Cooperation propensity and public cooperation funding in the German Laser Industry

Abstract
The high-tech strategy of the federal government defines eight key technologies, including laser industry as a part of the optical technologies. This study provides a first descriptive overview of cooperation propensity and public cooperation funding for German Laser Source manufacturers between 1990 and 2010. Results show that the industry in general was characterized by expansion even though there were periods with a high degree of fluctuations. The spatial analysis of firm entries and exits reveals some interesting insights. The majority of large laser source companies are located in Bavaria, Baden-Württemberg and Thuringia. These regional distribution patterns hold for the absolute number of publicly funded cooperation projects. When considering the relative number of collaborative projects per firm and region the picture changes. It turns out that especially laser source manufacturers in Thuringia, Rhineland-Palatinate and Hamburg show up the highest cooperation propensities and an above-average demand for public funding.

Abstract
In 2010 the East German construction sector has raised mainly thanks to a very strong demand for renovation and modernization activities of private households. This segment is likely to continue its overall trend towards growth in 2011 due to an increase in average net incomes and low mortgage interest rates. The private non-residential sector will be boosted by a strong development of the whole German economy. However, the civil contractors look to the future more skeptically. Their activities depend to a large extent on public investment, which as a result of diminishing stimulation after the crisis will likely shrink in 2011.

Energy Efficiency of the Housing Stock: Are potential savings overrated?

Abstract
A core element of the European Climate Protection Policy is the reduction of Energy usage in private households. Legal instruments focus particularly on private multifamily housing. When refurbishing or building a new home, the German regulation for energy saving in buildings and building systems, Energieeinsparverordnung (EnEV 2009), thereby formulates relatively strict standards on energy conservation. But these standards mainly address the technical potentials of energy efficiency gains instead of considering market conditions and different types of housing, especially their age. Theory suggests that legal settings therefore retain owners to refurbish their homes, when returns on investment are negative, especially in regions where market conditions do not allow for higher rents or the costs of refurbishment are too high.
The article presents evidence for these theoretical considerations: based on a large scale sample provided by the company ista Germany, it can be shown, that energy usage differs by the age of dwellings and by the standard of refurbishment. Data suggests that the assumed potentials of energy conservation, which are mainly motivated by technical considerations, are too high. The differences may be a result of different cost functions of refurbishment. Further evidence for this finding is provided by architectural considerations.
As a result, the article suggests to legally distinguishing between different types of housing and to consider market conditions, when providing public funding for energy efficiency. It is suggested to implement a two multidimensional strategy, considering climate protection, urban development issues and the rationality of real estate investors.

How an IPO Helps in M&A

Abstract
An initial public offering (IPO) can often provide a powerful stimulus to private companies seeking to pursue an acquisition-driven growth strategy. Based on a comprehensive analysis of U.S. IPOs, the authors show that newly public companies are prolific acquirers. Over 30% of companies conducting an IPO make at least one acquisition in their IPO year, and the typical IPO firm makes about four acquisitions during its first five years as a public company. IPOs facilitate M&A not only by providing infusions of capital but also by creating ongoing access to equity and debt markets for cash-financed deals. In addition, IPOs create an acquisition currency that can prove valuable in stock-financed deals when the shares are attractively priced. The authors also argue that IPOs improve the ability of companies to conduct M&A by resolving some of the valuation uncertainty facing privately held companies.

Municipal Enterprises as Shadow Budgets – How do they Affect the Actual Budgetary Situation of Germany´s Local Governments?

Abstract
Outsourcing of municipal tasks from the core budget to municipal enterprises tends to distort the perception of the actual financial position, net assets and results of operations of the German local governments. Excess supply or -demand of/for local public services might be possible consequences of this development. Hence, this article attempts to develop a more comprehensive picture of the municipal budgetary position by a simultaneous analysis of selected indicators. Furthermore, the methodological problems of the calculations are illustrated.
If these shadow budgets are taken into account, the total per capita revenues, -investments and -debts will increase by approximately one third to 50%. However, the share of the municipal employees belonging to the core administration in the total number of municipal employees is 75%. Although only about 22% of the expenditures for certain voluntary municipal tasks have been outsourced, there seems to be an upward trend.
The study also indicates that there are significant differences between Eastern and Western German cities. These include the higher revenues from municipal enterprises, the higher debts per capita and the higher expenditures on culture, sports, leisure services or the promotion of science in Eastern Germany.
The results should be interpreted carefully due to some shortcomings of the official statistics. For example, internal cash flows cannot be totally eliminated. Moreover, indirect municipal majority holdings as well as the municipal savings banks are not included in the results.
All in all, it remains to be seen whether the initiated reforms concerning the introduction of double-entry accounting into the local government budgeting system will help to achieve the ideal goal of a meaningful “consolidated financial statement” for the “city company”.

East German Economy: Demand Push Stronger than Structural Deficiencies

Abstract
In 2006, growth of production was surprisingly strong in Eastern Germany. The structural deficiencies there would have suggested a slower pace. In particular, linkages with national and international business cycles have been underestimated. To a large part, the reason why output grew by 3 per cent did not come from Eastern Germany itself, but from the Old Länder and from abroad. In the New Länder, the strong upward swing in investment activity stimulated the economy. However, owing to a small increase in total income of private households, their purchasing power lagged behind.
The improved ability of East German firms to absorb cyclical impulses from exports and from Germany’s general investment activity proved to be a crucial factor. In particular, the endowment of workplaces with modern production facilities as well as the continued reduction in the disadvantages with respect to cost-competitiveness in the tradable goods sector were beneficial. The labour cost advantage compared to West German competitors increased further while the disadvantage compared to those from Central and Eastern Europe decreased.
Benefiting from these factors, economic activity in Eastern Germany will grow faster than in the Old Länder as long as the upswing in Germany and abroad remains strong. In 2007 and 2008, investments – especially in equipment – and exports will be the driving forces again. For exports, the strongly expanding markets in Central and Eastern Europe as well as in Russia will gain in importance. As income and employment prospects improve, private consumption will support the growth in production. Registered unemployment should decrease below the 1-million threshold.
Manufacturing will remain the primary force of the upswing; its advantages in production costs will not vanish as long as, even in presence of scarcity of skilled labour, salaries and wages do not increase more than in Western Germany. In the wake of robust economic growth, the New Länder will make further progress in catching up with respect to production and income.
Companies will regain support from the banking industry. Yet, investment capital still stems from public funding programmes to a non-negligible extent. In the medium run, access to credit will ease as a result of further improvements in the firms’ net worth position. However, dependency on internal funds remains high and exposes companies to comparatively strong cyclical risks. In an economic downturn, the structural deficiencies of the East German economy will impair economic expansion.

Abstract
This study considers the developments in international standardization over the last 20 years, particularly the status of formal standardization as compared with consortium-based industrial standardization. The report shows that the radical reform of the global formal standardization system that started in 2008, prompted by the loss of interest in formal standardization on the part of large corporations and the sometimes less than satisfactory outcomes from consortium-based industrial standardization in terms of competition and anti-trust considerations, has helped to compensate for the declining significance of national formal standardization. This specifically relates to national governments, and is to be regarded as a clearly positive development, from both the economic and the institutional and political points of view. Global public interests are now catered for by internet-supported information markets; in particular, online documentation has also enhanced the transparency of the formal standardization process and provided freedom of access for small and medium sized companies in particular, irrespective of geographical region. Finally, the study shows that the debate that took place in and around the year 2004 between Europe and the USA regarding the path towards the internationalization of formal standardization processes was superfluous, incomplete and even counterproductive, owing to the hardening of the political divisions between the two sides.

Abstract
According to theoretical implications the success of enterprises benefits from co-operation in clusters and networks. Studies of cluster and network processes show this for the industries chemistry/plastics and biotechnology/Life Sciences in Central Ger-many. Therefore enterprises which are organized in networks have better economic characteristics. Estimations of the productivity of firms using co-operation-based and non-co-operation-based factors as independent variables reveal a significantly positive influence of the propensity to co-operate as well as networking. In this regard scientific institutions and universities located in the region of firms play an important role. From this analysis it can be generalized and concluded, also concerning other industries, that networks emerge automatically under certain conditions. Nevertheless their creation and development should be encouraged, e.g. by efficiency strengthening of public research and university education as well as the intensification of co-operation and networking between the scientific and the corporate sector. This can promote the technology and human capital transfer.

The coalition treaty from a fiscal point of view

Abstract
After weeks of negotiations the coalition finally agreed on the conditions for their political work. Not surprisingly, the coalition agreement is complex and intransparent – with a multitude of single measures far away from a precise definition. Quantifying the programme and estimating resulting cash flows is currently difficult; official calculations are – if at all – only partly available. Anyhow, the contract will form the basis for economic policy during the next four years; therefore its evaluation by now is indispensable. The thin red line of the agreement – not astonishingly when considering the precarious financial situation of the public sector – is consolidation. However, more than 80% of the consolidation volume results from the revenue side. Though one third of this is due to the cutback of tax exemptions, the lion’s share comes from raising tax rates, mainly the VAT standard rate. In contrast, cutting back public expenditure is minor and the agreement clearly comes short of the Koch/Steinbrück proposal; even new tax reliefs are created. The consolidation is almost completely borne by private households. Enterprises as a whole are barely hit. However, they have to wait until 2008 for a reform of company taxation – one of the most pressing problems in this legislative period. To reduce the companies tax burden until the reform starts the conditions for tax depreciation are temporarily relaxed. Anyway, from an international point of view the statutory tax rate is an important signal to enterprises deciding where to invest. Lowering effective tax rates by changing depreciation conditions is intransparent and, thus, will be less effective. Furthermore savings within the public sector are planned to accomplish consolidation; 10 billion Euro should result from efficiency gains and reduced expenditure. Consolidation measures mainly focus on the budget of the federal government. However, Länder and communities will participate in the additional tax revenues. In contrast, social securities will loose – and therefore also the share of employment that is subject to social insurance contribution. Particularly the unemployment insurance will be burdened by the decrease of its premium rate. Besides, the federal government will reduce its grants to the pension funds and most notably the health system. The contract is dominated by fiscal constraints. Cyclical requirements are considered only cursory and pressing structural reforms are put off. The reforms of company’s taxation, of fiscal federalism, of the health system as well as a proceeding reform of the labour market are only proposed. How and when measures in these fields are realised will determine whether fiscal policy can set a new course.

The influence of Vertical Integration and Property Rights on Network Access Charges in the German Electricity Markets

Abstract
German Electricity markets were deregulated in the late nineties of the last century. In contrast to other European countries, the German government enacted negotiated third party access instead of installing a regulation authority. Network access charges for new competitors are based on contractual arrangements between energy producers and industrial consumers, which specify the calculation schemes for access charges. Local and regional suppliers are nevertheless able to set (monopolistic) charges at their own discretion, restricted only by the possibility of interference competition authorities. While some of those suppliers have been acquired by one of the four Transmission System Operators and become vertically integrated, the majority is still independent public utility companies. In this paper we analyse if there is evidence for different charging behaviour depending on the supplier’s economic independence or its level of vertical integration. Controlling for other coefficients as the so called structural features and related cost differences as well as the influence of competition law suits, multivariate estimations show significantly lower access charges than vertically separated suppliers, whereas incorporated network operators charge significantly higher charges compared to independent suppliers for at least one typical case.
