Abstract
Technology policy is a major part of government's efforts in contributing to East Ger-many's economic recovery. However, even a decade after unification East Germany does not produce sufficient technology goods. Thus, the question is whether technology policy is either not suitable or inefficient in tackling East Germany's deficits. A special technology policy for East Germany is justified by the lack of regional networks for technology firms; without a compensating policy East Germany would continue to lag behind West Germany also with respect to incomes. Yet only a few of the policy in-struments applied so far are efficiently dealing with these deficits. Thus, a future technology policy for East Germany should – mainly by the supply of R&D-infrastructure – support implementation of these kinds of networks.

Abstract
Though the basic economic problems are still of the same kind all over East Germany, partially considerable regional differences exist in respect to the conditions for further economic development. Therefore, detailed empirical analyses for the individual Länder and their sub-regions are necessary making economic policy recommendations. The following contribution deals with this task taking Saxony-Anhalt as an example.
A multitude of indicators is used to bring out the specific strengths and weaknesses of the economy of this state (Land) and its sub-regions. The outstanding strength of Saxony-Anhalt are the high private investment outlays which served to build a modern capital stock during the past ten years. Another fundamental strength of the Land are the universities and public research institutions. Besides these unambiguous strengths some ‘ambivalent’ growth factors exist which are characterized by strengths as well as by weaknesses. Such ‘ambivalent’ growth factors are the infrastructure and the situation of important sectors and branches of economic activity. The weaknesses of Saxony-Anhalt’s economic structure find expression especially in its low supply with human capital and entrepreneurial initiative as well as in the few research and development efforts of its firms.
The aforementioned strengths of the Land are reflected insufficiently in its economic output. Consequently some economic policy measures are proposed to bring about an improvement: Amongst other things Saxony-Anhalt should develop a clear idea of its economic development (Leitbild). Such a Leitbild could be related to the Land’s strengths or to the elimination of its major weaknesses. This also would facilitate a concentrated use of the different economic policy instruments. The latter shouldn’t only be concentrated on singular economic growth factors but also spatially, on the economically stronger sub-regions, as this can lead to larger growth effects for the entire Land. The good provision with public research institutions in Saxony-Anhalt should be used to bring about an improvement of the economic structure to a larger extent than until now. This could be done for example by means of a further strengthening of applied research vs. basic research, possibly via orienting the public research more towards the existing branches of economic activity. Finally, the Land should intensify its efforts to increase the entrepreneurial initiative in Saxony-Anhalt, e. g. by means of introducing courses in economics in its schools.

Abstract
Using the internet and internetbased services is now common among medium and large firms in Germany. However, for smaller firms (SMEs) the use of internet application is a new challenge to which they still have to respond – this is crucial for remaining competitive. The project Adapt2 “Using the Internet in an adaquate and strategic way“ looks into the effects of SMEs' basic steps towards the internet. We focus on adequacy of government promotion of SME activities – specifically firms from the sector producing machinery and equipment are analysed. The project was led by ZENIT GmbH, Mülheim a.d. Ruhr; the whole project also involved participation of the European Institute for International Economic Relations (EIIW). As part of a broader evaluation EIIW also conducted surveys – both focussing on firms involved in the project and in other firms from the same sector. It turned out that specific measures of support indeed were helpful for SMEs; obviously, there is additional need for further practical support and research.

Obwohl beträchtliche Mittel in die aktive Arbeitsmarktpolitik fließen, fehlt es bislang an einer systematischen Evaluierung der arbeitsmarktpolitischen Instrumente. Dies liegt primär an der Unzugänglichkeit geeigneter Daten. Am Beispiel der Mitnahmeeffekte bei Strukturanpassungsmaßnahmen für ostdeutsche Wirtschaftsunternehmen werden exemplarisch die Probleme aufgezeigt, die aus der prekären Datenlage entstehen.

Spillover effects and R&D co-operations - The influence of market structure

Abstract
This paper examines empirically the role of market structure for the influence of spill-over effects on R&D-cooperations. The results of a microeconometric analysis, based on firm data on innovation, let in general presume that with intensified competition also the influence of spillovers on R&D-cooperation increases. However, competition seems to induce firms to search for effective firm-specific appropriation facilities first. Spillovers that are sufficiently high such that the internalisation effect from R&D-cooperation more than outweighs the competitive effect from research, only arise whenever firms are not able to protect their research results through any appropriation facility. Additionally, there is some evidence that spillover effects may even hinder firms from cooperating in R&D when there is intensive competition on the research stage.

In den neuen Ländern wird durch verschiedene
Instrumente Forschung und Entwicklung (FuE)
von Unternehmen gefördert. Dazu zählen infrastrukturelle Maßnahmen, Projektzuschußförderungen, Kapitalhilfen und Personalkostenzuschüsse. Zwar rechtfertigt das Fehlen von FuE-Netzwerken in den neuen Ländern eine ostdeutschlandspezifische FuE-Förderung, da hierdurch sowohl FuE bestehender Unternehmen als auch die Neuansiedlung FuE-intensiver Unternehmen behindert wird. Die angewandten Instrumente weisen jedoch teilweise erhebliche Schwächen auf und werden der ostdeutschen Problematik insgesamt kaum gerecht. Problematisch sind besonders Projektzuschußförderung und Personalkostenzuschüsse. Um die FuE-Förderung zu verbessern und an die ostdeutsche Netzwerkproblematik anzupassen, ist daher vor allem eine Gewichtsverlagerung zugunsten effizienterer Instrumente anzuraten. Dabei sei allerdings vor übertriebenen Erwartungen an die Möglichkeiten staatlicher FuE-Förderung gewarnt.

In der aktuellen Diskussion über die Reform
der deutschen Finanzverfassung wird u.a. die Forderung erhoben, daß der Bund auf seine Beteiligung an den heutigen „Gemeinschaftsaufgaben von
Bund und Ländern“ zukünftig verzichten sollte. Der Artikel geht den Fragen nach, welche Vorteile die Beteiligung des Bundes an den heutigen Gemeinschaftsaufgaben mit sich bringt, und welche dieser Vorteile auch mit anderen Regelungen erreicht werden könnten. In bezug auf einen Teil der
heutigen Gemeinschaftsaufgaben gibt es durchaus plausible Argumente für eine Bundesbeteiligung; wenn diesen Argumenten ein hohes Gewicht zugebilligt werden soll, so müßte die Bundesbeteiligung für die betreffenden Aufgaben erhalten bleiben.
Für die anderen Gemeinschaftsaufgaben läßt sich die Beteiligung des Bundes an der Aufgabengestaltung und -finanzierung demgegenüber heute nicht mehr überzeugend begründen. Allerdings müßten zur Abdeckung des gesamtstaatlichen Steuerungsbedarfs im Bereich dieser Aufgaben neue Institutionen geschaffen werden, wie etwa Verfahren zur Beihilfen-Kontrolle bei der regionalen Wirtschaftsförderung oder eine Ausweitung
der originären Steuereinnahmen der Länder.

Abstract
Es herrscht vielfach die Auffassung vor, in den neuen Ländern bestehe eine im Vergleich zu den alten Ländern geringe und für eine zügige Anpassung der Wettbewerbsfähigkeit nicht ausreichende Aktivität der Unternehmen in Forschung und Entwicklung (FuE). Hierauf basieren Forderungen, FuE in den neuen Ländern stärker als bisher zu fördern. Bei disaggregierter Betrachtung für unterschiedliche Sektoren und Unternehmensgrößen zeigt sich in den neuen Ländern allerdings eine FuE-Intensität, die eher höher ist als in vergleichbaren westdeutschen Unternehmen.
Grundsätzlich können verschiedene Marktbesonderheiten eine FuE-Förderung rechtfertigen. Dazu zählen externe Effekte von Innovationen sowie FuE-Größenvorteile und unvollkommene Kreditmärkte, die den Eintritt in FuE-intensive Märkte behindern. Dies begründet aber nicht, warum kleine und mittlere sowie allgemein junge Unternehmen der alten Länder weniger Förderung erhalten sollten als entsprechende ostdeutsche Unternehmen. Begründet werden kann eine spezifische FuE-Förderung für die neuen Länder jedoch mit dem Fehlen von Netzwerken innovativer Unternehmen. Hieraus entsteht ein Standortnachteil für innovierende ostdeutsche Unternehmen, da es an Kooperationsmöglichkeiten in ihrer Region mangelt. Dies behindert nicht nur die Neugründung innovativer Unternehmen, sondern auch die Ansiedlung solcher aus Westdeutschland und dem Ausland.
