Abstract
Seit einigen Jahren steigt die Zahl der Pensionäre in Deutschland. Der demographische Wandel dürfte die Versorgungsausgaben von Bund, Ländern und Gemeinden in den kommenden Jahren und Jahrzehnten deutlich zunehmen lassen. In diesem Beitrag wird die Zahl der Versorgungsempfänger bis zum Jahr 2080 vorausgeschätzt und die Versorgungsausgaben werden projiziert. Im Ergebnis zeigt sich ein teilweise deutlicher Anstieg der Versorgungsausgaben der Gebietskörperschaften. Im Verhältnis zum erwarteten Zuwachs des Steueraufkommens fällt dieser jedoch beim Bund vergleichsweise moderat und auch bei Ländern und Gemeinden nicht übermäßig hoch aus. Dies geht unter anderem auf die Annahme zurück, dass der Anteil der Beamten an der Gesamtbevölkerung in Zukunft konstant bleibt. Dagegen steht die gesetzliche Rentenversicherung größeren finanziellen Herausforderungen gegenüber, weil der Anteil der Rentenempfänger an der Gesamtbevölkerung in den kommenden Jahren zunehmen wird.

Loneliness during the pandemic – social isolation increases the likelihood of selfish behaviour
Social distancing as a counter-measure to the COVID-19 pandemic has far-reaching social consequences which have so far hardly been discussed from an economic perspective. This is demonstrated in a study by the Halle Institute for Economic Research (IWH). “Experiencing social isolation resulted in the participants in our study making more selfish decisions,” says the author of the study, Sabrina Jeworrek, Assistant Professor at Otto von Guericke University Magdeburg and head of research group in the Department of Structural Change and Productivity at IWH.

Increase in personal contacts spurs economic activity
This summer the economic outlook in Germany is bright. As the pandemic is in retreat, the restrictions that have hampered many service activities are likely to be gradually lifted, and a strong boost in private purchases can be expected. The Halle Institute for Economic Research (IWH) forecasts that gross domestic product will increase by 3.9% in 2021 and by 4.0% in 2022. Production in East Germany is expected to increase by 3% in both years, respectively.

Abstract
In den vergangenen Jahren hat die Zahl der Pensionäre (ehemalige Beamte, Richter und Soldaten) in Deutschland deutlich zugenommen. Damit gehen immer höhere Versorgungsausgaben einher, die Bund, Länder und Gemeinden aufbringen müssen. Der demographische Wandel könnte in Zukunft nicht nur ausgabeseitig eine Herausforderung aufgrund weiter steigender Versorgungsausgaben darstellen, sondern auch auf der Einnahmeseite, weil die Versorgungslasten von immer weniger Steuerzahlern getragen werden müssen. Im Folgenden werden mit Hilfe eines Kohorten-Komponenten-Modells die Zahl der Versorgungsempfänger und die daraus resultierenden Versorgungsausgaben für Bund, Länder und Gemeinden bis zum Jahr 2080 geschätzt und die Konsequenzen für die öffentlichen Haushalte abgeleitet. Es zeigt sich, dass die Versorgungsausgaben der Gebietskörperschaften zwar ansteigen, die Versorgungs-Steuerquote insgesamt allerdings relativ stabil bleibt. Da die Zahl der Versorgungsempfänger bei Ländern und Gemeinden bis zum Jahr 2080 kaum zunehmen und beim Bund sogar zurückgehen wird, stehen die Gebietskörperschaften infolge der Pensionslasten vor weitaus kleineren finanziellen Herausforderungen als die gesetzliche Rentenversicherung angesichts des wachsenden Anteils der Rentenempfänger an der Gesamtbevölkerung.

In May the number of corporate bankruptcies once again fell significantly. A jump in June is also unlikely, according to early indicators assessed by IWH. IWH Bankruptcy Update: Upward Trend in Bankruptcies Stopped; Reintroduction of Filing Requirement Unlikely to Generate Bankruptcy Wave
Following a rising trend in recent months, the number of corporate bankruptcies fell significantly in April. The number of impacted jobs also remained at modest levels. After a recent sharp rise in the bankruptcy statistics for microbusinesses (which has drawn little press attention), the upward trend for this subcategory loses steam. These are the key findings of the IWH Bankruptcy Update, which provides monthly statistics on corporate bankruptcies in Germany.

Economy in East Germany shrank less than in the West, but will have weaker momentum when pandemic disappears – Implications of the Joint Economic Forecast Spring 2021 and new data for East Germany
At 3%, the increase in gross domestic product in eastern Germany in 2021 is likely to be lower than in Germany as a whole (3.7%), as the slump due to the pandemic was smaller in 2020. In the course of the economic recovery in the second half of the year, the unemployment rate is expected to fall slightly.

Pandemic delays upswing – Demography slows growth
In their spring report, the leading economic research institutes forecast an increase in gross domestic product of 3.7% in the current year and 3.9% in 2022. The renewed shutdown is delaying the economic recovery, but as soon as the risks of infection, particularly from vaccination, have been averted, a strong recovery will begin. The economy is likely to return to normal output levels around the start of the coming year.

Economic mobility likely to increase significantly after relaxation – but also number of COVID-19 cases
The relaxation of Corona containment measures from the beginning of March 2021 lead to a significant increase in economic mobility and thus also in personal contacts in Germany. Estimates suggest that the recent relaxations increase economic mobility by more than ten percentage points and the number of new infections and deaths in Germany by 25%. Because both continued lockdowns and relaxations carry significant negative consequences, it is even more important to enable further relaxations through better testing and quarantine strategies and by increasing the pace of vaccination without putting people's health at risk.
