Gefahr einer Gaslücke gegenüber April deutlich verringert – aber Versorgungsrisiken bleiben
Die Wahrscheinlichkeit einer Versorgungslücke mit Erdgas im Fall eines Stopps russischer Lieferungen ist gegenüber April deutlich gesunken. Zu diesem Ergebnis kommt eine aktualisierte Simulationsrechnung der an der Gemeinschaftsdiagnose beteiligten Institute. Trotz mittlerweile deutlich besser gefüllter Speicher sind damit aber noch nicht alle Risiken für die Gasversorgung der Industrie im Winterhalbjahr 2022/2023 gebannt. Es ist daher ratsam, zeitnah die Preissignale bei den Verbrauchern ankommen zu lassen.

Gemeinschaftsdiagnose Frühjahr 2019: Konjunktur deutlich abgekühlt
Berlin, 4. April – Die führenden deutschen Wirtschaftsforschungsinstitute haben ihre Prognose für das Wirtschaftswachstum im Jahr 2019 deutlich gesenkt. Für Deutschland erwarten sie eine Zunahme des Bruttoinlandsprodukts um 0,8%. Das ist mehr als ein Prozentpunkt weniger als im Herbst 2018, als man noch mit 1,9% rechnete. Hingegen bestätigen die Institute ihre vorherige Prognose für das Jahr 2020: Das Bruttoinlandsprodukt dürfte dann um 1,8% zunehmen. Das geht aus dem Frühjahrsgutachten der Gemeinschaftsdiagnose hervor, das am Donnerstag in Berlin vorgestellt wird.

Eurostaaten von amerikanischen Ratingagenturen schlechter bewertet – Einführung einer europäischen Agentur dennoch nicht zielführend
Während der Schuldenkrise bewerteten amerikanische Ratingagenturen einige Eurostaaten signifikant schlechter als die eher europaorientierte Agentur Fitch. Das zeigt eine neue Studie des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH). Damit bestätigen die Ökonomen und Ökonominnen zwar zum Teil, was viele Politiker und Politikerinnen bereits während der Krise behaupteten: dass nämlich die Ratings der amerikanischen Agenturen eine antieuropäische Tendenz aufweisen. Andererseits macht die Studie aber auch deutlich, dass und warum eine europäische Ratingagentur trotzdem unwirksam wäre.

Qual VAR Revisited: Good Forecast, Bad Story

Abstract
Due to the recent financial crisis, the interest in econometric models that allow to incorporate binary variables (such as the occurrence of a crisis) experienced a huge surge. This paper evaluates the performance of the Qual VAR, originally proposed by Dueker (2005). The Qual VAR is a VAR model including a latent variable that governs the behavior of an observable binary variable. While we find that the Qual VAR performs reasonable well in forecasting (outperforming a probit benchmark), there are substantial identification problems even in a simple VAR specification. Typically, identification in economic applications is far more difficult than in our simple benchmark. Therefore, when the economic interpretation of the dynamic behavior of the latent variable and the chain of causality matter, use of the Qual VAR is inadvisable.

The Effect of Personal Bankruptcy Exemptions on Investment in Home Equity

Abstract
Homestead exemptions to personal bankruptcy allow households to retain their home equity up to a limit determined at the state level. Households that may experience bankruptcy thus have an incentive to bias their portfolios towards home equity. Using US household data for the period 1996 to 2006, we find that household demand for real estate is relatively high if the marginal investment in home equity is covered by the exemption. The home equity bias is more pronounced for younger and less healthy households that face more financial uncertainty and therefore have a higher ex ante probability of bankruptcy. These results suggest that homestead exemptions have an important bearing on the portfolio allocation of US households and the extent to which they insure against bad shocks.

Abstract
Changes in labor market institutions and the increasing integration of the world economy may affect the volatility of capital and labor incomes. This article documents and analyzes changes in income volatility using data for 11 industrialized countries, 22 industries and 35 years (1970–2004). The article has four main findings. First, the unconditional volatility of labor income has declined in parallel to the decline in macroeconomic volatility. Second, the industry-specific, idiosyncratic component of labor income volatility has hardly changed. Third, cross-sectional heterogeneity is substantial. If anything, the labor incomes of high- and low-skilled workers have become more volatile relative to the volatility of capital incomes. Fourth, the volatility of labor income relative to the volatility of capital income declines in the labor share. Trade openness has no clear-cut impact.

Abstract
Im Verlauf des Jahres 2012 hat sich das konjunkturelle Klima in Polen abgekühlt, nachdem sich bereits in der zweiten Jahreshälfte 2011 eine Eintrübung abzeichnete. Das außenwirtschaftliche Umfeld, insbesondere im Euroraum, und die damit verbundenen Risiken für Nachfrage und Produktion haben sich in diesem Jahr weiter verschlechtert. Auch von der Binnennachfrage kommen schwächere Impulse für die wirtschaftliche Expansion: Die Investitionsaktivitäten vieler Unternehmen haben deutlich nachgelassen oder werden zeitlich nach hinten verschoben. Der private Konsum nahm zwar weiter zu, allerdings aufgrund geringerer Einkommenszuwächse und eines gesunkenen Konsumentenvertrauens nur noch relativ schwach. Die eingetrübte Konjunktur hat zu größeren Spannungen am Arbeitsmarkt geführt: Der Beschäftigungsaufbau ist im Herbst 2012 zum Stillstand gekommen; die Arbeitslosenquote nimmt – auch aufgrund des noch wachsenden Arbeitsangebots – weiter zu. Die Haushaltslage hat sich hingegen erstmals deutlicher entspannt: Aufgrund eines restriktiven fiskalpolitischen Kurses hat sich das Budgetdefizit von 5,1% in Relation zum Bruttoinlandsprodukt im Vorjahr auf etwa 3,5% im Jahr 2012 verringert. Das ursprüngliche Defizitziel von unter 3% wurde damit allerdings noch verfehlt. Im kommenden Jahr wird sich die wirtschaftliche Expansion vor dem Hintergrund einer weiteren Verschärfung des fiskalischen Kurses und eines nach wie vor ungünstigen weltwirtschaftlichen Umfeldes nochmals verlangsamen.

Abstract
The paper analyzes the forecasting performance of leading indicators for industrial production in Germany. We focus on single and pooled leading indicator models both before and during the financial crisis. Pairwise and joint significant tests are used to evaluate single indicator models as well as forecast combination methods. In addition, we investigate the stability of forecasting models during the most recent financial crisis.
