Abstract
Die 300 vom IWH befragten ostdeutschen Bauunternehmen bewerten ihre Geschäftslage im April erheblich günstiger als in der vorangegangenen Umfrage im Februar. Auch gegenüber Jahresfrist zeigt sich eine Verbesserung. Hinsichtlich der Geschäftsaussichten bis zum Herbst überwiegen nun wieder die Optimisten, auch wenn sich gegenüber dem Vorjahreszeitraum ein geringer Stimmungsabfall ergibt. Aufwärtsgerichtet ist die Entwicklung am Bau auch unter Ausschluss der Saisonschwankungen: Das Geschäftsklima hellt sich insgesamt auf.

Possible Ways for Developing a Media City: Chances for Newcomer Cities are rather Limited!

Abstract
Numerous cities try to set up themselves as centres of creative businesses, especially for media industry. Behind such strategies for supporting the local media economy stands the aim to profit from the high share of supra-regional sales in the media economy, from possible image effects as well as – especially in Germany – from the backflow of taxes for public broadcasting. Against this background, the article examines the efficiency of possible instruments for local decision makers to improve the location conditions for the media industry. An analysis of the location preferences of the media industry shows that localization economies as well as urbanization economies have a high importance. Economic measures to generate or strengthen these effects are the attraction of public broadcasting stations, the assignment of subsidies for local film and media producers, the endowment with science facilities and educational institutions which are relevant for media, the establishment of business incubators specialized on media industry, and the development of inter-firm networks and special city districts for the local media industry. Our analysis shows that most of these instruments have only limited impacts. In particular, cities without public broadcasting stations and without educational institutions relevant for the branch probably will not have the chance to become media cities.

Im Fokus: Kurzarbeit – Retter in der Not?

Abstract
Die Zahl der Kurzarbeiter ist Ende des Jahres 2008 sprunghaft gestiegen. So nahm die Zahl der Kurzarbeiter von September bis Dezember 2008 um 220 000 Personen zu; im Jahr zuvor stieg sie im gleichen Zeitraum „nur“ um 44 000. Zwar ist ein nicht unbeträchtlicher Teil der starken Erhöhung auf saisonale Faktoren zurückzuführen. Bemerkenswert ist jedoch der kräftige Anstieg der konjunkturell bedingten Kurzarbeit: Im betrachteten Zeitraum nahm diese um 160 000 Personen zu, das sind fast drei Viertel des gesamten Zuwachses. Hingegen nahm sie im Vergleichszeitraum des Jahres 2007 um 10 000 Personen ab.

Abstract
Zum Erfahrungswissen der Ökonomen zählt, dass Wirtschaftskrisen den Strukturwandel beschleunigen. Gewährt der Staat Erhaltungssubventionen, dann kann sich dies später durch erhöhte Kosten und ein Fehlen an Wettbewerbsfähigkeit rächen. Aber auch Branchen, die in einer frühen Phase des Marktzyklus stehen, können erheblich unter Druck geraten, weil ihnen plötzlich die Nachfrage wegbricht, die es ermöglichen sollte, die Basis einer langanhaltenden Marktdurchdringung zu legen.

Municipal Enterprises as Shadow Budgets – How do they Affect the Actual Budgetary Situation of Germany´s Local Governments?

Abstract
Outsourcing of municipal tasks from the core budget to municipal enterprises tends to distort the perception of the actual financial position, net assets and results of operations of the German local governments. Excess supply or -demand of/for local public services might be possible consequences of this development. Hence, this article attempts to develop a more comprehensive picture of the municipal budgetary position by a simultaneous analysis of selected indicators. Furthermore, the methodological problems of the calculations are illustrated.
If these shadow budgets are taken into account, the total per capita revenues, -investments and -debts will increase by approximately one third to 50%. However, the share of the municipal employees belonging to the core administration in the total number of municipal employees is 75%. Although only about 22% of the expenditures for certain voluntary municipal tasks have been outsourced, there seems to be an upward trend.
The study also indicates that there are significant differences between Eastern and Western German cities. These include the higher revenues from municipal enterprises, the higher debts per capita and the higher expenditures on culture, sports, leisure services or the promotion of science in Eastern Germany.
The results should be interpreted carefully due to some shortcomings of the official statistics. For example, internal cash flows cannot be totally eliminated. Moreover, indirect municipal majority holdings as well as the municipal savings banks are not included in the results.
All in all, it remains to be seen whether the initiated reforms concerning the introduction of double-entry accounting into the local government budgeting system will help to achieve the ideal goal of a meaningful “consolidated financial statement” for the “city company”.

Interest Rate Convergence in Euro Candidate Countries: A Dynamic Analysis

Abstract
The study advocates a dynamic approach to monetary convergence to a common currency that is based on the analysis of financial system stability. Accordingly, the study tests empirically volatility dynamics of the ten-year sovereign bond yields of the 2004 EU accession countries in relation to the euro zone yields during the January 2, 2001 to January 22, 2009 sample period. Results show a varied degree of bond yield co-movements, the most pronounced for the Czech Republic, Slovenia and Poland, and weaker for Hungary and Slovakia. However, since the EU accession, the study finds some divergence of relative bond yields. One can argue that a ‘static’ specification of the Maastricht criterion for long-term bond yields is not fully conducive for advancing stability of financial systems in the euro-candidate countries.

Abstract
Im letzten Quartal des vergangenen Jahres hat die Rezession die ostdeutsche Wirtschaft erfasst. Das Bruttoinlandsprodukt war das zweite Mal in Folge gesunken, und zwar mit 1,6% deutlich kräftiger als zuvor. Der Stand vor Jahresfrist wurde um 0,4% unterschritten (Deutschland: −1,6%). Der Produktionseinbruch kam aus der Industrie, die hohe Umsatzeinbußen im Ausland hinnehmen musste. Auch die Geschäfte im Inland ließen nach, jedoch hielt sich hier der Rückgang in Grenzen. Unter dem Produktionseinbruch litten vor allem die Hersteller von Investitionsgütern und von Vorleistungsgütern. Die vergleichsweise geringe Ausrichtung auf die Auslandsmärkte bewahrte das ostdeutsche Verarbeitende Gewerbe vor Schlimmerem. Die industrielle Wertschöpfung lag um 4,4% unter dem Stand vom Schlussquartal des Vorjahrs. Auch die Bauleistungen haben nachgegeben. Die Leistung des Verkehrsgewerbes wurde von dem verringerten Güteraufkommen beeinträchtigt. Der Abschwung hat auf die Unternehmensdienstleister übergegriffen.

Abstract
Hat der Staat mit dem „Enteignungsgesetz“ den Rubikon überschritten? „Alea iacta est“, die Würfel sind geworfen – noch nicht gefallen, man kann noch zurück. Aber auch Cäsar kehrte nicht um, er stellte die Systemfrage! Es gab frühzeitig eine Vielzahl ordnungsökonomisch verträglicher Vorschläge, beispielsweise einer „chirurgischen Abspaltung mit strategischer Insolvenz“ aus dem IWH, wie das Problem Hypo Real Estate (HRE) bewältigt werden könnte, die auch in Berlin weiterentwickelt wurden. Aber die drastische Sicht der Dinge hat sich durchgesetzt. Wichtigste gegenwärtige Aufgabe wird es sein, künftige Übertreibungen beim Eingriff in die Marktkräfte – der Staat kann und darf alles – einzudämmen. Denn die Herausforderungen werden noch wachsen: Bleibt die bisherige Geldpolitik weitgehend unwirksam, dann wird sich die Frage nach dem Einsatz unkonventioneller Instrumente stellen, die im angelsächsischen Bereich bereits genutzt werden. Falls Staaten in Schieflage gerieten, müssten Summen bewegt werden, die ein Mehrfaches der Anstrengung zur Rettung der HRE betragen.

Changing patterns of employment

Abstract
In Germany, the typical pattern of employment is still an employee with open-ended full time contract (standard employment relationship). Nearly three out of four employed persons work in that type of employment. However, during the last years, a number of other employment models expanded in the labour market: part-time, temporary, short-term and marginal workers. Main reasons for that development are the effects of globalization, the structural change in modern economies (the increasing importance of the services sector), and changing preferences on the part of employees to achieve a better work-life-balance. The article deals with the rise of atypical employment relationships. We find that atypical work is a domain of female and young people. During the last years, atypical employment relationship in West and East Germany increased similarly due to globalization. Differences in employment patterns between East and West could be linked to employment behaviour and structural determinants.
