Analyzing Innovation Drivers in the German Laser Industry: the Role of Positioning in the Social and Geographical Space

Abstract
Empirical and theoretical contributions provide strong evidence that firm-level performance outcomes in terms of innovativeness can either be determined by the firm’s position in the social space (network effects) or by the firm’s position in the geographical space (co-location effects). Even though we can observe quite recently first attempts in bringing together these traditionally distinct research streams (Whittington et al. 2009), research on interdependent network and geographical co-location effects is still rare. Consequently, we seek to answer the following research question: considering that the effects of social and geographic proximity on firm’s innovativeness can be interdependent, what are the distinct and combined effects of firm’s network and geographic position on firm-level innovation output? We analyze the innovative performance of German laser source manufacturers between 1995 and 2007. We use an official database on publicly funded R&D collaboration projects in order to construct yearly networks and analyze firm’s network positions. Based on information on population entries and exits we calculate various types of geographical proximity measures between private sector and public research organizations (PRO). We use patent grants as dependent variable in order to measure firm-level innovation output. Empirical results provide evidence for distinct effect of network degree centrality. Distinct effect of firm’s geographical co-location to laser-related public research organization promotes patenting activity. Results on combined network and co-location effects confirms partially the existence of in-terdependent proximity effects, even though a closer look at these effects reveals some ambiguous but quite interesting findings.

Abstract
Individuals’ preferences in transition regions are still shaped by the former communist system. We test this ‘communist legacy’ hypothesis by examining the impact of acculturation in a communist regime on social network participation and, as a consequence, on preferences for spatial mobility. We focus on the paradigmatic case of Eastern Germany, where mobility intentions seem to be substantially weaker than in the Western part. Applying an IV ordered probit approach we first find that Eastern people acculturated in a communist system are more invested in locally bounded informal social capital than Western people. Second, we confirm that membership in such locally bounded social networks reduces the intention to move away. Third, after controlling for the social network effect the mobility gap between East and West is substantially reduced. Low spatial mobility of the Eastern population, we conclude, is to an important extent attributable to a social capital endowment characteristic of post-communist economies

Selectivity, Social Ties and Spatial Mobility – An Analysis of Preferences for Return Migration

Abstract
In the public debate, the brain drain from East Germany is supposed to be the most critical trend regarding the development and catching-up of the New Länder. Therefore, potential for in- and re-migration has attracted much attention at least in the political context. Our contribution analyses the re-migration potential on the basis of data from a DFG research project focussing on the re-migration intentions of people formerly emigrated from Saxony-Anhalt. The analysis concentrates on the following aspects: the effect of job market success after emigration; the impact of social ties to the origin and the host region and on the selectivity of
re-migration preferences. The econometric results confirm several expected effects: On the one hand an individual’s job market success reduces the intention to return. Likewise, the re-migration preference increases for people whose expectations were disappointed. On the other hand, the relevance of social ties to the origin region for re-migration dispositions is confirmed by the estimations. Yet, regarding selectivity of re-migration preferences in terms of human capital econometric results are somewhat ambiguous.

Abstract
Due to population ageing and shrinking Germany – particularly East Germany – experiences a demographic constellation causing remarkable economic and social problems. One option to cope with the demography based challenges is immigration. In a historical part the article firstly illustrates the history of immigration in Germany during the 20th century and concludes that substantial immigration initially occurred in the 1950th in the Western part of Germany when the so called “Gastarbeiter” were attracted to the West German labour market. Regions in East Germany, instead, show a rather low share of immigrants – a result of the GDR immigration policy that permitted only a low level of temporary migration.
However, prospects of success to stimulate immigration to East Germany seem to be rather limited. Firstly, since 2000 Germany as a whole faces reducing immigration numbers. Secondly, the low immigration experience and density of foreigners’ networks could torpedo existing immigration potentials. The sole opportunity for improving the migration balance seems to be the immigration from Central Eastern European regions. Spatial proximity might compensate for lacking migration incentives and initiate substantial migration flows towards East Germany. Yet, one should not have to high expectation regarding the dimension of immi-gration from Central Eastern Europe. Large parts of the migratory population already moved to other EU member states that implemented the Freedom of Movement for Workers immediately after 2004. Therefore, it seems to be crucial to stay away from every supplementary regulation that might discourage potential labour market migrants from Central East Europe after May 2011.

Abstract
The Photovoltaic-(PV)-Industry is a comparatively new industrial sector which is affected by high level of uncertainty. This uncertainty is derived from different technology paths as same as uncertainty about the future market developments. Important instruments to come up with uncertainty are firm networks. Thereby the state of the knowledge about the degree of interconnectedness between the German PV-industry is poor. This article aims to close this gap by giving an overview about the integration of PV-enterprises in firm networks.
The empirical analysis of the network structure of the German PV-industry thereby confirms the expected high level of network relations. Almost nine out of ten firms cooperate with other PV-firms in Germany. Also, the intensity of cooperation turns out to be above the average compared to other industrial sectors. On average one PV-firm cooperates with 5.8 other PV-firms. This indicates possibilities for a better knowledge exchange in the sector. Overall the high cooperation intensity supports the assumption that PV-industry is able to benefit from the spatial concentration of the industry in the region.
Despite the dense network which has already emerged, the promotion of networks can still be an efficient paradigm to support innovativeness and growth in this sector. This is going to be even more successful if the results of the network analysis are integrated into the government supporting scheme.

Subsidized Vocational Training: Stepping Stone or Trap? An Evaluation Study for East Germany

Abstract
The aim of this paper is to analyze whether the formally equal qualifications acquired during a subsidized vocational education induce equal employment opportunities compared to regular vocational training. Using replacement matching on the basis of a statistical distance function, we are able to control for selection effects resulting from different personal and profession-related characteristics, and thus, to identify an unbiased effect of the public support. Besides the ‘total effect’ of support, it is of special interest if the effect is stronger for subsidized youths in external training compared to persons in workplace-related training. The analysis is based on unique and very detailed data, the Youth Panel of the Halle Centre for Social Research (zsh).
The results show that young people who successfully completed a subsidized vocational education are disadvantaged regarding their employment opportunities even when controlling for personal and profession-related influences on the employment prospects. Besides a quantitative effect, the analysis shows that the graduates of subsidized training work in slightly worse (underqualified) and worse paid jobs than the adolescents in the reference group. The comparison of both types of subsidized vocational training, however, does not confirm the expected stronger effect for youths in external vocational education compared to workplace-related training.

Market Concentration and Innovation in Transnational Corporations: Evidence from Foreign Affiliates in Central and Eastern Europe

Abstract
Purpose – The main research question of this contribution is whether local market concentration influences R&D and innovation activities of foreign affiliates of transnational companies.
Methodology/approach – We focus on transition economies and use discriminant function analysis to investigate differences in the innovation activity of foreign affiliates operating in concentrated markets, compared to firms operating in nonconcentrated markets. The database consists of the results of a questionnaire administered to a representative sample of foreign affiliates in a selection of five transition economies.
Findings – We find that foreign affiliates in more concentrated markets, when compared to foreign affiliates in less concentrated markets, export more to their own foreign investor's network, do more basic and applied research, use more of the existing technology already incorporated in the products of their own foreign investor's network, do less process innovation, and acquire less knowledge from abroad.
Research limitations/implications – The results may be specific to transition economies only.
Practical implications – The main implications of these results are that host country market concentration stimulates intranetwork knowledge diffusion (with a risk of transfer pricing), while more intense competition stimulates knowledge creation (at least as far as process innovation is concerned) and knowledge absorption from outside the affiliates' own network. Policy makers should focus their support policies on companies in more competitive sectors, as they are more likely to transfer new technologies.
Originality/value – It contributes to the literature on the relationship between market concentration and innovation, based on a unique survey database of foreign affiliates of transnational corporations operating in Eastern Europe.
