Abstract
The link between banking integration and financial stability has taken center stage in the wake of the current financial crisis. To what extent is the banking system in Europe integrated? What role has the introduction of the common currency played in this context? Are integrated banking markets more vulnerable to contagion and financial instability? Does the fragmented regulatory framework in Europe pose special problems in resolving bank failures? What policy reforms may become necessary? These questions are of considerable policy interest as evidenced by the extensive discussions surrounding the design and implementation of a new regulatory regime and by the increasing attention coming from academia.

The Formation of Photovoltaic Clusters in Eastern Germany

Abstract
One of the weaknesses of the East German economy is the relative lack of management functions and headquarters along with the relatively low research and developing efforts of the companies. With the emergence of new industries, there is a chance to respond to these weaknesses. Against this background, the article examines the emergence and development of the photovoltaic industry in Eastern Germany. The strong production and sales growth of the industry in the recent years is a result of central government funding programs. But up to now, East German regions have profited disproportionately from the growth of the sector. In 2008, we find about 14 000 direct industry employees in this sector in Eastern Germany.
Based on the Window of Locational Opportunity concept (WLO) by Storper and Walker – a stage model of industrial development –, this article describes the reasons of the development of the industry in Eastern Germany from 1996 until 2008. In spite of persistent growth processes and the foundation of new companies within the photovoltaic industry, a concentration on some certain locations, linked with the process of the formation of industrial clusters, becomes apparent. In a first result of the emergence of clusters, the regions of Bitterfeld-Wolfen, Dresden/Freiberg, Erfurt/Arnstadt, Frankfurt (Oder) and Berlin build leading sites in Eastern Germany.

IWH-Bauumfrage in Ostdeutschland zum Jahresauftakt 2009: Konjunkturkrise zeigt erste Auswirkungen

Abstract
Im Jahr 2008 haben 45% der befragten ostdeutschen Bauunternehmen ihre Produktion ausweiten und 20% stabil halten können. Damit wurden die Erwartungen der Unternehmen über die Dynamik der Bauleistungen im zurückliegenden Jahr weit übertroffen. Eine Umsatzsteigerung haben im Dezember 2007 nur 20% und eine stabile Entwicklung 49% der Bauunternehmen in Aussicht gestellt. Alles in allem ergibt sich das dritte Jahr in Folge eine Zunahme der Bauproduktion, auch wenn diese schwächer ausfällt als in den beiden Jahren zuvor.

Abstract
Zu Jahresbeginn 2009 hat sich das Geschäftsklima im Verarbeitenden Gewerbe Ostdeutschlands weiter abgekühlt, wie die Ergebnisse der IWH-Industrieumfrage vom Januar unter rund 300 Unternehmen zeigen. Sowohl ihre aktuelle Geschäftslage als auch ihre Geschäftsaussichten bewerteten die Unternehmen nochmals schlechter als bereits in der Novemberumfrage. Allerdings fiel der Rückgang bei weitem nicht so kräftig aus wie zuvor. Die positiven Urteile überwiegen noch immer. Nahezu ausgeglichen sind die optimistischen und pessimistischen Einschätzungen bezüglich der Geschäftsentwicklung bis zum Sommer.

Determinants of Academic-Industry Linkages and Incubator-internal Cooperation Patterns of Incubator Firms: Empirical Evidence from Germany

Abstract
The article examines cooperation patterns of firms located in German business incubators (BIs) and technology centers. Based on cross-sectional data, the study explores the network activities within the tenant portfolio and the academic-industry linkages of the tenant firms. In this respect, we contribute to the literature on the impact of business incubation by explicitly considering differences regarding cooperation patterns between diversified and specialized incubator facilities. Contrary to common assumptions, we do not find a higher propensitiy for incubator-internal cooperation activities for firms located in specialized BIs. However, firms located in specialized BIs show significantly higher propensity to engage in academic-industry linkages compared to firms located in diversified incubators.

Abstract
Die deutsche Photovoltaik-Industrie ist seit der Einführung des Erneuerbare-Energien-Gesetzes (EEG) im Jahr 2000 durch starkes Wachstum gekennzeichnet. Die im EEG enthaltene Festlegung garantierter Einspeisevergütungen führte zu enormen Nachfragesteigerungen, die den Ausbau der Produktionskapazität an Solaranlagen stets überstiegen. Die resultierende Knappheit von Solaranlagen schuf einen attraktiven Markt für Unternehmen − Markteintritte, Beschäftigungswachstum und umfangreiche Investitionen in den Ausbau der Produktionskapazitäten wurden ermöglicht. Dieser Trend setzt sich bis heute fort und führt zur positiven aktuellen Einschätzung der Geschäftssituation der Photovoltaik-Industrie − hier am Beispiel der Installateure.

Business Cycle Forecast 2009: World Financial Crisis Triggers Deep Recession in Germany

Abstract
At the beginning of 2009, the major industrialized economies are in recession. The financial turmoil has developed into a crisis of confidence to and solvency of the financial sector, raising financing costs and lowering the value of assets for firms and households. Monetary and fiscal policies have reacted strongly, but they will not succeed in ending the recession until the financial sectors in the US and in Western Europe have stabilized. This forecast is made under the assumption that stabilization will start in the second half of 2009 because the continued protection of important financial institutions by governments will restore confidence – albeit at a low level – and because at this time, the fall of US-house prices will start to fade off.
The German economy is hit particularly hard, because the financial crisis depresses worldwide investment demand and the sectors producing investment goods are at the heart of the German economy. The recession will not end before the second half of 2009, and capacity utilization will decrease throughout the year. We expect a tentative revival to begin in a recovery of exports. While private investment will shrink markedly, consumption of private households and the government as well as public investment will dampen the downturn. GDP will shrink by 1.9% in Germany and in East Germany by 1.5% because this region is less dependent on exports.
Economic policy has to help restoring confidence, and this can only be achieved if it behaves in a consistent and predictable way.

Abstract
We estimate the effect of internet penetration on retail bank margins in the euro area. Based on an adapted Baumol [1982] type contestability model, we argue that the internet has reduced sunk costs and therefore increased contestability in retail banking. We test this conjecture by estimating the model using semi-aggregated data for a panel of euro area countries. We utilise time series and cross-sectional variation in internet penetration. We find support for an increase in contestability in deposit markets, and no effect for loan markets. The paper suggests that for time and savings deposits, the presence of brick and mortar bank branches may no longer be of first order importance for the assessment of the competitive structure of the market.

Abstract

This article examines the strategy of supporting the sector of Media Industry (´MI´) by policy makers in the region of Halle in East Germany, where a strong de-industrialization has taken place after the German reunification. Stimulated by the policy makers’ support measures, there actually was a remarkable development of MI. However, the number of MI firms and their employees did not further increase in recent years, after having reached a certain level. This illustrates the limits of political measures for turning a city’s path of industrial development voluntarily.

Abstract
Im Verarbeitenden Gewerbe Ostdeutschlands hat sich die Stimmung unter den rund 300 vom IWH regelmäßig befragten Unternehmen im November schlagartig verschlechtert. Zwar bewerten zwei von drei Industrieunternehmen ihre aktuelle Geschäftslage positiv, doch im September waren es noch vier von fünf. Entsprechend sank der Saldo von 66 auf 32 Punkte. Gravierender ist jedoch der Einbruch bei den Geschäftsaussichten. Hier ging der Saldo von 55 auf sechs Punkte zurück. Der Anteil der Unternehmen, die positive Erwartungen bis zum Frühjahr hegen, überwiegt somit noch geringfügig. Aber unter den Vorleistungsgüterproduzenten ist die Stimmung gekippt.
