Abstract
Das Eigenkapital einer Bank dient aus aufsichtsrechtlicher Sicht zwei Zielen: zum einen dem Ausgleich von Verlusten aus laufenden Geschäften oder der Begleichung von Gläubigeransprüchen im Insolvenzfall, zum anderen der Begrenzung von Verlustrisiken aus bestimmten Geschäften. Ein wichtiger Bestandteil des Eigenkapitals ist dabei das Kernkapital. Das Kernkapital ist der Anteil des Eigenkapitals einer Bank, der dem Institut dauerhaft zur Verfügung steht und somit als echter Verlustpuffer dienen kann. Bestandteile sind unter anderem das Stammkapital, Kapitalrücklagen, Gewinnrücklagen oder eigene Aktien der Bank. Aus dem Kernkapital ergibt sich eine wichtige aufsichtsrechtliche Kenngröße: die Kernkapitalquote (Tier 1 Capital Ratio). Venture Capitalists on Boards of Mature Public Firms

Abstract
Venture capitalists (VCs) often serve on the board of mature public firms long after their initial public offering (IPO), even for companies that were not VC-backed at the IPO. Board appointments of VC directors are followed by increases in research and development intensity, innovation output, and greater deal activity with other VC-backed firms. VC director appointments are associated with positive announcement returns and are followed by an improvement in operating performance. Firms experience higher announcement returns from acquisitions of VC-backed targets following the appointment of a VC director to the board. Hence, in addition to providing finance, monitoring and advice for small private firms, VCs play a significant role in mature public firms and have a broader influence in promoting innovation than has been established in the literature.

Human Capital Mobility and Convergence – A Spatial Dynamic Panel Model of the German Regions

Abstract
Since the fall of the iron curtain in 1989, the migration deficit of the Eastern part of Germany has accumulated to 1.8 million people, which is over ten percent of its initial population. Depending on their human capital endowment, these migrants might either – in the case of low-skilled migration – accelerate or – in high-skilled case – impede convergence. Due to the availability of detailed data on regional human capital, migration and productivity growth, we are able to test how geographic mobility affects convergence via the human capital selectivity of migration. With regard to the endogeneity of the migration flows and human capital, we apply a dynamic panel data model within the framework of β-convergence and account for spatial dependence. The regressions indicate a positive, robust, but modest effect of a migration surplus on regional productivity growth. After controlling for human capital, the effect of migration decreases; this decrease indicates that skill selectivity is one way that migration impacts growth.

Abstract
One of the key obstacles to the empirical analysis of capital controls has been the unavailability of a detailed set of indicators for controls that cover a broad set of countries over a range of years. In this paper, we propose a new set of indicators derived from the Annual Reports on Exchange Arrangements and Export Restrictions. Contrary to most earlier attempts to construct control indicators from this source, our set of indices allows one to analyze the control intensity separately for inflow, outflow and repatriation controls. An additional set of indicators features information on the institutional design of controls. At first glance, the data show that the financial crisis caused a surge in capital market restrictions, most notably concerning the derivatives market. This reflex, which is not justified by the scarce empirical evidence on the success of controls, shows the importance of having a valid measure to allow an econometrically sound policy evaluation in this field.
