Abstract
The author discusses the role of competitions in urban development strategies based on the cooperation of higher education institutions. The experience with similar strategies in regional policy and in innovation policy is reflected upon. After the presentation of some cases, the advantages and disadvantages of development strategies based on competitions are compared.

Abstract
Drawing on the systems perspective of innovation processes, this article proposes a conceptual approach for a comprehensive analysis of regional knowledge generation and transfer. Instead of focusing on one single indicator, the approach emphasizes the importance to take multiple channels of knowledge transfer into account. This provides valuable insights into the spatial structure of innovation processes on different levels. We disentangle the innovation process and consider four different layers: i.) publications in peer-reviewed journals, ii.) patent applications, iii.) formal R&D collaboration projects, the iv.) localized input-output relations. Further, we demonstrate the relevance of the „multi-layer approach‟ by applying it empirically to a specific regional innovation system: The Free State of Saxony – a federal state in Germany. We argue that the approach could be a valuable tool to inform policy-makers about knowledge-based regional development strategies.

Abstract
This study analyses patenting activities by public research organizations (PROs) in the Free State of Saxony in the period 2002-2007 in order to shed some light on the strategies of PROs for industrial exploitation of scientific research results as well as on PROs-industry interaction. The analysis is based on published patent applications at the German Patent and Trademark Office (DPMA) in the period 2002-2007. The study shows that in the period of analysis (2002-2007) the number of patent applications by PROs in Saxony has risen almost continuously. Institutes of the Fraunhofer-Gesellschaft and the Technical University of Dresden have played a major role in this development. The results for PROs in Saxony are compared with patenting by PROs located in the states of Thuringia, Lower Saxony and North Rhine-Westphalia. Overall, the comparative analysis shows positive results for the industrial exploitation of scientific research results by PROs in Saxony. In what concerns the networking of PROs with private companies through co-patenting, there are no significant differences between the PROs of the four states considered. The results suggest that PROs in Saxony could further improve their performance in PROs-industry interaction. These results should however be interpreted with caution since the underlying patent statistics (co-patenting) do not capture all forms of PROs-industry interaction for the industrial exploitation of research results.

Cooperation propensity and public cooperation funding in the German Laser Industry

Abstract
The high-tech strategy of the federal government defines eight key technologies, including laser industry as a part of the optical technologies. This study provides a first descriptive overview of cooperation propensity and public cooperation funding for German Laser Source manufacturers between 1990 and 2010. Results show that the industry in general was characterized by expansion even though there were periods with a high degree of fluctuations. The spatial analysis of firm entries and exits reveals some interesting insights. The majority of large laser source companies are located in Bavaria, Baden-Württemberg and Thuringia. These regional distribution patterns hold for the absolute number of publicly funded cooperation projects. When considering the relative number of collaborative projects per firm and region the picture changes. It turns out that especially laser source manufacturers in Thuringia, Rhineland-Palatinate and Hamburg show up the highest cooperation propensities and an above-average demand for public funding.

Specialized incubation strategies are on the rise

Abstract
For nearly 30 years, business incubators are at the heart of urban technology and innovation policies in Germany. A recent study by the Halle Institute for Economic Research shows that there has been an increasing tendency for establishing specialized incubators that focus their support elements, processes and selection criteria on firms from one specific sector (in most cases knowledge-intensive sectors), and its particular needs. Among the total number of 413 business incubators currently operating in Germany, 94 can be classified as being specialized. Among the German specialized incubators, the vast majority specialize in biotechnology.

Abstract
In the context of policy measures that focus on the promotion of entrepreneurship and innovative start-ups on the level of cities and municipalities, since the beginning of the 21st century, there is an explicit tendency to establish a new type of business incubators and technology centers. These support facilities focus their support infrastructure and processes on firms from one specific sector and its particular needs. In Germany, since 1999, nearly one-third of all new business incubators opened with a sector-specific focus. Despite the continuously increasing importance of such specialized business incubators in local and regional development strategies, there is no analysis of these support facilities. On the basis of the key principles of business incubation functionality, supplemented by recent findings of incubator/ incubation research, this article investigates the evolution of this incubator concept in Germany, its regional distribution and describes the benefits to firms of being part of a specialized incubator. Moreover, this article details what are the general conditions and requirements for the long-term success of specialized business incubation initiatives.

Foreign Subsidiaries in the East German Innovation System – Evidence from manufacturing industries

Abstract
This paper analyses the extent of technological capability of foreign subsidiaries located in East Germany, and looks at the determinants of foreign subsidiaries’ technological sourcing behaviour. The theory of international production underlines the importance of strategic and regional level variables. However, existing empirical approaches omit by and large regional level factors. We employ survey evidence from the “FDI micro database” of the IWH, that was only recently made available, to conduct our analyses. We find that foreign subsidiaries are above average technologically active in comparison to the whole East German manufacturing. This can be partially explained by the industrial structure of foreign direct investment. However, only a limited share of foreign subsidiaries with R&D and/or innovation activity source technological knowledge from the East German innovation system. If a subsidiary follows a competence augmenting strategy or does local trade, it is more likely to source technological knowledge locally. The endowment of a region with human capital and a scientific infrastructure has a positive effect too. The findings suggest that foreign subsidiaries in East Germany are only partially linked with the regional innovation system. Policy implications are discussed.

Abstract
Private equity is a very specific institutional way of providing private capital to enterprises. The contribution inquires why it increased its economic importance and public visibility over the last years. The role of private capital within the framework of the innovation theory, transaction cost theory and the risk theory is assessed. Private equity is a specific way of organizing the procurement with private capital for enterprises in risky markets in order to efficiently reducing transaction costs. More and above, it is important for credible market-entry strategies. As most markets are incomplete and because of tax regulations which cannot be considered to be efficient under present conditions, the economic role of private equity has increased. The increase economic role, but also importance in the firm, necessitates a steering of enterprises along value-oriented objectives. As the “hype” has decreased in summer 2007, the article ends with an assessment of future prospects.

Innovative Milieux: Advanced Posts of Interpenetration between the Economic System and the Science System

Abstract
A growing number of governments, political parties, and enterprises set the theme „innovation“ on their agenda and join in the global race to more competitive national economies. In this race the concept of the „innovative milieu“ serves as an important point of orientation and as a political target that, on the first glance, seems to be transferable in concrete political measures. A basic feature of innovative milieux is the quick and easy transfer of knowledge to products in demand. This speed-up in the diffusion of knowledge is not only interesting with respect to the economic advantages but also with respect to science. It is the basic thesis of this paper that innovative milieux represent special cases where the economic system and the science system interpenetrate in an extreme way. Empirical findings show that the actors of innovative milieux have a strong cultural proximity to basic attitudes and behavior within the science system. This relates to the institutionalization of trial and error, the reinforcement of exploratory behavior, the flow of information, and to a special mixture of cooperation and competition. An essential feature of innovative milieux derives from the network relations of its actors. These relations have to be balanced a) to the need to create trust and reduce uncertainty, and b) to the need to stay permeable enough for linkages with new actors from outside. With regard to time innovative milieux have to be conceived from an evolutionary perspective. This involves several steps: Development of prerequisites, consolidation, attraction of labor and enterprises from other regions. From the evolutionary perspective, too, possible factors of preventing or accelerating the „entropic death“ (Camagni 1991) of innovative milieux can be discussed. The exceptional character of innovative milieux has consequences for innovation-oriented political strategies. The self-enforcing dynamics of innovative milieux create a tendency to more economic inequality between regions (core-periphery differences). This is contradictory to political strategies in which innovation-oriented policy is applied to reach an offset between prospering and impoverished regions. In many cases a strategy starting from the assumption of an enduring non-innovative milieu seems to be more realistic and more promising. Further on, the new more direct links between enterprises and research institutes question the current shape of technology transfer institutions. Finally the potential effects of the new trend to encourage the entrepreneurship of research staff on the science system are discussed.
