Banking Globalization, Local Lending, and Labor Market Effects: Micro-level Evidence from Brazil

Abstract
Recent financial crises have prompted the interest in understanding how banking globalization interacts with domestic institutions in shaping foreign shocks’ transmission. This paper uses regional banking data from Brazil to show that a foreign funding shock to banks negatively affects lending by their regional branches. This effect increases in the presence of frictions in internal capital markets, which affect branches’ capacity to access funding from other regions via intra-bank linkages. These results also matter on an aggregate level, as municipality-level credit and job flows drop in exposed regions. Policies aiming to reduce the fragmented structure of regional banking markets could moderate the propagation of foreign shocks.

Crisis is gradually being overcome – align actions to lower growth
The Corona pandemic still shapes the economic situation in Germany. A complete normalisation of contact-intensive activities is not to be expected in the short term. In addition, supply bottlenecks are hampering manufacturing for the time being. The German economy will reach normal capacity utilisation in the course of 2022. In their autumn report, the leading economic research institutes forecast that Gross Domestic Product (GDP) will rise by 2.4% in 2021 and by 4.8% in 2022.

Production bottlenecks delay recovery
The German recovery made good progress over the summer 2021. However, bottlenecks in sea transport and the production of intermediate goods are weighing on world trade. The rise in raw material prices has prompted inflation rates to spike, and an increase in new infections is clouding the outlook again. A weak final quarter is therefore to be expected. The Halle Institute for Economic Research (IWH) forecasts that German gross domestic product (GDP) will increase by 2.2% in 2021 and 3.6% in 2022 (East Germany: 1.8% and 2.8%).

Abstract
The regulatory architecture of the financial system has significantly changed after the global financial crisis of 2008/09. In Europe, the introduction of the Single Rulebook has been a major change and provides the legal foundation for the European Banking Union (EBU). The Single Rulebook consists of a regulation, the Capital Requirements Regulation (CRR), and three main directives targeting capital regulation and compensation of managers, harmonization of deposit insurance schemes, as well as resolution and restructuring rules (Capital Requirements Directive (CRD IV), Deposit Guarantee Schemes Directive (DGSD), Bank Recovery and Resolution Directive (BRRD)).

Abstract
Zu Beginn des zweiten Quartals 2021 wurde die wirtschaftliche Erholung durch die dritte Corona-Welle gebremst. Dennoch stieg das Bruttoinlandsprodukt um 1,5%. Allerdings bestanden Angebotsrestriktionen für Dienstleistungen in einigen Bereichen fort. Weil die Corona-Impfquote mittlerweile recht weit vorangeschritten ist, könnten diese Restriktionen aufgehoben werden. Es gibt aber auch Hinweise, dass die Impfungen weniger wirksam sein könnten als erhofft. Außerdem nehmen die Infektionszahlen mit Verbreitung der Delta-Variante wieder zu, was die Aussichten für den Herbst erneut eintrübt. Zudem hemmen in der gewerblichen Wirtschaft weiterhin Lieferketten- und Beschaffungsprobleme, welche zu steigenden Einkaufspreisen führen, die Produktion. Die Wirtschaft in Deutschland dürfte laut IWH-Flash-Indikator im dritten Quartal 2021 um 1,0% expandieren und im vierten Quartal um 0,1% leicht zurückgehen (vgl. Abbildung 1).

Abstract
In Reaktion auf die Erfahrungen aus der letzten Finanzmarktkrise veröffentlichte die Europäische Kommission im Mai 2014 die Richtlinie zur Sanierung und Abwicklung von Kreditinstituten (Bank Recovery and Resolution Directive, BRRD). Die Richtlinie legt Regeln zur Abwicklung und Restrukturierung von Banken einschließlich eines Bail-in-Mechanismus fest, der das Verlustrisiko beim Scheitern einer Bank vorrangig deren Anteilseignern und Gläubigern aufbürdet.

Increase in personal contacts spurs economic activity
This summer the economic outlook in Germany is bright. As the pandemic is in retreat, the restrictions that have hampered many service activities are likely to be gradually lifted, and a strong boost in private purchases can be expected. The Halle Institute for Economic Research (IWH) forecasts that gross domestic product will increase by 3.9% in 2021 and by 4.0% in 2022. Production in East Germany is expected to increase by 3% in both years, respectively.

Abstract
Die hohen Infektionszahlen und der seit November 2020 immer wieder verlängerte Lockdown führten im ersten Quartal 2021 zu einem Rückgang des Bruttoinlandsprodukts um 1,7%. Insbesondere der private Konsum litt unter den strengen staatlichen Restriktionen. Hingegen liefen die Warenexporte gut und verhinderten einen stärkeren Einbruch der deutschen Wirtschaft. Nachdem bereits Ende des ersten Quartals in einigen Regionen Deutschlands begonnen wurde, die Restriktionen etwas zurückzunehmen, kam es aus Sorge vor einem weiteren Anwachsen der dritten Corona-Welle in der zweiten Aprilhälfte zu einer bundesweit regulierten Verschärfung der Lockdown-Regeln. Seit Anfang Mai gehen die Corona-Neuerkrankungen in Deutschland nun zurück. Das dürfte wohl neben einem saisonalen Effekt auch auf die endlich in Fahrt gekommene Impfkampagne zurückzuführen sein. Der Lockdown dürfte in absehbarer Zeit aufgehoben werden können. Insbesondere die private Konsumnachfrage dürfte davon profitieren und zusammen mit der robusten Nachfrage aus dem Ausland die Wirtschaftsleistung laut IWH-Flash-Indikator im zweiten Quartal 2021 um 2,1% und im dritten Quartal um 2,4% steigen lassen.

Pandemic delays upswing – Demography slows growth
In their spring report, the leading economic research institutes forecast an increase in gross domestic product of 3.7% in the current year and 3.9% in 2022. The renewed shutdown is delaying the economic recovery, but as soon as the risks of infection, particularly from vaccination, have been averted, a strong recovery will begin. The economy is likely to return to normal output levels around the start of the coming year.

These are the key findings of the IWH Bankruptcy Update, which provides monthly statistics on corporate bankruptcies in Germany.
