Abstract
The current situation with respect to the economic development in Germany may be characterized as somewhat suppressed as opposed to euphoric. And this statement holds although the German economy is in an upswing phase since 2005, and the GDP growth rates clearly exceed 2% per annum. The main driving forces of this upswing are mainly from the German exports as well as the domestic investment decisions. Rather underdeveloped compared with the exports and the investment is private consumption. This development is accompanied by positive signals from the German labor market. Declining unemployment figures, increasing regular employment and a smaller number of people in active labor market policy measures are the accompanying positive signals from the labor market. But this in general positive development has not yet reached widespread groups of employees in the sense that their real income has also risen and they thus can dispose of a higher amount of purchasing power. This time lag in the different developments between employment and income may lead to a situation that perceived and actual developments may differ and that actually, there might be a gap between the two. The paper discusses what could be meant with „perceived” development and reaches to the conclusion that actual and perceived developments are not so far away from each other than one might have expected.

Does Temporary Employment Affect the Work-related Training of Low-skilled Employees?

Abstract
Using the German Mikrozensus 2004, this paper analyses the effect of temporary contracts on work-related training for low-skilled workers. To take systematic differences between temporary and permanent employees into account, we estimate a bivariate probit model for whether fixed-term employment affects participation in work-related training. We conclude that holding a temporary contract does not have systematic disadvantages in access to further training.

A Minimum Wage of 7.50 Euro per Hour Does Particularly Affect Jobs in Business Related Services

Abstract
In the present public debate on the implementation of a minimum wage, different proposals concerning its design and level are discussed. Often, a minimum wage of 7.50 euro per hour is mentioned. Thereby, it is widely unknown how many employees do earn less than 7.50 euro per hour in different branches. Their jobs could be affected by the introduction of a minimum wage. By means of data of the German Socio-Economic Panels Study, it can be shown that the shares of the low-income earners are considerably high in some branches. Especially in Eastern Germany, in branches like retail trades as well as business related services many employees earn less than 7.50 euro per hour. Wage increases on the demanded minimum level would probably cause employment losses in these labour-intensive branches.

Abstract
Fixed-term contracts are considerd as one of the most popular instruments of labour market flexibility. Although they provide new labour market options for employer and employees, it is argued that they may lead to decreasing investments in human capital. From the theoretical point of view it is not clear wheter a fixed-term contract is a drawback for the participation in work-related training. The paper deals with the influence of fixed-term contracts on work-related training especially for low-skilled workers. Based on the Micro Census data of 2004, we estimate a bivariate probit model for the probability of fixed-term employment and participating in work-related training. This model enables us to control for selection effects that may arise from unobservable factors. From the estimation results we can conclude that holding a fixed-term contract does not mean a systematical disadvantage for the training probability of low-skilled employees.

Abstract
On October 11th and 12th 2007, the department of urban economics of the Halle Institute for Economic Research organized a conference on local governments’ entrepreneurial activities. The main target of this second conference after the first one in 2005 was to analyze the spatial and functional boundaries of municipal economic activities. The participants came from various fields of science, local public administrations, municipal enterprises, associations and included politicians and others interested in the topic. The presentations covered a broad variety of subjects. On the first conference day, the speakers dealt with the partly controversial attitude of different disciplines such as law, economics, public business administration or sociology towards the local public economy. Other presenters focused on selected municipal services (public transportation, housing).
The second day was dedicated to the topics restrictions on municipal economic activities in Southern Europe, regional effects of municipal enterprises and employee protection in case of privatization. The conference was closed by a panel discussion with distinguished representatives from politics, science and management about the future role of municipal enterprises.
The presentations and discussions showed that the times are changing for the local public sector. In addition, the participants rejected an unrestricted extension of markets or business fields of municipal enterprises as well as the complete privatization of municipal services.

Optimizing knowledge transfer by new employees in companies

Abstract
Companies realize innovations by creating and implementing new knowledge. One possible source of innovative ideas are new employees. Based on an existing game-theoretic model the conditions of efficient knowledge transfer in a team are analyzed. Offering knowledge to a colleague cannot be controlled directly by the company due to information asymmetries. Thus the management has to provide incentives, which motivate the employees to act in favor of the company. The aim of this paper is to show what influences the propensity of the employees to engage in knowledge transfer and how the management can design the incentive structure for optimal transfer. Several factors are relevant, especially the individual costs of participating in the transfer. These consist mainly of the existing absorptive capacity and the working atmosphere. The model is at least partly generalized on more players. The relevance of the adequate team size is shown: too few or too many developers decrease the remaining company profit. A further result is that depending on the cost structure, perfect knowledge transfer is not always best for the profit of the company.

Abstract
Degree-level science and engineering skills as well as management and leadership skills are often referred to as a source of innovative activities within companies. Broken down by sectoral innovation patterns, this article examines the role of formal education and actual occupation for product innovation performance in manufacturing firms within a probit model. It uses unique micro data for Germany (LIAB) that contain detailed information about innovative activities and the qualification of employees. We find significant differences of the human capital endowment between sectors differentiated according to the Pavitt classification. Sectors with a high share of highly skilled employees engage in product innovation above average (specialized suppliers and science based industries). According to our hitherto estimation results, within these sectors the share of highly skilled employees does not, however, substantially increase the probability to be an innovative firm.

Abstract
Many empirical studies consider either training activities of the unemployed or training activities of the employees in Germany. However, a comprehensive comparison of both groups is missing. The paper closes this gap. Using data of the latest time use survey (Zeitbudgeterhebung) of the Federal Statistical Office, the amount of training is compared for both groups. Furthermore, it is described which types of activities are made use of in particular. Heterogeneity due to different relevant socioeconomic characteristics in the two groups is eliminated by the appliance of a matching procedure. Findings demonstrate that only 49% of the unemployed persons participate in any kind of training activities off the job. In case of the full-time employment 59 % would take part. Concerning the average expenditure of time per week the difference turns around, i.e. the expenditure of time is higher during unemployment. However, a high proportion of the training activities of the unemployed falls upon general training, e.g. by reading books or watching TV. Furthermore, the result is driven by a different potential of time that can be used for training activities off the job. Relating to this potential of time the amount of training activities is still lower during unemployment.

Abstract
The reduced job mobility of older employees is well known. As a result, the ageing of the workforce has clear implications for labor turnover in Germany. On the basis of the IAB’s employee survey (Beschaeftigtenstichprobe) (IABS), this article analyses the impact of age on (inter-firm) job mobility. In particular, the study answers the following question: how do wage differentials between an actual and a potential job evolve during employees’ working lives? It is shown that changing jobs is less profitable for older workers than it is for younger ones. However, the analysis also demonstrates that the wage differential between jobs cannot explain the whole mobility advantage of younger employees.

Abstract
The paper presents three approaches currently discussed, which might be useful attempts to protect income not to fall below a certain threshold. These concepts are either useful in the case of unemployment or for employees in the low wage sector of the economy. The approaches discussed have recently been published or have been discussed in the public. These are a minimum wage concept, a special variant of subsidized wages as favoured by the German Council of Economic Experts, and finally a workfare approach as suggested by the IZA Bonn. After briefly discussing the estimated employment effects of the various approaches, the paper addresses the question how the East German labour market will be affected by these measures.
