Labor Demand During the Crisis: What Happened in Germany?

Abstract
In Germany, the employment response to the post-2007 crisis has been muted compared to other industrialized countries. Despite a large drop in output, employment has hardly changed. In this paper, we analyze the determinants of German firms’ labor demand during the crisis using a firm-level panel dataset. Our analysis proceeds in two steps. First, we estimate a dynamic labor demand function for the years 2000-2009 accounting for the degree of working time flexibility and the presence of works councils. Second, on the basis of these
estimates, we use the difference between predicted and actual employment as a measure of labor hoarding as the dependent variable in a cross-sectional regression for 2009. Apart from total labor hoarding, we also look at the determinants of subsidized labor hoarding through short-time work. The structural characteristics of firms using these channels of adjustment differ. Product market competition has a negative impact on total labor hoarding but a positive effect on the use of short-time work. Firm covered by collective agreements hoard less labor overall; firms without financial frictions use short-time work less intensively.

Abstract
Gemäß der Drei-Sektoren-Hypothese verliert die Industrie mit steigenden Realeinkommen an gesamtwirtschaftlicher Bedeutung. Diese Tendenz wurde in der Vergangenheit anhand des Anteils der Wertschöpfung bzw. der Beschäftigung in der Industrie an der Gesamtwirtschaft gemessen und für Deutschland für die Jahrzehnte seit 1970 bestätigt. In diesem Beitrag sind dagegen die industriellen Endprodukte Ausgangspunkt der Untersuchung. Es wird mit Hilfe der Input-Output-Analyse gezeigt, dass sie aufgrund der zunehmenden Interdependenz zwischen Industrie und Dienstleistungssektor einen wachsenden Anteil der gesamtwirtschaftlichen Wertschöpfung absorbieren.

International Fragmentation of Production and the Labour Input into Germany’s Exports – An Input-Output-analysis

Abstract
The import penetration of exports has become a topic of public debate, particularly in the context of Germany’s position as one of the world’s leading exporters. The growth in the volume of intermediate products purchased from abroad for subsequent processing into export goods in Germany seems to be undermining the importance of exports as a driver of domestic production and employment. The gains that arise from an increase in exports seem to have been offset by the losses caused by the crowding out of local production by imports. Empirical evidence on the impact of this international integration of the goods market on the German labour market is ambiguous. Short-term negative effects on employment are claimed to be offset by the long-term benefit that the jobs lost in the short run will eventually be replaced by higher-skilled jobs with better
perspectives. Against this background, the following hypothesis is tested empirically: Germany is poor in natural resources, but rich in skilled labour. In line with the Heckscher- Ohlin theory, Germany should therefore specialize in the production of export goods and services that are relatively intensive in these factors and should import those goods and services that are relatively intensive in unskilled labour. The empirical part of the paper deals with the extent of the German export penetration by imports. At first, it analyses by what ways imports are affecting the exports directly and indirectly and shows the consequences of import penetration of exports for the national output and employment. Secondly, consequences for employment are split in different skill types of labour. These issues are discussed with the standard open static inputoutput- model. The data base is a time series of official input-output tables. The employment effects for Germany divided by skill types of labour are investigated using skill matrices generated by the authors.

Fiscal Spending Multiplier Calculations based on Input-Output Tables – with an Application to EU Members

Abstract
Fiscal spending multiplier calculations have been revived in the aftermath of the
global financial crisis. Much of the current literature is based on VAR estimation
methods and DSGE models. The aim of this paper is not a further deepening of
this literature but rather to implement a calculation method of multipliers which is
suitable for open economies like EU member states. To this end, Input-Output tables are used as by this means the import intake of domestic demand components can be isolated in order to get an appropriate base for the calculation of the relevant import quotas. The difference of this method is substantial – on average the calculated multipliers are 15% higher than the conventional GDP fiscal spending multiplier for EU members. Multipliers for specific spending categories are comparably high, ranging between 1.4 and 1.8 for many members of the EU. GDP drops due to budget consolidation might therefore be substantial if monetary policy is not able to react in an expansionary manner.

Abstract
The 'cluster theory' has become one of the main concepts promoting regional competitiveness, innovation, and growth. As most empirical applications focus on measures of concentration of one industrial branch in order to identify regional clusters, the appropriate analysis of specific vertical relations is developing in this discussion. This paper tries to identify interrelated sectors via national input-output tables with the help of minimal flow analysis (MFA). The regionalization of these national industry templates is carried out with the allocation of branch-specific production values on regional employment. As a result, the paper shows concentrations of vertical clusters in only 27 of 439 German Nomenclature des Units Territoriales Statistiques (NUTS)-3 regions.

Abstract
If regional development agencies assume the cluster concept to be an adequate framework to promote regional growth and competitiveness, it is necessary to identify industrial clusters in a comprehensive manner. Previous studies used a diversity of methods to identify the predominant concentrations of economic activity in one industrial sector in a region. This paper is based on a multidimensional approach developed by Titze et al. With the help of the combination of concentration measures and input–output methods they were able to identify horizontal and vertical dimensions of industrial clusters. This paper aims to refine this approach by using a superior measure of spatial concentration and by integrating information about spatial interdependence of industrial cluster structures to contribute to a more adequate framework for industrial cluster identification.

Neo-liberalism, the Changing German Labor Market, and Income Distribution: An Institutionalist and Post Keynesian Analysis

Abstract
This inquiry relies on an Institutionalist and Post Keynesian analysis to explore Germany's neo-liberal project, noting cumulative effects emerging as measurable economic and societal outcomes. Investments in technologies generate rising output-to-capital ratios. Increasing exports offset the Domar problem, but give rise to capital surpluses. National income redistributes in favor of capital. Novel labor market institutions emerge. Following Minsky, good times lead to bad: as seeming successes of neo-liberal policies are accompanied by financial instability, growing disparities in household incomes, and sharp declines in German exports on world markets, resulting in one of the deepest, recent contractions in the industrialized world.

Abstract
Im Zuge des Outsourcing beziehen Industrieunternehmen zur Fertigung ihrer Produkte Dienstleistungen, die sie früher selbst erstellt haben. Infolge der Lohnunterschiede zwischen Industrie und Dienstleistungssektor ändert sich damit aus volkswirtschaftlicher Sicht die Belastung der Industriegüter mit Arbeitskosten. Die Studie geht der Frage nach, wie bedeutsam dieser Effekt ist. Dazu werden mit dem offenen statischen Input-Output-Modell der Verflechtungsgrad der Industrie mit ihren Zulieferzweigen, die Beschäftigungsintensitäten der Produktion und das Arbeitskostengefälle zwischen den Produktionsbereichen für Deutschland und im Vergleich mit Frankreich und den Niederlanden analysiert. Im Ergebnis zeigt die Erweiterung der Arbeitskostenanalyse der Industrieproduktion um die Beschäftigungs- und Lohnintensitäten in den Zulieferbereichen eine - gesamtwirtschaftlich betrachtet - geringere Belastung der Industriegüter mit Lohnkosten in Deutschland, Frankreich und den Niederlanden an als es die sektoralen Größen in der Industrie signalisieren. Dabei ist der Unterschied in Deutschland quantitativ besonders stark ausgeprägt. Diese “Lohnersparnis“ hat sich nach dem Jahr 2000 etwas verstärkt. Der Entlastungseffekt wird ganz entscheidend über die unmittelbaren Vorleistungsinputs, d. h. die erste Verflechtungsstufe der Industrieproduktion erreicht.

How Does Industry Specialization Affect the Efficiency of Regional Innovation Systems?

Abstract
This study analyzes the relationship between the specialization of a region in certain industries and the efficiency of the region in generating new knowledge. The efficiency measure is constructed by relating regional R&D input and output. An inversely u-shaped relationship is found between regional specialization and R&D efficiency, indicating the presence of externalities of both Marshall and Jacobs’ type. Further factors influencing efficiency are externalities resulting from high R&D intensity of the local private sector as well as knowledge from local public research institutions. The impact of both the specialization and the additional factors is, however, different for regions at different efficiency levels.
