Abstract
The ZIM program (Zentrales Innovationsprogramm Mittelstand) is a technologically open program of the Federal Ministry of Economics and Technology to support small and medium enterprises and Science organizations in their research and innovation activities. It became operative July 1, 2008 and offers three program lines: individual projects, cooperative projects, and networks. In reaction to the global economic crisis the ZIM program was increased for the years 2009 and 2010 – in addition to the regulary scheduled 626 Million – by 900 Million Euro through the Konjunkturpaket II (KP II).
In this study, the analysis of the macroeconomic effects of the ZIM program in Germany has been carried out – first time in the evaluation of federal support programs for research and innovation – by the use of the input output method.

Cooperation propensity and public cooperation funding in the German Laser Industry

Abstract
The high-tech strategy of the federal government defines eight key technologies, including laser industry as a part of the optical technologies. This study provides a first descriptive overview of cooperation propensity and public cooperation funding for German Laser Source manufacturers between 1990 and 2010. Results show that the industry in general was characterized by expansion even though there were periods with a high degree of fluctuations. The spatial analysis of firm entries and exits reveals some interesting insights. The majority of large laser source companies are located in Bavaria, Baden-Württemberg and Thuringia. These regional distribution patterns hold for the absolute number of publicly funded cooperation projects. When considering the relative number of collaborative projects per firm and region the picture changes. It turns out that especially laser source manufacturers in Thuringia, Rhineland-Palatinate and Hamburg show up the highest cooperation propensities and an above-average demand for public funding.

Metropolitan Area „Central Germany“: How Strong are the Commuting Flows between the Cities?

Abstract
The metropolitan area „Central Germany“ is an institutional agreement on co-operation between the bigger cities of the German Länder Saxonia, Saxony-Anhalt and Thuringia. It is one of now eleven “European Metropolitan Areas” acknowledged by the Conference of German Ministers for Spatial Planning. In the face of the multitude of cities and the large distances between the cities at the fringe and the geographical centre of the metropolitan area “Central Germany” should be regarded as a very special case. Another peculiarity is that the hinterland of the metropolitan area has not yet been delineated. The paper analyses the networking interrelations between the eleven cities on the basis of commuting flows. Additionally, proposals for the delimitation of this metropolitan area as a polycentric functional urban area are suggested for the first time. The investigation yields that network connectivity between the cities that have shaped the former metropolitan area “Halle/Leipzig-Saxonian Triangle”, as well as the Thuringian cities is much more intensive than the commuting flows between these subareas that are well connected from history. As a functional area, the metropolitan area “Central Germany” would have a very large hinterland, but its population density would be rather small, and it would interact only with the nearest regional centres. One can conclude that the preconditions for successful cooperation are better for adjacent cities which collaboration has already a long tradition.

Analyzing Innovation Drivers in the German Laser Industry: the Role of Positioning in the Social and Geographical Space

Abstract
Empirical and theoretical contributions provide strong evidence that firm-level performance outcomes in terms of innovativeness can either be determined by the firm’s position in the social space (network effects) or by the firm’s position in the geographical space (co-location effects). Even though we can observe quite recently first attempts in bringing together these traditionally distinct research streams (Whittington et al. 2009), research on interdependent network and geographical co-location effects is still rare. Consequently, we seek to answer the following research question: considering that the effects of social and geographic proximity on firm’s innovativeness can be interdependent, what are the distinct and combined effects of firm’s network and geographic position on firm-level innovation output? We analyze the innovative performance of German laser source manufacturers between 1995 and 2007. We use an official database on publicly funded R&D collaboration projects in order to construct yearly networks and analyze firm’s network positions. Based on information on population entries and exits we calculate various types of geographical proximity measures between private sector and public research organizations (PRO). We use patent grants as dependent variable in order to measure firm-level innovation output. Empirical results provide evidence for distinct effect of network degree centrality. Distinct effect of firm’s geographical co-location to laser-related public research organization promotes patenting activity. Results on combined network and co-location effects confirms partially the existence of in-terdependent proximity effects, even though a closer look at these effects reveals some ambiguous but quite interesting findings.

The Attractiveness of East Germany as Investment Location for Multinational Enterprises (MNEs)

Abstract
The article analyses the general motives of MNEs for investment in East Germany as well as the quality of selected locational factors in East Germany from multinational affiliates’ point of view. In contrast to existing studies for East Germany the article dedicates particular attention to the role of MNEs’ heterogeneity. The research draws from the third survey of the IWH FDI-Micro database in 2009, which offers a representative sample of multinational affiliates of the East German economy. The results show a fundamental shift in the relative importance of investment motives during the transition process of East Germany. Since the mid 1990s East Germany attracts increasingly investors that target economies of scope of local technological advantage rather than low-cost advantages of local production factors as the case in the early transition period. It can be demonstrated that the investment motives depends on the country of origin, the type and timing of market entry as well as the sector of the multinational affiliate. Amongst the given locational factors affiliates value the quality of the socio-cultural context highest. This group of soft factors is followed by locational aspects related the potential for technological cooperation, the availability of labour, and finally the extent of fiscal and financial incentives. There exist significant differences in the judgment about quality of different locational aspects depending on the country of origin and the underlying investment motive. Finally the article identifies possible policy measures in the area of skilled labour, technology and investment policy in order to sustain the attractiveness of East Germany as investment location in the future.

Interactive Dynamic Capabilities and Regenerating the East German Innovation System

Abstract
The paper sets out a specification of capabilities and competencies derived from Sen’s work on consumer capabilities and welfare economics. This approach is one that proves remarkably easy to generalise, first to producer and supplier capabilities, and thence to interactive and dynamic capabilities. The approach is then applied via the consequential perspectives of regional systems of innovation and network alignment to the case of the efforts to regenerate the innovation system in East Germany since reunification. It is seen that this process can be divided into three periods, of which the most recent appears to meet some of the theoretical requirements for effective interactive capabilities. It is less clear that the criteria for dynamic capabilities—which involve considerations of speed-up and flexibility, to meet the market requirements in real time—have yet been taken sufficiently seriously.

Abstract
The article uses the occasion of “20 years German re-unification” in order to provide an overview of the range of innovation policy schemes in East Germany with the intention to identify changing patterns or paradigms in its philosophy and priorities over time. In general, innovation policy schemes aim at increasing research and development (R&D) activities of companies in order to strengthen their competitiveness as market incentives for R&D are usually too low (problem of market failure). However, in East Germany in the early 1990s the situation was different. At the very beginning, the transformation process in East Germany was accompanied by innovation policy schemes that aimed at the pure maintenance of industrial research and the stock of R&D personnel since the potential for innovation was at a risk to be eliminated completely. In the late 1990s the intention of innovation policies changed. Instead of financial support primarily for human resources, innovation policy schemes since then focused on the support of cooperation projects between different research entities (companies and scientific organizations) and, later on, also the setup of networks in order to close the economic differences between East and West Germany.

Incubator Age and Incubation Time: Determinants of Firm Survival after Graduation?

Abstract
On the basis of a sample of 149 graduate firms from five German technology oriented business incubators, this article contributes to incubator/incubation literature by investigating the effects of the age of the business incubators and the firms’ incubation time in securing long-term survival of the firms after leaving the incubator facilities. The empirical findings from Cox-proportional hazards regression and parametric accelerated failure time models reveal a statistically negative impact for both variables incubator age and incubation time on post-graduation firm survival. One possible explanation for these results is that, when incubator managers become increasingly involved in various regional development activities (e.g. coaching of regional network initiatives), this may reduce the effectiveness of incubator support and therefore the survival chances of firms.

Abstract
Standards are an important part of the codified knowledge of a society. In contrast to industry standards, formal standards are created in a consensus-based procedure open to all interested parties. Only if an economic interest for application exists will formal standards be produced. Interested parties have to shoulder participation costs themselves, which enforces economic interest. Up to a certain extent, governments also trigger and finance formal standardisation processes through the new approach, which creates a framework that is filled by private activity. Standards stand at the end of intellectual property rights if the totality of the value chain of knowledge production is looked at. One important aspect is their accessibility and the inclusion of all necessary intellectual property rights, especially patents, at reasonable prices. Conversely, consortia may exclude groups from the use of their standards. By preventing the licensing of those patents included in a standard, they can effectively block market entry. Thus, “successful” standards often face antitrust problems. Formal standards reduce costs of production through economies of scale, economies of scope and network-economies. Goods and processes that are standardized signal quality, the inclusion of high technological standards and permanent presence in the markets, which again accelerates market dissemination. Firms face a dilemma: On the one hand, the penetration of a markets with industry standards offers potentials for high profits; on the other hand, this has to be balanced against the risk of failure, especially if clients are hesitant because they do not know which standard will be successful in the end. Formal standards create and stabilize trust markets. This is especially true in the area of globalisation. Europe, which has to face an enormous competition in the international knowledge economy, needs an institutionally efficient approach to formal standardisation. This contribution addresses future problems of the European standardisation that have been developed within the framework of a working group of the European Standardisation Organisation called Future Landscape of European Standardisation (FLES).

Spatial Distribution of East German Innovative Competencies: Significant Increase in the Southwestern Hinterland of Berlin and in the Centres of Saxony and Thuringia

Abstract
Patent applications constitute an essential indicator for the extent of innovative activities in an economy or region. Due to the fact that innovative activities are in general spatially concentrated, policy makers perceive in this information starting points for a growth-oriented regional policy. Against this background, the Halle Institute for Economic Research (IWH) in 2004 had examined the spatial distribution of industries, firm networks and innovative competencies in the context of an area-wide study for East Germany. Newly available data for the patent statistics allow for an updating of these results regarding the innovative competencies for the time period from 2000 to 2005. In comparison to the time period between 1995 and 2000, an increase in innovative competencies becomes evident. This growth takes place almost exclusively in regions where innovative competencies are already domiciled. All in all, the growth dynamics of East Germany with regard to patent applications is slightly behind the West German one. The distribution of technological fields, to which the applied patents refer to, remained largely constant during the two observation periods. In the area of bio-technology, electrical engineering and of health care the standing of East Germany has further improved. With regard to political implications, the data should not be used for imposing technology specific support programs. Instead a tax relief for R&D independent of the used technologies seems to be more adequate.
