Determinants and Effects of Foreign Direct Investment: Evidence from German Firm-Level Data

Abstract
Foreign direct investment is an essential aspect of ‘globalization’ yet its empirical determinants are not well understood. What we do know is based either on poor data for a wide range of nations, or good data for the US and Swedish cases. In this paper, we provide evidence on the determinants of the activities of German multinational firms by using a newly available firm-level data set from the Deutsche Bundesbank. The specific goal of this paper is to demonstrate the relative role of country-level and firm-level determinants of foreign direct investment. We focus on three main questions: First, what are the main driving forces of German firms’ multinational activities? Second, is there evidence that sector-level and firm-level factors shape internationalization patterns? Third, is there evidence of agglomeration effects in the foreign activities of German firms? We find that the market access motive for internationalization dominates. Firms move abroad mainly to gain better access to large foreign markets. Cost-saving motives, however, are important for some manufacturing sectors. Our results strongly suggest that firm-level heterogeneity has an important influence on internationalization patterns – as stressed by recent models of international trade. We also find positive agglomeration effects for the activities of German firms that stem from the number of other German firms that are active on a given foreign market. In terms of lessons for economic policy, our results show that lowering barriers to the integration of markets and encouraging the formation of human capital can promote the activities of multinational firms. However, our results related to the heterogeneity of firms and agglomeration tendencies show that it might be difficult to fine-tune policies directed at the exploitation of synergies and at the creation of clusters of foreign firms.

Abstract
Based on an individual data set, this article investigates the question of which conventional methods and new instruments companies use to adapt to fluctuations in business and what distinguishes these companies from other ones which have not implemented such instruments. In particular, the role of the technical equipment as well as the personnel policy and tariff policy are analyzed. An empirical comparison between the East and West German manufacturing industries demonstrates whether East German firms have competitive advantages. While the technological conditions for firms´ flexibility are somewhat less pronounced in East German, the proportion of “standardized“ and flexible employment is nearly the same in the East-West comparison. Differences exist among small, middle-sized and large firms as well as among types of yield. The weak orientation with respect to agreed wages and hours worked as well as the mainly gratuitous reduction of unpaid overtime which can be implemented over the whole year, prove to be an advantage. The investigation is based on a data set from the IAB company panel of manufacturing industries in 2003.

Germany after stagnation: Slow stimulation of overall economy by export driven recovery

Abstract
The main centres of the recovery in this business cycle remain in the US and East Asia. Amid the fading stimuli from economic policy, the US economy loses some of its momentum and GDP will increase by 4.5% in 2004 followed by 3.5% in the coming year. In the euro area, the vibrant external trade more and more spills over into the domestic economy. Still, with 1.5% this year and 2% in 2005, GDP will clearly underperform in comparison to the growth centres of the world. In Germany, even more so than in the euro area, the revival depends on the world economy. Exports will maintain their strong upward trend and in their wake, demand for consumer as well as capital goods will start to increase. But increases in consumption will remain small this year and it will be 2005 before clear improvements can be observed. After stagnating in 2003, GDP will rise by 1.8% both this and next year.

Abstract
In Germany exists a 40 year tradition of institutionalised and consensus orientated round tables. The following article considers the ´Concerted Action´ (1966-1977) and the ‘Alliance for Jobs´ (1998-2003) as examples and analyses - by setting several conditions for success - the reasons of their failure. The distribution of power and give-and-take between the social partners, the role of the state representatives as well as the application area and the organisational set-up of the instruments serve as aspects for the analysis. It can be demonstrated that the experiences with the ‘Concerted Action´ were taken into account regarding the ‘Alliance for Jobs´, that however important conditions for success still remained unaccomplished.

The influence of Vertical Integration and Property Rights on Network Access Charges in the German Electricity Markets

Abstract
German Electricity markets were deregulated in the late nineties of the last century. In contrast to other European countries, the German government enacted negotiated third party access instead of installing a regulation authority. Network access charges for new competitors are based on contractual arrangements between energy producers and industrial consumers, which specify the calculation schemes for access charges. Local and regional suppliers are nevertheless able to set (monopolistic) charges at their own discretion, restricted only by the possibility of interference competition authorities. While some of those suppliers have been acquired by one of the four Transmission System Operators and become vertically integrated, the majority is still independent public utility companies. In this paper we analyse if there is evidence for different charging behaviour depending on the supplier’s economic independence or its level of vertical integration. Controlling for other coefficients as the so called structural features and related cost differences as well as the influence of competition law suits, multivariate estimations show significantly lower access charges than vertically separated suppliers, whereas incorporated network operators charge significantly higher charges compared to independent suppliers for at least one typical case.

Abstract
We look into liberalization issues in the context of the EU Electricity Liberalization. Taking a look at principal issues reveals that the Community Directive 96/92/EC does not really take into account the interdependencies of energy markets. Moreover, third party access is not effectively enforced, particularly not in Germany, where mergers between a major electricity company and the dominant gas company have raised particular issues. Electricity liberalization in Scandinavia is working relatively well. EU accession countries are considered potential electricity exporters in the long run as full restructuring will drive down both energy intensities and electricity intensities. Russia would be wise to quickly become a member country of WTO, not in the least to gain access to Western Europe’s electricity market; the role of Russia so far has been neglected in the discussion of electricity liberalization. Excess capacities in EU-27 can be expected in the medium term. There is considerable doubt that politicians – often with ambitious goals in the field of environmental policy – will allow for a pan-European liberalization of electricity. We also take a closer look at regulatory policy issues.

The analysis shows that institution-building and legislation are well under way and that anti-trust practice is not too lax. Due to the diversity among the accession countries under review, the study finds that the strictly rule-based frame work of the EU might not be the most favourable solution for some candidates: firstly, the small and open economies of most candidates make it particularly difficult to define the ‘relevant market’ in competition cases. Secondly, the traditionally intense vertical integration of production in accession states calls for a reassessment of ‘vertical restraints’. The policy implications of this study suggest that the EU competition task force should take a proactive, case-by-case approach vis-à-vis its new members.

The economic structure of the largest East German cities: economic differences increase

Abstract
Especially large cities come into appearance within the field of interregional competition, while trying to attract enterprises and mobile production factors. Against this background, the paper examines the economic stage of development of the largest East German cities. In addition to the actual situation we have a look at the development of cities since the middle of the 90ies. Relating to the actual economic situation, the findings show great economic differences between cities. Nevertheless, none of the large cities have taken on a leading position for all considered indicators. Instead of this each large city has its own specific strengths and weaknesses – compared with the other large cities as well as compared with East Germany on the whole. In addition, a comparison with the situation in 1995 shows, that the degree of differentiation between cities has increased. This development goes along with a strengthening of specific economic profiles, particularly in smaller large cities.

Abstract
This article analyses the effects of heterogeneous economic structures on the long-term development of regional employment. A simple model is introduced to illustrate the beneficial outcomes for households as well as for enterprises of locating in highly diversified municipalities because risk (volatility of income, recruitment costs in a broader sense) diminishes for both. Econometric results for a sample of municipalities in Lower Saxony provide some evidence for a positive effect of local economic diversification on employment opportunities. The results seem to be not confined to the aggregated local labour demand but also apply to most branches the local business sector.
