Abstract
In Germany considerable amounts of public funds are being spent on business development programs. In order to do so economic reasoning is needed. In particular the programs for supporting investment lack microeconometric empirical evaluation. To close this gap the special program „Gemeinschaftsaufgabe zur Verbesserung der regionalen Wirtschaftsstruktur“ (GA) is exemplarily analyzed. This program is intended to strengthen the capital stock of the East German economy, so firms of the East German manufacturing industries will be studied. A comparison of the two fundamental methods for microeconometric evaluation shall demonstrate the general problems in analyzing the effectiveness of development programs. The matching estimator provides more stable results then a sample selectivity model. The results suggest that the GA generates considerable extra investment activities.

Abstract
This study evaluates the effects of further training on the individual unemployment duration of different groups of persons representing individual characteristics and some aspects of the economic environment. The Micro Census Saxony enables us to include additional information about a person's employment history to eliminate the bias resulting from unobservable characteristics and to avoid Ashenfelter's Dip. In order to solve the sample selection problem we employ an optimal full matching assignment, the Hungarian algorithm. The impact of participation in further training is evaluated by comparing the unemployment duration between participants and non-participants using the Kaplan-Meier-estimator. Overall, we find empirical evidence that participation in further training programmes results in even longer unemployment duration.

Firm-Specific Determinants of Productivity Gaps between East and West German Industrial Branches

Abstract
Industrial productivity levels of formerly socialist economies in Central East Europe (including East Germany) are considerably lower than in the more mature Western economies. This research aims at assessing the reasons for lower productivities at the firm level: what are the firm-specific determinants of productivity gaps. To assess this, we have conducted an extensive field study and focussed on a selection of two important manufacturing industries, namely machinery manufacturers and furniture manufacturers, and on the construction industry. Using the data generated in field work, we test a set of determinant-candidates which were derived from theory and prior research in that topic. Our analysis uses the simplest version of the matched-pair approach, in which first hypothesis about relevant productivity level-determinants are tested. In a second step, positively tested hypothesis are further assessed in terms of whether they also constitute firm-specific determinants of the apparent gaps between the firms in our Eastern and such in our Western panels. Our results suggest that the quality of human capital plays an important role in all three industrial branches assessed. Amongst manufacturing firms, networking activities and the use of modern technologies for communication are important reasons for the lower levels of labour productivity in the East. The intensity of long-term strategic planning on behalf of the management turned out to be relevant only for machinery manufacturers. Product and process innovations unexpectedly exhibit an ambiguous picture, as did the extent of specialisation on a small number of products in the firms’ portfolio and the intensity of competition.

Abstract
This contribution deepens the feasibility issues of building state-of-the-art patent indicators with historical patent documents available in electronic form from the German Patent Office since the introduction of the Patent Law for the German Empire in 1877. The paper is divided into two parts: a methodological discussion and a case study on the chemical sector in Germany. The development of the technology sector defined matches remarkably well with stylised facts that institutional analysis in the chemical sector have provided us with so far. Moreover, the possibility of varying the level of aggregation in the analysis of technological areas discloses empirical evidence for the path-dependent development in the chemical sector after the advent of the organic chemistry and its application in the chemical synthesis of dye stuffs. Our findings enhance institutional and historical contributions about technological change in the chemical sector and suggest new research questions for innovation studies.

Abstract
The paper intends to give a survey on nonparametric methods to solve the sample selection problem. We give the main idea and discuss advantages and disadvantages of the procedures that are used for the evaluation of Active Labour Market Policy. The two step Nearest-Neighbor-Matching is presented in detail, because it became the standard technique in the recent years. The IWH refines this method to improve the quality of evaluation results.

Abstract
The paper evaluates the effects of two labor market programs in Germany, namely the Job Creation- /Structural Adjustment Scheme and Vocational Training, on the unemployment duration of long term unemployed persons. The study uses data from the Mikrozensus Sachsen. A two step Nearest-Neighbor-Matching is employed to solve the sample selection problem. The first step is the estimation of the participation tendency to obtain potential pairs and to compute their Mahalanobis distances. For the assignment of pairs in the second step two different procedures are used: a standard technique and a new one - the iterative improvement of an initial assignment. This process is superior to the standard matching algorithms in the sense that it allows for a closer match between participants and non-participants. Including additional information about a person’s employment history enables us to eliminate the bias due to unobservables. The impact of participation in a labor market program is evaluated by comparing the unemployment duration between both groups using the Cox Proportional Hazard Model. Overall we find empirical evidence that both participation in Job Creation- /Structural Adjustment Scheme and Vocational Training result in even longer unemployment.

Price Competition between an Expert and a Non-Expert

Abstract
This paper characterizes price competition between an expert and a non-expert. In contrast with the expert, the non-expert's repair technology is not always successful. Consumers visit the expert after experiencing an unsuccessful match at the non-expert. This re-entry affects the behavior of both sellers. For low enough probability of successful repair at the non-expert, all consumers first visit the non-expert, and a 'timid-pricing' equilibrium results. If the non-expert's repair technology performs well enough, it pays for some consumers to disregard the non-expert a visit. They directly go to the expert's shop, and an 'aggressive-pricing' equilibrium pops up. For intermediate values of the non-expert's successful repair a 'mixed-pricing' equilibrium emerges where the expert randomizes over the monopoly price and some lower price.

Abstract
This paper evaluates job creation schemes and further training in East Germany for the period 1990-1998. We identify the causal effect of the treatment-on-the-treated by a two-step procedure: First, we apply the matching technique based on estimated propensity scores. Secondly, we use the Difference-in-Differences estimator. Hereby, we take especially consideration on Ashenfelter s Dip, which characterize a significant decrease in the participants employment shortly before the start of a program. This can be assumed to be related to the anticipation of the participation.

Abstract
Die amtlichen Daten, die zur Beurteilung der Wettbewerbsfähigkeit ostdeutscher Unterneh-men herangezogen werden, leiden maßgeblich unter einem Aggregationsproblem. In der Durchschnittsbetrachtung führt das Nebeneinander von wettbewerbsfähigen und teilweise noch immer extrem unrentablen Betrieben zu dem verzerrten Eindruck eines generellen Wettbewerbsmangels ostdeutscher Betriebe. Ergebnisse eines sogenannten matched-pair-Vergleichs zeigten hingegen, dass bereits 1992 jeder neunte Betrieb in Ostdeutschland im Durchschnitt eine höhere Arbeitsproduktivität aufwies als ein vergleichbarer westdeutscher Betrieb. Angesichts niedrigerer Löhne ist der Anteil wettbewerbsfähiger Betriebe in Ostdeutschland noch weitaus höher anzusetzen.
