subject to ex post control by the federal cartel office. Network access charges for new competitors are based on contractual arrangements between energy producers and industrial consumers. As the electricity networks are incontestable natural monopolies, the local and regional network operators are able to set (monopolistic) charges at their own discretion, limited only by their concerns over possible interference by the federal cartel office (Bundeskartellamt). In this paper we analyse if there is evidence for varying charging behaviour depending on a supplier`s economic independence (structure of property rights) or its level of vertical integration. For this purpose we hypothesise that incorporated and vertically integrated suppliers set different charges than independent utility companies. Multivariate estimations show a relation between network access charges and the network operator’s economic independence as well as level of vertical integration. On the low voltage level, for an estimated annual consumption of 1700 kW/h, vertically integrated firms set – as predicted by our hypothesis - significantly lower access charges than vertically separated suppliers, whereas incorporated network operators charge significantly higher charges compared to independent suppliers. There is insufficient evidence available to confirm these results for other consumptions or voltage levels.

Stability and Growth Pact: No appropriate Strategy for Consolidation

Abstract
In the last years public budgets in the EU worsened more an more. Especially when considering the demographic development in western industrial countries and, thus, increasing pressures on public spending, these findings are distressing. Consolidation can either be achieved by a sequence of discretionary policy decisions or be the result of a fiscal rule – whereas the last seems to be predominant. Creating the Stability and Growth Pact the EU decided to establish a fiscal rule. This rule, which apparently has failed to reign in public deficits. So a reforming debate has recently started. The superiority of a rule crucially depends on whether it is well defined and whether it satisfies certain criteria. According to these criteria the Stability and Growth Pact clearly shows weak points. Moreover the proposals now discussed not only show the same weaknesses – they even create new ones and mainly work by reducing requirements. Against this background the IWH again proposes the implementation of a spending path that is superior to the Stability and Growth Path.
