Abstract
This article conducts a plant-level study of the factors affecting foreign direct investment (FDI) inflow to a large opening economy endowed with specific factor advantages. We conclude that the distribution of FDI in Russian regions depends on market access and can be most notably described by the knowledge-capital framework. Factor endowments built by natural resources are more successful in explaining the location decisions of export–platform affiliates. The impact of natural resources depends on how the availability of these resources is measured. The results reject the crowding out effects of resource FDI and prove co-location mode, when service investments are attracted to resource-rich regions. Labour cost advantages better explain the preferences of non-trading service affiliates.

Abstract
We study the impact of gender quotas on the acquisition of human capital. We assume that individuals’ formation of human capital is influenced by the prospect of landing high-pay top positions, and that these positions are regulated by gender-specific quotas. In the absence of quotas, women consider their chances of getting top positions to be lower than men’s. The lure of top positions induces even men of relatively low ability to engage in human capital formation, whereas women of relatively high ability do not expect to get top positions and do not therefore engage in human capital formation. Gender quotas discourage men who are less efficient in forming human capital, and encourage women who are more efficient in forming human capital. We provide a condition under which the net result of the institution of gender quotas is an increase in human capital in the economy as a whole.

Abstract
The global financial crisis has brought to an end a rather unprecedented period of banks’ international expansion. We analyze the effects of the crisis on international banking. Using a detailed dataset on the international assets of all German banks with foreign affiliates for the years 2002-2011, we study bank internationalization before and during the crisis. Our data allow analyzing not only the international assets of the banks’ headquarters but also of their foreign affiliates. We show that banks have lowered their international assets, both along the extensive and the intensive margin. This withdrawal from foreign markets is the result of changing market conditions, of policy interventions, and of a weakly increasing sensitivity of banks to financial frictions.

Abstract
Am 1.5.2004 sind zehn neue Mitgliedstaaten, vor allem Transformationsländer, in die EU aufgenommen worden. Drei Jahre später, am 1.1.2007, kamen Bulgarien und Rumänien hinzu. Während deutsche Unternehmer zunächst die zusätzliche Konkurrenz fürchteten, bewerten sie die Auswirkungen der Osterweiterung inzwischen positiv. Die neuen Mitgliedstaaten haben von ihrem Beitritt grundsätzlich profitiert, sogar in Hinblick auf die Beihilferegelungen konnten sie den strengen Anforderungen der EU entsprechen. Allerdings haben sich flexible Wechselkurse in der Krise für die Länder außerhalb des Euroraums als Vorteil erwiesen. Zudem leiden Rumänien und Bulgarien unter der Instabilität ihrer politischen Systeme.

Abstract
Unternehmen bestehen häufig aus verschiedenen Betriebsstätten oder Unternehmensteilen, die sich in den Liquidationswerten ihrer Vermögensgegenstände unterscheiden. Da externe Finanzierungsbeschränkungen von den potentiell im Kreditausfall bzw. Liquidationsfall erzielbaren Erlösen abhängen, können Unternehmen ihre Finanzierungsmöglichkeiten durch ihre unternehmensinterne Ressourcenallokation beeinflussen. In dieser Studie werden basierend auf der Theorie unvollständiger Finanzverträge unterschiedliche Allokationsstrategien auf ihre Effizienz hin untersucht und empirsich testbare Implikationen abgeleitet.

Abstract
We investigate capital allocation across a firm's divisions that differ with respect to the degree of asset tangibility. We adopt an incomplete contracting approach where the outcome of potential debt renegotiations depends on the liquidation value of assets. However, with diversity in terms of asset tangibility, liquidation proceeds depend on how funds have been allocated across divisions. As diversity can be traced back to institutional differences between countries, we provide a rationale for multidivisional decision- making in an international context. A main finding is that multinationals may be bound to go to certain countries when financiers cannot control the capital allocation.

How Effective is Macroprudential Policy during Financial Downturns? Evidence from Caps on Banks' Leverage

Abstract
This paper investigates the effect of a macroprudential policy instrument, caps on banks' leverage, on domestic credit to the private sector since the Global Financial Crisis. Applying a difference-in-differences approach to a panel of 69 advanced and emerging economies over 2002–2014, we show that real credit grew after the crisis at considerably higher rates in countries which had implemented the leverage cap prior to the crisis. This stabilising effect is more pronounced for countries in which banks had a higher pre-crisis capital ratio, which suggests that after the crisis, banks were able to draw on buffers built up prior to the crisis due to the regulation. The results are robust to different choices of subsamples as well as to competing explanations such as standard adjustment to the pre-crisis credit boom.

Die Arbeitsmarktlage in Ostdeutschland hat sich im bisherigen Verlauf des Jahres 2004 weiter verschlechtert. Die Zahl der sozialversicherungspflichtig Beschäftigten, die etwa drei Viertel der Erwerbstätigen ausmachen, lag im Mai 2004 – jüngere Daten liegen noch nicht vor – um 92 000 bzw. 2,2% unter dem Niveau des Vorjahresmonats.

Ähnliche Branchen oder Branchenvielfalt? Headquarterfunktionen wichtig für positive regionale Beschäftigungswirkungen
Verbundene Wirtschaftszweige stellen ähnliche und sich ergänzende Produkte her, im Automobilbereich z. B. Motoren, Karosserien, Fahrzeugteile und -zubehör. Die Verbundenheit erleichtert den Austausch von Wissen und erhöht so die Chance, Innovationen und Wachstum hervorzubringen. Das Institut für Wirtschaftsforschung Halle (IWH) hat diese These für deutsche Regionen empirisch überprüft. Das Ergebnis: Eine starke Verbundenheit von Wirtschaftszweigen wirkt tatsächlich positiv auf das regionale Beschäftigungswachstum – allerdings nur dann, wenn zugleich Führungskräfte in der Region überdurchschnittlich präsent sind. Fehlt das Zusammenspiel von Verbundenheit und Führungsfunktionen – etwa bei einem Mangel an Unternehmens-Headquartern in der Region –, wirkt dies negativ auf das Beschäftigungswachstum.

Abstract
Übergeordnetes Ziel des Record-Linkage ist die Zusammenführung verschiedener Datensätze anhand eines eindeutigen Identifizierungsmerkmals. In den uns vorliegenden Fällen handelt es sich primär um Unternehmensdatensätze aus Datenbanken mit Unternehmensmerkmalen (z. B. BvD Amadeus/Dafne), Patentdatensätze (z. B. Patstat oder DPMA) sowie Förderdatensätze (z. B. BMBF Förderkatalog). Diese Datensätze sollen über den Namen der Unternehmen verknüpft werden. Da in der Praxis Unternehmensnamen in verschiedenen Datenbasen uneinheitlich geschrieben werden – beispielsweise die Unternehmensform – ist eine Harmonisierung und Standardisierung notwendig.
