Abstract
The paper investigates possible employment effects of the EU-enlargement one year later. Special emphasis is put on the border regions to Poland and the Czeck Republic. Besides of legal restrictions the paper analyzes the possibilities of foreigners to work in Germany and to what extent these special regulations have been used. First preliminary results indicate that there are no large employment effects across both sides of the border. The paper concludes with a discussion of intended measures to protect German employees against competition from abroad.

Abstract
This paper evaluates the effects of further training on the unemployment duration of different groups of persons representing individual characteristics and some aspects of the economic environment. The Micro Census Saxony enables us to include the employment history as a proxy for unobserved variables and to avoid Ashenfelters Dip. We employ an optimal full matching assignment, which is superior to greedy pair matching in the sense that it avoids the loss of observations due to the design of the algorithm. Overall, we find empirical evidence that participation in further training programmes results in even longer unemployment, with only gradual differences.

Abstract
We study the effect on loan conditions of geographical distance between firms, the lending bank, and all other banks in the vicinity. For our study, we employ detailed contract information from more than 15,000 bank loans to small firms comprising the entire loan portfolio of a large Belgian bank. We report the first comprehensive evidence on the occurrence of spatial price discrimination in bank lending. Loan rates decrease with the distance between the firm and the lending bank and increase with the distance between the firm and competing banks. Transportation costs cause the spatial price discrimination we observe.

Abstract
We investigate the contribution of different inputs, particularly different knowledge sources, on regional patenting output in the framework of a knowledge production function. The knowledge sources included are R&D employment, size of public research institutions by field of research (budget), amount of university external research funds from private firms, public departments, German Science Foundation (DFG), and from other sources. The contribution of these knowledge sources is tested systematically on the level of German districts (Kreise) by including the respective information for the particular region and for adjacent regions. One main finding is that the quality of the university research makes some contribution to regional innovation while the mere size of the universities is unimportant. Differences in the effect on innovative output can be found according to academic disciplines and type of university.

Abstract
Die Bundesregierung strebt bis zum Jahr 2010 eine Verdopplung des Anteils erneuerbarer Energien am Primärenergie- sowie am Bruttostromverbrauch an. Das vorrangige Ziel der damit verbundenen Umstrukturierung des Energiesektors ist die Verbesserung der Umweltqualität. Es darf jedoch nicht außer Acht gelassen werden, dass die Förderung erneuerbarer Energien zwangsläufig auch gesamtwirtschaftliche Auswirkungen hat. Angesichts der anhaltend angespannten Lage am Arbeitsmarkt stehen dabei insbesondere die Beschäftigungseffekte der Förderung erneuerbarer Energien im Mittelpunkt des öffentlichen und wirtschaftspolitischen Interesses. Vor diesem Hintergrund hat das Institut für Wirtschaftsforschung Halle im Auftrag des Bundesministeriums für Wirtschaft und Arbeit (BMWA) die gesamtwirtschaftlichen und insbesondere beschäftigungsrelevanten Auswirkungen des angestrebten Ausbaus erneuerbarer Energien untersucht. Im Gegensatz zu anderen Studien dieser Art wurde dabei besonderer Wert auf eine dynamische Analyse gelegt, die neben den expansiven Beschäftigungsimpulsen im Bereich der erneuerbaren Energien auch die gegenläufigen Beschäftigungswirkungen berücksichtigt, die durch Verdrängung konventioneller Energieträger und durch erhöhte Steuern zur Finanzierung von Subventionen für regenerative Energien entstehen. Die vorliegende Untersuchung gibt eine zusammenfassende Darstellung der Vorgehensweise und der Ergebnisse des Forschungsprojekts. Es zeigt sich, dass per saldo durch den verstärkten Ausbau erneuerbarer Energien keine zusätzliche Beschäftigung generiert wird.

The Micro Census Saxony enables us to include additional information about a person's employment history to eliminate the bias resulting from unobservable characteristics and to avoid Ashenfelter's Dip. In order to solve the sample selection problem we employ an optimal full matching assignment, the Hungarian algorithm. The impact of participation in further training is evaluated by comparing the unemployment duration between participants and non-participants using the Kaplan-Meier-estimator. Overall, we find empirical evidence that participation in further training programmes results in even longer unemployment duration.

Abstract
This article analyses the effects of heterogeneous economic structures on the long-term development of regional employment. A simple model is introduced to illustrate the beneficial outcomes for households as well as for enterprises of locating in highly diversified municipalities because risk (volatility of income, recruitment costs in a broader sense) diminishes for both. Econometric results for a sample of municipalities in Lower Saxony provide some evidence for a positive effect of local economic diversification on employment opportunities. The results seem to be not confined to the aggregated local labour demand but also apply to most branches the local business sector.

Abstract
Considering the debate about the opposite effects of rising wages for employee’s income and employer’s costs, the relationship between wage changes and investment is being investigated on an econometric basis for the years 1971 to 2003. The results show that the dynamics of investment activity slows down as real wages rise more than productivity increases.

Abstract
Centrepiece of the discussion is the employment-orientated evaluation of large scale Investments. The analysis is based on the static open Input-Output-Model. For both, industrial as well as construction projects, the direct and indirect employment effects at the construction as well as the utilization stage are being estimated and combined with the multiplier effect caused by the created income. Finally, the discussion concludes by evaluating the employment effects of the necessary reconstruction efforts after the flood in summer 2002.

Abstract
In this paper we present the evaluation of the participation effect of Job Creation Schemes (ABM) and Structural Adjustment Schemes(SAM) on unemployment probability. The focus is on special groups which differ in individual characteristics. We found a strong negative treatment effect with gradual differences between separate groups.
