Abstract
The so-called “Hartz IV reform“ should improve the system of services and benefits for the long-term unemployed in Germany. Thus, it was expected that the number of recipients and the volume of expenditures will decrease. However, both are higher than before. Therefore, the institutional settings might be less effective than they could be. Initially, the paper describes the institutional changes by the “Hartz IV“ reform. Afterwards, these changes are evaluated with respect to their effects on the number of recipients. The evaluation is based on the results of econometric studies concerning the former social assistance. It is pointed out that the reform improved basic conditions and incentives only partly, whereas some of its elements worsened the institutional settings.

The coalition treaty from a fiscal point of view

Abstract
After weeks of negotiations the coalition finally agreed on the conditions for their political work. Not surprisingly, the coalition agreement is complex and intransparent – with a multitude of single measures far away from a precise definition. Quantifying the programme and estimating resulting cash flows is currently difficult; official calculations are – if at all – only partly available. Anyhow, the contract will form the basis for economic policy during the next four years; therefore its evaluation by now is indispensable. The thin red line of the agreement – not astonishingly when considering the precarious financial situation of the public sector – is consolidation. However, more than 80% of the consolidation volume results from the revenue side. Though one third of this is due to the cutback of tax exemptions, the lion’s share comes from raising tax rates, mainly the VAT standard rate. In contrast, cutting back public expenditure is minor and the agreement clearly comes short of the Koch/Steinbrück proposal; even new tax reliefs are created. The consolidation is almost completely borne by private households. Enterprises as a whole are barely hit. However, they have to wait until 2008 for a reform of company taxation – one of the most pressing problems in this legislative period. To reduce the companies tax burden until the reform starts the conditions for tax depreciation are temporarily relaxed. Anyway, from an international point of view the statutory tax rate is an important signal to enterprises deciding where to invest. Lowering effective tax rates by changing depreciation conditions is intransparent and, thus, will be less effective. Furthermore savings within the public sector are planned to accomplish consolidation; 10 billion Euro should result from efficiency gains and reduced expenditure. Consolidation measures mainly focus on the budget of the federal government. However, Länder and communities will participate in the additional tax revenues. In contrast, social securities will loose – and therefore also the share of employment that is subject to social insurance contribution. Particularly the unemployment insurance will be burdened by the decrease of its premium rate. Besides, the federal government will reduce its grants to the pension funds and most notably the health system. The contract is dominated by fiscal constraints. Cyclical requirements are considered only cursory and pressing structural reforms are put off. The reforms of company’s taxation, of fiscal federalism, of the health system as well as a proceeding reform of the labour market are only proposed. How and when measures in these fields are realised will determine whether fiscal policy can set a new course.

Evaluation of Further Training Programmes with an Optimal Matching Algorithm

Abstract
This paper evaluates the effects of further training on the unemployment duration of different groups of persons representing individual characteristics and some aspects of the economic environment. The Micro Census Saxony enables us to include the employment history as a proxy for unobserved variables and to avoid Ashenfelters Dip. We employ an optimal full matching assignment, which is superior to greedy pair matching in the sense that it avoids the loss of observations due to the design of the algorithm. Overall, we find empirical evidence that participation in further training programmes results in even longer unemployment, with only gradual differences.

Abstract
Im vorliegenden Diskussionspapier wird ein Überblick über nichtparametrische Verfahren zur Lösung des Selektionsproblems gegeben, wobei die bisher bestehende Lücke zwischen einführenden Texten und der weiterführenden, eher formalen Literatur geschlossen werden soll. Dazu werden die Vor- und Nachteile der Verfahren, die nötigen Annahmen sowie die Anforderungen an die Datenbasis erläutert. Aus der Darstellung wird ersichtlich, dass für die empirische Anwendung keine Methode zur Lösung des Selektionsproblems den anderen generell überlegen ist. Alle Ansätze beruhen auf bestimmten Grundannahmen, und jeder Schätzer ist verzerrt, wenn die zur Verfügung stehende Datenbasis nicht zu diesen Annahmen passt.

Abstract
Die Förderung der beruflichen Weiterbildung ist eines der wichtigsten Instrumente der Arbeitsmarktpolitik in den neuen Bundesländern. Ob damit tatsächlich die Integration in den ersten Arbeitsmarkt beschleunigt wird, ist Gegenstand der aktuellen Diskussion. Welche Personengruppen ihre Beschäftigungschancen durch Weiterbildung besonders verbessern können, wurde bisher allerdings nur selten untersucht. In diesem Beitrag wird eine differenzierte Analyse des Maßnahmeeffekts auf die Arbeitslosigkeitsdauer sächsischer Weiterbildungsteilnehmer vorgestellt, bei der insbesondere auch die Zielgruppen der aktiven Arbeitsmarktpolitik untersucht werden. Damit soll eine Antwort auf die Frage, welche persönlichen, ökonomischen und institutionellen Faktoren den Beschäftigungserfolg der geförderten Maßnahmen beeinflussen, gefunden werden. Für die einzelnen Gruppen lassen sich graduell unterschiedliche Ergebnisse feststellen, was darauf hindeutet, dass die untersuchten Faktoren den Maßnahmeeffekt beeinflussen. Allerdings kann für keine der analysierten Gruppen ein positiver Beschäftigungseffekt beobachtet werden.

Abstract
In der vorliegenden Arbeit wird untersucht, welche finanzwirtschaftlichen Auswirkungen die Förderung von Unternehmensansiedlungen im Land Sachsen-Anhalt hat. Hierzu werden anhand einer Modellrechnung mit realistischen Zahlenwerten die verausgabten Fördermittel (unter Berücksichtigung der gemeinsamen Finanzierung durch Bund, Länder und EU) auf der einen Seite und die dem Investitionsvorhaben zurechenbaren Steuermehreinnahmen bzw. Minderausgaben bei Bund, Ländern und Gemeinden ermittelt. Es zeigt sich, dass unter den gemachten Annahmen mit erheblichen zusätzlichen Einnahmen bzw. Ausgabeneinsparungen auf allen föderalen Ebenen zu rechnen ist; diese übertreffen in der Summe in einem typischen Jahr die Ausgaben für die Förderung erheblich. Die hohen Fördereffekte erklären sich vor allem daraus, dass neben dem unmittelbaren Beschäftigungs- und Produktionseffekt im geförderten Unternehmen auch induzierte Effekte bei Zulieferunternehmen berücksichtigt werden. Von den Zusatzeinnahmen profitieren dabei vor allem Bund und Sozialversicherungen; auf die Länder entfällt nur etwa ein Drittel der Mehreinnahmen.

Abstract
In diesem Beitrag wird eine differenzierte Analyse der Maßnahmeeffekte bei Teilnahme an einer Arbeitsbeschaffungsmaßnahme (ABM) oder einer Strukturanpassungsmaßnahme (SAM) auf die Arbeitslosigkeitsdauer der Teilnehmer vorgestellt. Die Effekte werden für die gesamte Teilnehmergruppe und Untergruppen, die anhand ausgewählter persönlicher Merkmale gebildet worden sind, untersucht. Wenngleich für die einzelnen Gruppen graduell unterschiedliche Ergebnisse festzustellen sind, kann für keine ein positiver Maßnahmeneffekt ermittelt werden.

Business services in East Germany - an update

Abstract
The article presents the results of the German service sector statistic 2001 for company oriented services in the New Länder (without Berlin), which have been derived from data of the regional statistical offices. The article can be regarded as an update of an earlier version (see “Wirtschaft im Wandel”, 12/2003, p.342-349). Fundamental results are: 1. Compared to 2000, the New Länder’s proportion of Germany’s total revenue and employment in company oriented services has, compared to 2000, slightly increased, but remains rather small. 2. The profitability of East German companies has deteriorated, measured by total expenses per sales unit. Partially this might be due to the increased number of businesses. 3. Last evaluation’s assumption, that East German company’s labor productivity (gross value added per employees) is half of the West German’s, has been proofed in this actual evaluation. An illustration of reasons is not being provided since it has been discussed extensively in the first evaluation.

Abstract
In Germany considerable amounts of public funds are being spent on business development programs. In order to do so economic reasoning is needed. In particular the programs for supporting investment lack microeconometric empirical evaluation. To close this gap the special program „Gemeinschaftsaufgabe zur Verbesserung der regionalen Wirtschaftsstruktur“ (GA) is exemplarily analyzed. This program is intended to strengthen the capital stock of the East German economy, so firms of the East German manufacturing industries will be studied. A comparison of the two fundamental methods for microeconometric evaluation shall demonstrate the general problems in analyzing the effectiveness of development programs. The matching estimator provides more stable results then a sample selectivity model. The results suggest that the GA generates considerable extra investment activities.

The Micro Census Saxony enables us to include additional information about a person's employment history to eliminate the bias resulting from unobservable characteristics and to avoid Ashenfelter's Dip. In order to solve the sample selection problem we employ an optimal full matching assignment, the Hungarian algorithm. The impact of participation in further training is evaluated by comparing the unemployment duration between participants and non-participants using the Kaplan-Meier-estimator. Overall, we find empirical evidence that participation in further training programmes results in even longer unemployment duration.
