Abstract
Innovations in the sense of new products and production processes are crucial drivers of the economic development in advanced economies. After a phase of massive technological renewal in East Germany, characterized by much a higher rate of innovators in East than in West Germany, firms in East Germany have to compete with original innovation activities. The paper outlines the innovation activity in East and West Germany and investigates the determinants of product and process innovation within a multivariate analysis using the IAB establishment panel.
The empirical study shows that firms in manufacturing industry in East Germany are quite active in innovation activities in the year 2008. As regards the share of innovative firms there are no substantial differences between East and West Germany. The regression analysis shows that R&D is a significant determinant of innovation in East and West for all types of innovation. In East Germany, further education activities for employees also show a statistically significant impact on innovation. A major difference between East and West could be found for the firm size. In East Germany size has no significant impact on innovation while in West Germany size clearly matters. Different from West Germany, small firms (10 up to 49 employees) in the East have a significantly positive impact on product innovations in the sense of market novelties.

Abstract
All in all, the IWH expects that GDP of East Germany will increase by 2.8% this year. With this forecast, the growth gap with the West will indeed reduce significantly, but the growth rate remains once again behind the West. The reason is not only that the East German federal states have to consolidate their budgets. The weaker increase in aggregate output is also due to export and innovation weakness, the lack of large enterprises, the aging and declining population.

Einflussfaktoren betrieblicher Innovationstätigkeit: Kleine Betriebe in Ostdeutschland mit viel Potenzial
Nach Abschluss der massiven technologischen Erneuerung in Ostdeutschland müssen sich die Betriebe in den Neuen Ländern im Innovationswettbewerb behaupten. Eine Untersuchung des Instituts für Wirtschaftsforschung Halle (IWH) zeigt, dass gemessen am Anteil der innovativen Betriebe des Verarbeitenden Gewerbes zwischen Ost- und Westdeutschland keine großen Unterschiede bestehen. Hinsichtlich der Einflussgrößen belegt die empirische Analyse, dass die eigene betriebliche Forschung und Entwicklung (FuE) in beiden Landesteilen eine treibende Kraft für Innovationen darstellt. Ein wesentlicher Unterschied ist in Bezug auf die Betriebsgröße zu beobachten. Während sich in Westdeutschland eine zunehmende Betriebsgröße positiv auf die betriebliche Innovations¬aktivität auswirkt, zeigen in den Neuen Ländern kleine Betriebe eine starke Innovationsneigung.

Abstract
Determinants of the efficiency of regional innovation systems, Regional Studies. This paper analyses differences in the efficiency of regional innovation systems. Alternative measures for the efficiency of regional innovation systems based on the concept of a knowledge production function are discussed. The empirical findings suggest that spillovers from within the private sector as well as from universities and other public research institutions have a positive effect on the efficiency of private sector research and development. It is particularly the intensity of interactions between private and public sector research and development that increases the efficiency. It is found that regions dominated by large establishments tend to be less efficient than regions with a lower average establishment size.

Abstract
This article studies mergers between competing firms and shows that while such mergers reduce the level of product market competition, they may have an adverse effect on employee incentives to innovate. In industries where value creation depends on innovation and development of new products, mergers are likely to be inefficient even though they increase the market power of the post-merger firm. In such industries, a stand-alone structure where independent firms compete both in the product market and in the market for employee human capital leads to a greater profitability. Furthermore, our analysis shows that multidivisional firms can improve employee incentives and increase firm value by reducing firm size through a spinoff transaction, although doing so eliminates the economies of scale advantage of being a larger firm and the benefits of operating an internal capital market within the firm. Finally, our article suggests that established firms can benefit from creating their own competition in the product and labor markets by accommodating new firm entry, and the desire to do so is greater at the intermediate stages of industry/product development.

Incubating an Illusion? Long-term Incubator Firm Performance after Graduation

Abstract
Local economic development policies worldwide perceive business incubation as an effective measure to promote regional growth through the support of young and innovative ventures. The common assumption is that incubation promotes firm growth, in particular after these firms graduated from their incubator organizations. This article investigates the long-term performance of 324 graduate firms from five German business incubators (incubated between 1990 and 2006) after they have (successfully) completed their incubation. The present study does not suffer from a survivor bias, meaning that performance data of non-surviving firms is also included. Using employment and sales measures as performance indicators, this study contributes to our knowledge with regard to long-term incubator firm performance after graduation. While in the first years after graduation there is significant growth of formerly incubated firms, further results do not support the presumption of continuous firm growth beyond incubation. A minority of graduate firms exhibits a strong increase in performance, but the majority of firms do not experience considerable growth.

Abstract
Forschung und Entwicklung werden als Treiber des technischen Fortschritts und Garanten der internationalen Wettbewerbsfähigkeit angesehen. Der Freistaat Sachsen nimmt hinsichtlich der Ausgaben für Forschung und Entwicklung im Vergleich zu den Neuen Ländern eine Spitzenposition ein und kann sich auch mit einer Reihe westdeutscher Länder messen, ausgenommen Baden-Württemberg, Bayern und Hessen. Die immer noch relativ niedrige Forschungsintensität der Wirtschaft im Vergleich zur öffentlichen Forschung ist strukturell bedingt. Auf
aggregierter Ebene kompensieren die öffentlichen Forschungsausgaben dieses transformationsbedingte „Defizit“. Mit Blick auf diese Situation besitzt der Technologietransfer zwischen Wissenschaft und Wirtschaft, insbesondere
von Universitäten zu Unternehmen, eine hohe Bedeutung. Den Überlegungen der systemischen Innovationstheorie folgend sind verschiedene Kanäle des Transfers von Wissen zwischen Wissenschaft und Wirtschaft möglich. Dazu zählen die Auftragsforschung der Universitäten, Patentaktivitäten, Publikationen sowie Verbundprojekte. Die empirischen Befunde zu diesen ausgewählten Mechanismen des Technologietransfers lassen erkennen, dass der Freistaat Sachsen im Vergleich zu anderen Ländern eine solide Position einnimmt, aber auch noch Entwicklungspotenziale bestehen. Eine technologieoffen gestaltete Forschungspolitik kann dabei unterstützend wirksam sein.

Abstract
This study analyses patenting activities by public research organizations (PROs) in the Free State of Saxony in the period 2002-2007 in order to shed some light on the strategies of PROs for industrial exploitation of scientific research results as well as on PROs-industry interaction. The analysis is based on published patent applications at the German Patent and Trademark Office (DPMA) in the period 2002-2007. The study shows that in the period of analysis (2002-2007) the number of patent applications by PROs in Saxony has risen almost continuously. Institutes of the Fraunhofer-Gesellschaft and the Technical University of Dresden have played a major role in this development. The results for PROs in Saxony are compared with patenting by PROs located in the states of Thuringia, Lower Saxony and North Rhine-Westphalia. Overall, the comparative analysis shows positive results for the industrial exploitation of scientific research results by PROs in Saxony. In what concerns the networking of PROs with private companies through co-patenting, there are no significant differences between the PROs of the four states considered. The results suggest that PROs in Saxony could further improve their performance in PROs-industry interaction. These results should however be interpreted with caution since the underlying patent statistics (co-patenting) do not capture all forms of PROs-industry interaction for the industrial exploitation of research results.

Cooperation propensity and public cooperation funding in the German Laser Industry

Abstract
The high-tech strategy of the federal government defines eight key technologies, including laser industry as a part of the optical technologies. This study provides a first descriptive overview of cooperation propensity and public cooperation funding for German Laser Source manufacturers between 1990 and 2010. Results show that the industry in general was characterized by expansion even though there were periods with a high degree of fluctuations. The spatial analysis of firm entries and exits reveals some interesting insights. The majority of large laser source companies are located in Bavaria, Baden-Württemberg and Thuringia. These regional distribution patterns hold for the absolute number of publicly funded cooperation projects. When considering the relative number of collaborative projects per firm and region the picture changes. It turns out that especially laser source manufacturers in Thuringia, Rhineland-Palatinate and Hamburg show up the highest cooperation propensities and an above-average demand for public funding.

Abstract
Economic literature regards knowledge creation and learning as critical elements for gaining competitive advantage of regions. However, recognizing the importance of innovation and knowledge creation to economic success is far from being novel. Original is the view of increasing importance of knowledge creation for speeding up the depreciation of existing knowledge stocks. This puts a high pressure on regional actors to constantly participate in innovation processes to maintain their competitive advantages. Against this background, regional actors – if they aim to be successful in the globalized economy – first require access to a comprehensive and diversified knowledge base. Second, they need to participate in the processes of knowledge generation and knowledge transfer. Thereby, systemic innovation theory has pronounced the view that the locus of innovation and knowledge creation resides not only within the boundaries of the regional actors, such as private firms, universities, research laboratories, suppliers, and customers, but is the result of an interdependent exchange process between these different types. Collaborative interactions, bringing together different types of actors, may therefore lie well at the heart of accelerated knowledge creation and learning at the regional level (Lundvall and Johnson 1994).
