Business Networks in the Leipzig, Dresden, Chemnitz and Halle Regions: Do Member Firms Locate in Spatial Proximity?

Abstract
The business landscape in East Germany mainly consists of small and medium-sized firms. This in mind, business networks may contribute to an improvement of the economic performance of firms which collaborate in business networks. For successful networking a mix of network members being locally concentrated on the one side and of partners from distant regions, especially from abroad, on the other side, is important. In regional economics, this duality is highlighted for two reasons: personal contacts of partners which are located in spatial proximity to each other may ease the transfer of tacit knowledge. The flow of tacit knowledge can be regarded as a factor which enhances innovation processes. However, the inclusion of partners from abroad is important, too. It facilitates access to the most advanced knowledge and technologies worldwide. The academic debate on networking regards a one-sided orientation on the local dimension of networking as risky due to possible lock-in effects. The empirical findings for 93 business networks existing in the regions of Leipzig, Dresden, Chemnitz and Halle, which are located in the southern part of East Germany, reveal a great proportion of network members concentrated locally: On average, this is the case with more than 50% of the network members. 10% of members are located in the other three city regions mentioned. More than one third of firms are located outside, in other German regions, of which around the half in the states of Saxony and Saxony-Anhalt. A minority of 2% is located abroad. However, for the transfer of externally existing knowledge other network members may be relevant, too. To illustrate: More than four fifths of the networks under investigation include public research units (universities etc.) which usually play an important role when it comes to an inter-regional and international knowledge transfer.

20 years of innovation policy in East Germany – from a pure “survival support” to high-tech subsidy

Abstract
The article uses the occasion of “20 years German re-unification” in order to provide an overview of the range of innovation policy schemes in East Germany with the intention to identify changing patterns or paradigms in its philosophy and priorities over time. In general, innovation policy schemes aim at increasing research and development (R&D) activities of companies in order to strengthen their competitiveness as market incentives for R&D are usually too low (problem of market failure). However, in East Germany in the early 1990s the situation was different. At the very beginning, the transformation process in East Germany was accompanied by innovation policy schemes that aimed at the pure maintenance of industrial research and the stock of R&D personnel since the potential for innovation was at a risk to be eliminated completely. In the late 1990s the intention of innovation policies changed. Instead of financial support primarily for human resources, innovation policy schemes since then focused on the support of cooperation projects between different research entities (companies and scientific organizations) and, later on, also the setup of networks in order to close the economic differences between East and West Germany.

Abstract
The Photovoltaic-(PV)-Industry is a comparatively new industrial sector which is affected by high level of uncertainty. This uncertainty is derived from different technology paths as same as uncertainty about the future market developments. Important instruments to come up with uncertainty are firm networks. Thereby the state of the knowledge about the degree of interconnectedness between the German PV-industry is poor. This article aims to close this gap by giving an overview about the integration of PV-enterprises in firm networks.
The empirical analysis of the network structure of the German PV-industry thereby confirms the expected high level of network relations. Almost nine out of ten firms cooperate with other PV-firms in Germany. Also, the intensity of cooperation turns out to be above the average compared to other industrial sectors. On average one PV-firm cooperates with 5.8 other PV-firms. This indicates possibilities for a better knowledge exchange in the sector. Overall the high cooperation intensity supports the assumption that PV-industry is able to benefit from the spatial concentration of the industry in the region.
Despite the dense network which has already emerged, the promotion of networks can still be an efficient paradigm to support innovativeness and growth in this sector. This is going to be even more successful if the results of the network analysis are integrated into the government supporting scheme.

Market Concentration and Innovation in Transnational Corporations: Evidence from Foreign Affiliates in Central and Eastern Europe

Abstract
Purpose – The main research question of this contribution is whether local market concentration influences R&D and innovation activities of foreign affiliates of transnational companies.
Methodology/approach – We focus on transition economies and use discriminant function analysis to investigate differences in the innovation activity of foreign affiliates operating in concentrated markets, compared to firms operating in nonconcentrated markets. The database consists of the results of a questionnaire administered to a representative sample of foreign affiliates in a selection of five transition economies.
Findings – We find that foreign affiliates in more concentrated markets, when compared to foreign affiliates in less concentrated markets, export more to their own foreign investor's network, do more basic and applied research, use more of the existing technology already incorporated in the products of their own foreign investor's network, do less process innovation, and acquire less knowledge from abroad.
Research limitations/implications – The results may be specific to transition economies only.
Practical implications – The main implications of these results are that host country market concentration stimulates intranetwork knowledge diffusion (with a risk of transfer pricing), while more intense competition stimulates knowledge creation (at least as far as process innovation is concerned) and knowledge absorption from outside the affiliates' own network. Policy makers should focus their support policies on companies in more competitive sectors, as they are more likely to transfer new technologies.
Originality/value – It contributes to the literature on the relationship between market concentration and innovation, based on a unique survey database of foreign affiliates of transnational corporations operating in Eastern Europe.

The Role of the Intellectual Property Rights Regime for Foreign Investors in Post-Socialist Economies

Abstract
We integrate international business theory on foreign direct investment (FDI) with institutional theory on intellectual property rights (IPR) to explain characteristics and behaviour of foreign investment subsidiaries in Central East Europe, a region with an IPR regime-gap vis-à-vis West European countries. We start from the premise that FDI may play a crucial role for technological catch-up development in Central East Europe via technology and knowledge transfer. By use of a unique dataset generated at the IWH in collaboration with a European consortium in the framework of an EU-project, we assess the role played by the IPR regimes in a selection of CEE countries as a factor for corporate governance and control of foreign invested subsidiaries, for their own technological activity, their trade relationships, and networking partners for technological activity. As a specific novelty to the literature, we assess the in influence of the strength of IPR regimes on corporate control of subsidiaries and conclude that IPR-sensitive foreign investments tend to have lower functional autonomy, tend to cooperate more intensively within their transnational network and yet are still technologically more active than less IPR-sensitive subsidiaries. In terms of economic policy, this leads to the conclusion that the FDI will have a larger developmental impact if the IPR regime in the host economy is sufficiently strict.

Abstract
Innovation ist der wesentliche Motor wirtschaftlicher Entwicklung. Denn vor allem die Andersverwendung von Ressourcen, weniger deren Mehreinsatz führt zu Wachstum und Wohlstand. Aus diesem Grund stellt Innovation auch einen wichtigen Ansatzpunkt für eine auf Wachstum zielende Politik dar. Dies gilt sowohl auf gesamtwirtschaftlicher Ebene als auch für einzelne Branchen und Regionen.
In Innovationsprozessen stellt Wissen die entscheidende Ressource dar. Wissen ist mehr als bloße Information. Es umfasst insbesondere auch die Fähigkeit, Informationen zu interpretieren und anzuwenden bzw. ihre Anwendbarkeit einzuschätzen. Wissen ist an Menschen gebunden und lässt sich vielfach nur in direktem persönlichen Kontakt weitergeben. Aus diesem Grund hat Wissen eine regionale Dimension: Die Verfügbarkeit von Wissen hängt davon ab, wo sich die Menschen aufhalten, die über dieses Wissen verfügen. Dies ist ein wesentlicher Grund dafür, dass die Fähigkeit zur Innovation von Region zu Region wesentliche Unterschiede aufweisen kann.
Für eine Politik, die auf die Stärkung der Innovationsfähigkeit von Regionen gerichtet ist, kommt den öffentlichen Forschungseinrichtungen – Universitäten, Fachhochschulen und außeruniversitären Forschungsinstituten – aus mindestens zwei Gründen zentrale Bedeutung zu:
Erstens verfügen die öffentlichen Forschungseinrichtungen in besonderem Maße über innovationsrelevantes Wissen. Ihre Kernaufgabe ist es, Wissen zu produzieren, zu sammeln und weiterzugeben.
Zweitens ist der Bereich der öffentlichen Forschungseinrichtungen – im Gegensatz zur privaten Wirtschaft – von der Politik direkt gestaltbar.
Aus diesen Gründen stellt die Steuerung des Hochschulsektors ein zentrales Handlungsfeld der Innovationspolitik dar.

Spatial Distribution of East German Innovative Competencies: Significant Increase in the Southwestern Hinterland of Berlin and in the Centres of Saxony and Thuringia

Abstract
Patent applications constitute an essential indicator for the extent of innovative activities in an economy or region. Due to the fact that innovative activities are in general spatially concentrated, policy makers perceive in this information starting points for a growth-oriented regional policy. Against this background, the Halle Institute for Economic Research (IWH) in 2004 had examined the spatial distribution of industries, firm networks and innovative competencies in the context of an area-wide study for East Germany. Newly available data for the patent statistics allow for an updating of these results regarding the innovative competencies for the time period from 2000 to 2005. In comparison to the time period between 1995 and 2000, an increase in innovative competencies becomes evident. This growth takes place almost exclusively in regions where innovative competencies are already domiciled. All in all, the growth dynamics of East Germany with regard to patent applications is slightly behind the West German one. The distribution of technological fields, to which the applied patents refer to, remained largely constant during the two observation periods. In the area of bio-technology, electrical engineering and of health care the standing of East Germany has further improved. With regard to political implications, the data should not be used for imposing technology specific support programs. Instead a tax relief for R&D independent of the used technologies seems to be more adequate.

Economic 'Clusters' in East Germany: Evidence on the Location and the Characteristics of Spatially Concentrated Industries

Abstract
The contribution provides empirical findings, which regions in East Germany show spatially concentrated industries possessing ”cluster” qualities. The latter are regarded as being existent if spatially concentrated industries coincide with networking activities and innovative competences. The findings reveal that spatially concentrated industries possessing the qualities sketched are relatively rare, and they are, if existent, primarily located in the East German agglomerated spaces. This in mind, the article draws the conclusion, that spreading regional policy schemes by the “watering can principle” should be avoided. Instead, the resources should be concentrated on locations where spatially concentrated industries are existent. Networks and innovative competences should be strengthened there.

Abstract
The contribution presents the results of an empirical study conducted by the Halle Institute for Economic Research on behalf of the Federal Office for Building and Regional Planning. The study concerns the identification of “regional clusters” for all spatial planning regions in East Germany. As criteria to identify clusters, three components were taken into consideration: spatially concentrated industries, enterprise networks and innovative competence fields, whereas, for the purpose of identifying “clusters”, the networks and innovative competences have to show a co-incidence with the industry which is spatially concentrated. Cases of co-incidence of all three elements were categorised as economic development cores (or spots), i. e. as forms of spatially concentrated economic activities which show cluster-relevant qualities. For regions which possess economic development spots, the growth perspectives can be expected as more favourable in comparison with other regions. The findings show a particularly high concentration of economic development spots in the Berlin region as well as in the Federal States of Saxony and Thuringia, where the cities of Dresden, Leipzig, Erfurt and Chemnitz form delineating points within which a particularly high number of economic development spots are existent. As a consequence, the study might initiate a debate in favour of a stronger spatial concentration of regional policy measures instead of spreading the resources by “watering can principle”.

Der Begriff „Cluster“ ist in jüngster Zeit für die Akteure der Raumentwicklungspolitik auf allen Ebenen des Staates fast zu einer Art Zauberformel zur Beschwörung der Kräfte des regionalen Wirtschaftswachstums geworden. Die Sache hat allerdings mindestens zwei Haken: erstens hat jeder Akteur seine eigene Auffassung von dem, was unter Clustern zu verstehen ist; zweitens besteht ebenfalls keine Einigkeit darüber, mit welchen Strategien die vorhandenen Cluster unterstützt oder neue Cluster entwickelt werden sollten.
