Firm level determinants of innovation: small firms with high potential in East Germany

Abstract
Innovations in the sense of new products and production processes are crucial drivers of the economic development in advanced economies. After a phase of massive technological renewal in East Germany, characterized by much a higher rate of innovators in East than in West Germany, firms in East Germany have to compete with original innovation activities. The paper outlines the innovation activity in East and West Germany and investigates the determinants of product and process innovation within a multivariate analysis using the IAB establishment panel.
The empirical study shows that firms in manufacturing industry in East Germany are quite active in innovation activities in the year 2008. As regards the share of innovative firms there are no substantial differences between East and West Germany. The regression analysis shows that R&D is a significant determinant of innovation in East and West for all types of innovation. In East Germany, further education activities for employees also show a statistically significant impact on innovation. A major difference between East and West could be found for the firm size. In East Germany size has no significant impact on innovation while in West Germany size clearly matters. Different from West Germany, small firms (10 up to 49 employees) in the East have a significantly positive impact on product innovations in the sense of market novelties.

Abstract
We compare German institutions of tertiary education (universities and polytechnics) with respect to the cost of and the returns to their educational degrees. Based on cost data from two different sources we find that on average the expenditures of universities are lower than those of polytechnics when we consider expenditures per potential enrollee and per student enrolled during the regular education period. We apply data from the German Socio-economic Panel (2001–2007) to estimate the private returns to tertiary education and find higher returns to university than polytechnic training. These results are robust to a variety of alternative procedures.

Abstract
We analyze the timing of birth of the first three children based on German panel
data (GSOEP) within a hazard rate framework. A random effects estimator is
used to accommodate correlation across spells. We consider the role of human
capital – approximated by a Mincer-type regression – and its gender-specific
effects on postponement of parenthood and possible recuperation at higherorder
births. An advantage of the use of panel data in this context consists in
its prospective nature, so that determinants of fertility can be measured when
at risk rather than ex-post, thus helping to reduce the risk of reverse causality.
The analysis finds evidence for strong recuperation effects, i.e., women with
greater human capital endowments follow, on average, a different birth history
trajectory, but with negligible curtailment of completed fertility.

Subsidized Vocational Training: Stepping Stone or Trap? An Evaluation Study for East Germany

Abstract
The aim of this paper is to analyze whether the formally equal qualifications acquired during a subsidized vocational education induce equal employment opportunities compared to regular vocational training. Using replacement matching on the basis of a statistical distance function, we are able to control for selection effects resulting from different personal and profession-related characteristics, and thus, to identify an unbiased effect of the public support. Besides the ‘total effect’ of support, it is of special interest if the effect is stronger for subsidized youths in external training compared to persons in workplace-related training. The analysis is based on unique and very detailed data, the Youth Panel of the Halle Centre for Social Research (zsh).
The results show that young people who successfully completed a subsidized vocational education are disadvantaged regarding their employment opportunities even when controlling for personal and profession-related influences on the employment prospects. Besides a quantitative effect, the analysis shows that the graduates of subsidized training work in slightly worse (underqualified) and worse paid jobs than the adolescents in the reference group. The comparison of both types of subsidized vocational training, however, does not confirm the expected stronger effect for youths in external vocational education compared to workplace-related training.

Abstract
This paper investigates the forces driving output change in a panel of EU manufacturing industries. A flexible modeling strategy is adopted that accounts for: (i) inefficient use of resources and (ii) differences in the production technology across industries. With our model we are able to identify technical, efficiency, and input growth for endogenously determined technology clubs. Technology club membership is modeled as a function of R&D intensity. This framework allows us to explore the components of output growth in each club, technology spillovers and catch-up issues across industries and countries.

A Panel Data Analysis on China's Intra-Industry Trade in the Capital Goods Sector

Abstract
This paper adopts the Hausman-Taylor 2SLS error components approach in estimating the determinants of China's Intra-Industry Trade (IIT) in the capital goods sector with its 26 partner countries. It disaggregates IIT into horizontal IIT (HIIT) and vertical IIT (VIIT). Capital goods final products and intermediates are separately estimated in order to reveal the differentiated trade patterns. It finds that economic similarity is very significantly negatively correlated with the intermediates IIT, but to a less extent correlated with the final products IIT. Factor endowment is of no significance in determining IIT in the intermediates, although it is significantly positively correlated with the final products IIT. Economic size is significantly negatively correlated with both final products and intermediates IIT. Distance is not yet dead in impacting the level of final products IIT, but of less importance in influencing the intermediates IIT. China is exchanging intermediates in a less intraindustry manner with ASEAN nations. However, because VIIT is dominating TIIT, no significant differences exist between the estimation results of TIIT and VIIT.

Public Housing and the Fear of Private Equity – Assessing Social Impacts

Abstract
This contribution examines the consequences of sales of municipal flats to private investors, which have been criticised strongly for social reasons. An evaluation of the German Socio-Economic Panel Study (SOEP) from 1999 to 2006 reveals no serious consequences of the privatisation of municipal flats on the affected households. It cannot produce empirical evidence to foster arguments for the public criticism of the public housing sales. The essential results from this sample point to moderate rent increases and above-average investment activity after the privatisation. However, the analysis of the household´s sentiment whether the total expense load for the flat is adequate shows that tenants in privatised flats found their flat increasingly expensive. A possible reason for this development might be the lower mobility of the residents of municipal flats.

Abstract
The development and successful introduction of new products is a fundamental feature of a modern knowledge society. After completion of the retrieving technological renewals in East Germany, businesses in the newly-formed German states have to stand up to the competition for marketable concepts and ideas. In doing so, the structural particularities on the strength of transformation are still in force and besides, the embedding of East Germany between high-tech in the West and catching up countries in the East constitutes an additional challenge. This article outlines the innovation activities of East German companies and pursues in the framework of an multivariate analysis to follow up intra-corporate determining factors for product innovations The empirical analysis, employing the IAB establishment panel, shows an active share of innovation participation of companies belonging to the manufacturing industry in East Germany during the years 2002 and 2003. The proportion of companies with product innovation in the newly-formed German states even lies slightly above the reference value for West Germany. Especially companies with an own Research and Development (R&D) department are introducing new products twice as much as companies without an R&D division. The regression analysis proves that own R&D represents the strongest driving force for product innovations in regard to input factors. Moreover, continuing operational education can also be attested a positive impact on innovation activities and emphasizes concurrently the meaning of long-life learning. In reference to business specific characteristics, it stands out that foreign equity participation imposes a significant negative impact of on product innovations. This result, deserving further analysis, indicates the phenomenon of so-called subcontracting.
