Abstract
The endowment with human capital is not only a factor that strongly influences the region’s current economical potential, but also has a considerable effect on its future economical potential, i.o.w. economic growth. Human capital describes the employable peoples’ skills and their personal knowledge, which can be used in the production of goods and services as well as in the further development of them.
The public debate about East Germany’s economic development is referring to this crucial relation when exposing the problems of the medium-term development of the supply of professionals or the firm’s research- and development intensity. For a better assessment of the situation on the aggregation level of the New Laender this article attempts to estimate the human capital endowment and its evolution over time in comparison to West Germany.
The average human capital of the employed persons and the labour force potential is estimated by means of the earned income for East and West Germany separately. As a result the average human capital of the employed persons can be shown to have risen slightly from 1995 to 2004 in East Germany while there is nearly no increase in West Germany. This may be considered as a catching-up process, without already having led to equalization.

Abstract
The business landscape in East Germany mainly consists of small and medium-sized firms. This in mind, business networks may contribute to an improvement of the economic performance of firms which collaborate in business networks. For successful networking a mix of network members being locally concentrated on the one side and of partners from distant regions, especially from abroad, on the other side, is important. In regional economics, this duality is highlighted for two reasons: personal contacts of partners which are located in spatial proximity to each other may ease the transfer of tacit knowledge. The flow of tacit knowledge can be regarded as a factor which enhances innovation processes. However, the inclusion of partners from abroad is important, too. It facilitates access to the most advanced knowledge and technologies worldwide. The academic debate on networking regards a one-sided orientation on the local dimension of networking as risky due to possible lock-in effects. The empirical findings for 93 business networks existing in the regions of Leipzig, Dresden, Chemnitz and Halle, which are located in the southern part of East Germany, reveal a great proportion of network members concentrated locally: On average, this is the case with more than 50% of the network members. 10% of members are located in the other three city regions mentioned. More than one third of firms are located outside, in other German regions, of which around the half in the states of Saxony and Saxony-Anhalt. A minority of 2% is located abroad. However, for the transfer of externally existing knowledge other network members may be relevant, too. To illustrate: More than four fifths of the networks under investigation include public research units (universities etc.) which usually play an important role when it comes to an inter-regional and international knowledge transfer.

A New Metric for Banking Integration in Europe

Abstract
Most observers have concluded that while money markets and government bond markets are rapidly integrating following the introduction of the common currency in the euro area, there is little evidence that a similar integration process is taking place for retail banking. Data on cross-border retail bank flows, cross-border bank mergers and the law of one price reveal no evidence of integration in retail banking. This paper shows that the previous tests of bank integration are weak in that they are not based on an equilibrium concept and are neither necessary nor sufficient statistics for bank integration. The paper proposes a new test of integration based on convergence in banks' profitability. The new test emphasises the role of an active market for corporate control and of competition in banking integration. European listed banks profitability appears to converge to a common level. There is weak evidence that competition eliminates high profits for these banks, and underperforming banks tend to show improved profitability. Unlisted European banks differ markedly. Their profits show no tendency to revert to a common target rate of profitability. Overall, the banking market in Europe appears far from being integrated. In contrast, in the U.S. both listed and unlisted commercial banks profits converge to the same target, and high profit banks see their profits driven down quickly.

Subsidized Vocational Training: Stepping Stone or Trap? An Evaluation Study for East Germany

Abstract
The aim of this paper is to analyze whether the formally equal qualifications acquired during a subsidized vocational education induce equal employment opportunities compared to regular vocational training. Using replacement matching on the basis of a statistical distance function, we are able to control for selection effects resulting from different personal and profession-related characteristics, and thus, to identify an unbiased effect of the public support. Besides the ‘total effect’ of support, it is of special interest if the effect is stronger for subsidized youths in external training compared to persons in workplace-related training. The analysis is based on unique and very detailed data, the Youth Panel of the Halle Centre for Social Research (zsh).
The results show that young people who successfully completed a subsidized vocational education are disadvantaged regarding their employment opportunities even when controlling for personal and profession-related influences on the employment prospects. Besides a quantitative effect, the analysis shows that the graduates of subsidized training work in slightly worse (underqualified) and worse paid jobs than the adolescents in the reference group. The comparison of both types of subsidized vocational training, however, does not confirm the expected stronger effect for youths in external vocational education compared to workplace-related training.

Abstract
20 years after the fall of the wall the interest in the evaluation of the economic development of Germany after unification has increased. The article shows that from a Western German perspective, unification generated large gains because in an expending fail of economic development highly qualified personal from East Germany could be attracted and triggered growth in the West. This also generated a modernization of industry. The perspective on the Eastern side is more mixed. After a first transitory face, an ultra-modern industry has emerged, but gaps in the headquarter functions still exist. They can only be closed within a context of a new technology cycle. From the perspective of unified Germany, the high transfers of 1.3 trillion Euros in the last 20 years, dominantly used for stabilizing social security systems in the East, could mostly be faced out of unification-related additional economic performance in West Germany.

Abstract
The composition of population in East Germany has strongly changed since the political transformation process. The development is pushed, apart from the specific fertility and mortality behavior, by a persistent migration loss in the last 20 years. This migration deficit of East Germany has accumulated to 1.9 million people. Against this background, the article analyses the risk of demographic change to the potential regional development.
However, a further drastic decrease in population is probable due to missing births. In a short perspective, the contraction of the employed persons increases the capital intensity and thus the productivity of a region. In the long run, it comes to a lasting decrease of the labour supply. Therefore, the impact of demography on the East German development is uncertain.

The Standing of the East German Cities within the German System of Cities: An Interim Review on the Basis of Economic Indicators 20 Years after the German Unification

Abstract
The hopes of the East German citizens coupled with the unification in 1990 were not only directed to their personal fortune, but also concerned the amelioration of the living conditions in their cities. Twenty years after this date, we can strike an interim balance how far these hopes have been become true. For this purpose, the thirteen largest East German cities (without Berlin) are compared to cities of similar size in three West German regions (South, North, Center represented by North Rhine/Westphalia). The indicators chosen rely to the cities’ economic and fiscal conditions. The indicators paint a differentiated picture: The average income per capita in the East German cities is still lower than in the West German cities and unemployment rates are still above the West German level. With respect to future growth potential, the East German cities show a relatively good endowment with qualified human capital, with public universities and research institutions. In contrast to that, the small size of the firms and the small number of firm headquarters are unfavourable for a dynamic growth in the future. Another persistent difference between East and West is the low level of public revenues, which keeps the East German cities dependent on Federal grants. The city officials were successful in cutting payroll costs and reducing the number of civil servants. In spite of the diverse depicted economic problems still to be solved, the East German cities over the years have shown impressive endurance in catching-up.

Changing patterns of employment

Abstract
In Germany, the typical pattern of employment is still an employee with open-ended full time contract (standard employment relationship). Nearly three out of four employed persons work in that type of employment. However, during the last years, a number of other employment models expanded in the labour market: part-time, temporary, short-term and marginal workers. Main reasons for that development are the effects of globalization, the structural change in modern economies (the increasing importance of the services sector), and changing preferences on the part of employees to achieve a better work-life-balance. The article deals with the rise of atypical employment relationships. We find that atypical work is a domain of female and young people. During the last years, atypical employment relationship in West and East Germany increased similarly due to globalization. Differences in employment patterns between East and West could be linked to employment behaviour and structural determinants.
